MINUTES OF FAYETTEVILLE CITY PLANNING COMMISSION
A joint meeting between the City Council Planning Committee and the Planning
Commission was held March 21, 1961, at 4:00 p.m.
Planning Commission members present: Mr. Gose, Mr. Plamer, Mr. Caudle, Mr. Yoe,
Miss Lighton and Mrs. Siegel.
Others present at the meeting: Mr. McClelland, Mr. Smith, Mr. Burgin, Mr. Walker,
Mr. Nelson, Mr. Lieberenz and Mr. Blanton.
Mr. McClelland started the meeting by telling of the plans for one of the £our.
members of the City Council Planning Committee to attend each of the Planning
Commission meetings. Everyone.was in agreement with this arrangement.
Mr. Yoe stated that he thought one member of the Planning Commission should attend
the City Council meetings in rotation. There.was general agreement, but no formal
action was taken.
Mr. Smith asked if there was a provision for members of the Planning Commission to
inspect the land invloved in plats and other areas under discussion. There is no
provision for this in the procedures for the Planning Commission but individual
members do this when and as they are able. Mr. Smith expressed his preference for
alley ways. Mr. Palmer concurred but other members of the Commission gave reasons
why alleys were not included in the Major Street and Subdivisions Plans, the main
reason being difficulty and expense in maintaining them.
Miss Lighton asked what the procedure should be in case the Planning Committee were
not in agreement with a decision of the Planning Commission; whether it would not
be proper for the Committee and the Commission to meet and try to resolve the
differences before the matter is brought to the City Council, as in this way the
Planning Commission can best serve the Council without the two groups seeming to be
in conflict. There was general agreement to this procedure.
Mr. Palmer announced that his committee - Planning Administration Committee (committee
members Clay Yoe and George Caudle) plan to hold their first meeting on Friday. The
function of this committee is:
To adivse on and evaluate procedures used in administering adopted plans and
regulations.
To review and advise on the coordination of the planning program with municipal
departments, other public and quasi -public agencies and municipal code enforce-
ment programs, including the Board of Adjustments.
To prepare recommendations thereon.
Mr. Gose discussed the selection of the Citizens Planning Advisory Committee (see
March 7, 1961). The members of this committee are: Henry Shreve, Chairman, Hal
Douglas, Clint Weldon, Clarence Davis, Jim Green, David McNair, Jerome Donaldson,
Rev. Andrew Hall, Dale Kent,.Mrs. Minnie Hood, Mrs. Delbert Swartz, Rev. Edward R.
Maloy, Mrs. Rosette Dowl, Bryce Davis, Ralph Barnhart and Rev. Joe Taylor.
Ellis Burgin disagreed with the Commissionts decision on the Curry and Shaddox Grocery I

ial.) Mr. Burgin thought that since Curry's had been located where it is for many
years and the houses and the city have grown up around it, they should be granted
their rezoning request. When the new Zoning Ordinance was adopted, the areas were
upgraded and arrangements were made for appeal to rezone. Now the owners feel that
they are unable to make even necessary repairs.
Various Commission members stated that the owners requested permission to expand.
There were no objections by neighbors for the stores staying as they are now, but the
majority were opposed to their expansion. It was discussed that by changing these
two areas to Neighborhood Commercial we would open the way for many more spot zones
all over town. The areas are not adequate for good shopping centers, and the members
of the Planning Commission believe the stores do have adequate protection if they
remain non -conforming as they are now; that perhaps there need to be changes in the
Zoning Ordinance to allow for more leniency in making repairs.
