MINUTES OF FAYETTEVILLE CITY PLANNING COMMISSION
A special meeting of the Fayetteville Planning Commission was called to order by
Chairman Emory Gose at 4:00 p.m. on May 5, 1961.
Planning Commission members present: Mr. Gose, Miss Lighton, Mr. Caudle, Mr. Yoe,
Mr. Palmer, Mr. Stubblefield, Mr. Young and Mrs. Siegel.

1. Miss Lighton made a motion that we recommend to the City Council the granting
of Mr. Henry Meenen's petition for rezoning an area on the east side of
Garland Avenue from Two -Family Residential (R-2) to Neighborhood Commercial
(C-1), with the same conditions imposed, as far as they apply, as are imposed
on the granting of Mr. Parish's petition.

The Planning Commission recommended granting of the Austin Parish petition
for rezoning a portion of land adjacent to North Garland Avenue from Two -
Family Residential (R-2) to Neighborhood Commercial (C-1) with the provision
that Mt. Comfort Road be vacated from Garland to the East line of his
property and that (pending a traffic survey of the area) only one (1)
entrance and no exits be established on Garland and that there be an access
(dedicated street) from the N.E. corner of the tract into Holly Street.
We further recommend:
1. That the area running south from the south line of the property covered
by the petition to North Street and from the east line of the southern
part of the property to the rear property line of the lots on the west
side of Oakland be similarly rezoned;
2. That Mt. Comfort Road be vacated from the rear line of the property on
the west side of Oakland to the east line of the property for which re-
zoning has been requested subject to a public hearing in accordance with
specified procedures;
3. That North Street be opened in accordance with the Major Street Plan
east and west of Garland;
4. That a stop light be installed at the intersection of North and Garland.
Mr. Yoe seconded the motion. Mr. Gose asked for those in favor to speak.
Mr. Meenen stated that since the Planning Commission had recommended to the City
Council the rezoning to Neighborhood Commercial of the land north and west of his
land, the rezoning of his land would facilitate the building of Mr. Parish's shopping
center. The sale of his property for any reason is hampered by the doubtful status
of the area. Granting of his petition would help square up the tract and make the
space more adequate.
40 Mr. Vernon Wilson, who owns the land directly south of Mr. Meenen as far as Lindell,

stated that he intends to file a request to rezone his land to Neighborhood
Commercial also, which would enlarge the shopping area to North Street,
Mr. Gose then asked for those in opposition to speak.
Mrs. Hathcock said her opposition is a matter of record. She feels that one area
of Fayetteville should be kept residential. When the by-pass goes west, there will
be adequate room for a shopping center.
Mrs. Short said that she feels this shopping center will create a dangerous inter-
section, and the people are selling their homes because of the proposed change of
zoning to Neighborhood Commercial.
Mr. Parish said he thought the by-pass would be a limited access road and further-
more his shopping center would be half way between the by-pass and the present
established shopping area.
Mrs. Hathcock expressed doubts about how far the commercial area would spread once
it got started.
The motion passed unanimously.
2. Mr. Yoe made a motion recommending to the City Council the closing of the
alley from Eagle Street to Cleveland Street in Block 13 of Rose Hill Addition
• subject to the retention of any necessary utility easements.
There was a discussion of the desirability of alley -ways.
Miss Lighton seconded and the motion passed with one dissenting vote.
3. Couch Subdivision located three (3) miles from the city limits on Highway 45
East. The following are non -conforming items:
a. The land slope is toward the north. Mr. Couch has verbal permission
to run the drainage ditch to the north across Wade Hesterts property.
Apparently that is the natural way for it to drain.
b. The maximum distance allowed in the Subdivision Regulations for a cul-
de-sac is 600 feet. Mr. Couchts cul-de-sac is located at the end of
1,212 feet. This variance was approved by the Planning Commission.
c. The curb and gutter requirements was discussed at length, but because
of the distance from the city limits and the terrain making it unlikely
that there would be additional subdivisions to the east or to the west
for some time, the requirement was waived.
Mr. Young moved that the Planning Commission recommend to the City Council the
acceptance of the Sam Couch Subdivision,
Miss Lighton seconded and the motion passed with one dissenting vote.
