HomeMy WebLinkAbout1961-07-11 Minutes37 • MINUTES OF FAYETTEVILLE CITY PLANNING COMMISSION A regular meeting of the Fayetteville Planning Commission was held at 4:00 p.m., July 11, 1961. Mr. George Caudle presided in the absence of the chairman. The Planning Commission members present: Mr. Caudle, Mr. Young, Mr. Stubblefield, Mr. Shreve and Mr. McClinton. Others present at the meeting: Mr. Lynn Smith, Mr. Raymond Nelson and Mr. Harold Lieberenz. 1. Mr. Stubblefield made a motion to set the date of a public hearing on the proposed zoning change for amending Zoning Ordinance No. 1239 for July 27, 1961. Mr. McClinton seconded. The motion passed unanimously. 2. Mr. Shreve made a motion that the Planning Commission approve the vacating of certain alleys in Block A of Leverett's Second Addition to the City of Fayetteville as petitioned by the University of Arkansas. Mr. Young seconded the motion. The motion carried unanimously. 3. Mr. Lieberenz presented the minimum street requirements for subdividers drawn up by the Street Committee of the City Council. Mr. McClinton suggested that gravel shoulders be required regardless of the type of street. Mr. McClinton also stated that he is in favor of all streets with a grade of 5% or 7% slope be required to put in curb and gutter and permanent type pavement. Mr. Caudle • suggested that subdividers should be allowed to use concrete paving if they should choose to do so. The Planning Commission discussed the possibility of amending the subdivision ordinance to allow a subdivder to have a choice of gravel, dust -free, or permanent pavement. After a lengthy discussion, the Planning Commission decided that they would approve these minimum street standards, but they still felt that the subdivision ordinance should not be amended. In other words, the subdivision ordinance should be left as it is to require the subdivider to install permanent pavement and leave the decision up to the Planning Commission as to whether or not the subdivider should be allowed any other type street other than the permanent street with curb and gutter. Mr. Young made a motion to approve the street specifications submitted by the Street Committee of the City Council, but recommended that the alternatives not be left up to the subdivider. Mr. Shreve seconded. The motion passed unanimously. 4. Mr. Raymond Nelson presented a resolution on the revision of the contract between the City and the University. The revision outlined the items, which are permitted under the original contract, that needed to be worked on by his department. (Copy of this contract is attached.)
