• MINUTES OF FAYETTEVILLE CITY PLANNING COMMISSION
A special meeting of the Fayetteville Planning Commission was held at 7:30 p.m, on
April 11, 1961.
Planning Commission members present: Mr. Gose, Miss Lighton, Mr. Shreve, Mr. Yoe,
Mr. Caudle, Mr. Young, Mr. Palmer and Mrs. Siegel.
Others present at the meeting: Mr. Raymond Nelson and Mr. Harold Lieberenz.
The minutes of the special April 7 meeting were accepted as corrected.
Mr. Gose asked the secretary to read the report from Mr. Palmer's committee on
"Procedure and Policies."
Miss Lighton moved the adoption of Item 1. Mr. Shreve seconded the motion which
carried unanimously. Item 1 reads:
We recommend that the City employ a full-time secretary to function for the
Planning Commission, the Board of Adjustment, and the Building Inspector.
Miss Lighton moved the adoption of Item 2. Mr. Palmer seconded. The item reads as
follows:
We recommend that the agenda of the regular meetings be the responsibility
of the chairman and that the agenda be prepared and mailed to each member
of the Planning Commission at least 4 days in advance of the regular meeting.
• This agenda shall be in regular form: reading and approval of minutes, old
business, new business. Every attempt shall be made to confine meetings to
one hour. There shall be no open discussion of any items not on the agenda
until after the included items have been acted upon. There shall be no
public hearings on the first Tuesday or regular meeting date. Such hearings
shall be called on any second or last Tuesday.
The motion was approved unanimously.
Miss Lighton moved the adoption of Item 3 which reads as follows:
That the Planning Commission accept the Building Inspector's suggestions and
plans for submitting subdivision plats, which include the Building Inspector
furnishing applicant with check sheet of necessary steps and procedures and
everything possible shall be completed before submission to the Planning
Commission. The Planning Commission and the Building Inspector shall at all
times be helpful to all who are interested in developments.
The motion was seconded by Mr. Caudle and passed unanimously.
Miss Lighton moved the adoption of Item 4. Mr. Shreve seconded. After discussion,
Item 4 read as follows:
We recommend that the agenda for all special meetings shall be the respons-
ibility of the chairman and that the agenda be prepared and mailed to each
member of the Planning Commission at least 4 days in advance of the special
meeting. Special meetings shall be held for rezoning, street approval, or
. special problems. Special hearings shall be called on the second or last
Tuesdays of the month. All items for special meetings shall first be filed
with the secretary of the Planning Commission.

Item 5 was adopted April 11, 1961, and reads as follows:
On special occasions, invovling no more than two lots, on property owned
by one individual, providing request meets all requirements of the zone
in which said land is located, the Building Inspector shall have authority
to issue a permit.
A motion to add a 6th item was made by Miss Lighton and seconded by Mr. Yoe.
Item 6 reads as follows:
All items requiring action of the Planning Commission shall first be filed
with the secretary of the Planning Commission and by the secretary referred
to the Chairman of the Planning Commission. Until a regular paid secretary
is employed, Harold Lieberenz shall be designated acting secretary.
The motion carried unanimously.
