HomeMy WebLinkAbout1961-01-03 Minutes• MINUTES OF FAYETTEVILLE CITY PLANNING COMMISSION The regular session of the Fayetteville Planning Commission was called to order by Chairman Emory Gose January 3, 1961, at 4:15 p.m. Planning Commission members present: Mr. Gose, Mr. Caudle, Miss Lighton, Mr. Phelps and Mrs. Siegel. , Others present at the meeting: Mr. Raymond Nelson, Warren Segraves and Rev. Small, Mr. Nelson reported on meetings with the church groups concerning changes in the zoning requirements. He presented a possible modification to the present Zoning Ordinance. Article V Section 5 Paragraph 2. (See attached copy) Summary: Approved ordinance Suggested change 1 acre 1/2 acre 1 off street parking 1 off street parking space for every chapel space for every 15 seats Front set back 35 feet Front set back 35 feet Rear set back 50 feet Rear set back 30 feet Mr. Phelps suggested instead of requiring a minimum lot size that the description • be in terms of per cent of lot covered. For example: 1/3 building, 2/3 open space. Mr. Segraves was asked to draw some sample lots. After considerable discussion, the members of the Planning Commission to defer action on the proposed amendment to the zoning ordinance. The second order of business was discussion of Mr. Parish's request for rezoning of the North Garland area from residential to neighborhood commercial. No action was taken, however, the following suggestions were discussed. 1. No outlets onto Garland from the shopping center. 2. Mt. Comfort be closed west of Oakland to Garland. 3. North Street be extended from Oakland to Garland. The motion was made to defer action until 2 weeks from today. The meeting was adjourned. 0 0 Proposed amendment to Zoning Ordinance No. 1239—For dis- cussion only—Student Centers Article V Section 5. R-4 Multi -Family Residential and Dormitory District, Paragraph 2 C. Uses involving public assembly --same requirements as in Section 4, R-3 h5xlti-Family Residential District, except that church sponsored student centers: 1) shall be located on a tract not less than one-half () acre each, have a front building set -back of not less than �q� twenty five (25) feet, side building set -back of not less Get,v than ten (10) feet or fifteen (15) feet on the side of an intersecting street and a rear building set -back of not less than thirty (30) feet. • 2) shall provide off-street parking space which may occupy any part of the side or rear building set -back but shall not occupy any part of the front building set -back, one parking space shall be provided for each fifteen (15) seats in the chapel or main meeting room, plus additional spaces as follows: one (1) for each dwelling occupant, if any, one (1) for the director, and one (1) for each center employee. 3) may be permitted to vary from the above area and set -back requirements (but not from the off-street parking require- ments), if, in the opinion of the Board of Adjustments: a) the membership at the student center or of the denomination at the University is not sufficiently large to justify a one-half (J) acre site, b) the set -back requirements cannot be met without unreasonable hardship becuase the site has been acquired before the passage of the ordinance (June 13, 1960), because of land acquisition difficulties or for other similar reasons.
