MINUTES OF FAYETTEVILLE CITY PLANNING COMMISSION
Mr. Caudle called the public hearing to order on December 27, 1960, at 3:00 p.m.
Planning Commission members present: Mr. Gose, Mr. Caudle, Mr. Stubblefield, Mr. Young I
and Mrs. Siegel.
Mr. Caudle entertained motion for nominations. Mr. Stubblefield nominated Mr. Gose
for Chairman of the Planning Commission for 1961. The nomination was seconded by
Mr. Young. There were no other nominations and Mr. Gose's nomination was approved
unanimously.
Mr. Yoe was nominated by Mr. Young and seconded by Mr. Stubblefield for vice-chairman.
The nomination carried unanimously.
Mr. Gose nominated Mrs.
Siegel
for secretary.
Mr. Young seconded and the motion
carried.
Mr. Caudle next considered a petition to rezone an area on Garland Avenue from R-2 to
Neighborhood Commercial, Mr. Gose read the legal description of the property. The
maps of the area were studies by those in attendance.
Mr. Caudle allowed those in opposition 20 minutes to speak.
Mrs. L. Short: There is too much traffic. Shopping center would create a hazard for
school children.
Mrs. Rose: Shopping center would have a detrimental effect on the neighborhood since
the shopping center could be open on Sunday.
Mrs. W. Ward: Essentially the same as Mrs. Rose.
Mrs. J. Dotson: Shopping center would bring traffic to the area.
Mrs. Irene Gus d alahara: Shopping center would be too hazardous since it is too close
to a school.
Dr. Tom Feathers: Guardian for Mrs. Reed who owns the property on the west side of
Garland. The property will be cleaned up in some manner. This area might be
brought into neighborhood commercial. He asked the Planning Commission not to dis-
criminate when there is a request to rezone this west of the highway. The supreme
court ruled that property can be zoned as that across the street.
Dr. Hathcock: Fears the spreading of commercial zoning out 16 and south on Garland.
Mrs. Hoffman: Garland used as race track. Shopping center would make it more danger-
ous.
Mrs. Hathcock: This is a good residential area a -d ashopping center would be detriment-
al to good residential property. There are good building sites in Rose Hill. It is
a good place for Urban Renewal. Shopping center is a real estate venture. One
must drive for groceries anyway. Shopping center could go further west.
Mrs. Coy Kaylor: Sited the traffic around Washington School and hoped it would not
become as bad around Leverett.
Those in favor of the rezoning:
Mr. Austin Parish: Northwest part of Fayetteville is without shopping. A shopping
• center would be a 10ep in building up the area. 90% signed that they had no
objection. He has owned the property 20 years and held it for this type of build-

ing. Logical place for shopping center. One cantt tie the traffic problem to a
shopping center. The area serves enough (3,000) market. Going to an existing
shopping center creates traffic problem for someone else in an already congested
area.
Mrs. Hall: Doesntt think there would be a traffic hazard or that it would hurt the
sale of lots.
Mrs. Herb Holcomb: Owns the 140 feet adjacent north. With the help of University
people this area was designated for shopping. It was deleted to give a chance for
adoption of the overall zoning ordinance. This petition includes two non -conform-
ing areas which need to expand and whose request have been turned down. The areas
are growing because people are cooperating in planning. Housing goes to the edge
of cities so there is no place for shopping centers at the edge of town. People
concerned about traffic should get behind City Council to get good street and side-
walks. The Planning Commission doesntt tell a person what to do with his land.
Mr. Joe Dunn: Wants to see a three color stop light at Garland and Mt. Comfort.
Mr. Wood: Stop signs and sidewalks will go in after the shopping center.
Mr. Curse: Shopping center means progress for this part of the city.
Mr. Arnold Flottman: Shopping center would help traffic in other parts of town.
Mr. Darrel Slack: Shopping center is useful and necessary but we shouldn't confuse
things. Shopping center doesntt mean we will get sidewalks. P. T. A. should be
concerned.
Mr. Henry Meenen: Planning Commission has to consider the good of the city and whether
there is adequate areas. There have been speeders coming down the hill for 10 years
A business area would slow them down Would favor business on one side and side-
walk on the other.
Mr. J. B. Halfway: West of Lewis Avenue. Not in the city but has to drive 3 miles to
shop.
Mrs. Hathcock: How can we be assured there will be limits set to keep the shopping
center in bounds.
Mr. Young: Before the Zoning Ordinance was passed we recommended ideal locations.
Now it is up to people to initiate requests. The Council can accept or reject what
we recommend.
Mr. OtKelly: In favor of the shopping center.
Mr. Gose: Following 30 years experience in subdivision work. Choosing appropriate
sites and screening them from residents is what we try to do. The traffic on
Highway 16 and 112 will continue. It is difficult to hold up residential values
on highways. One remedy would be to straighten North Street and provide adequate
stop signs and police control. The two sharp points at Mt. Comfort are what are
hazardous.
After the room was cleared the Planning Commission members discussed the shopping
center and decided to pass until January 3 at the regular meeting. However, there
were some suggestions made:
1. The shopping area should be made larger and squared up.
2. Mt. Comfort should be closed and North Street opened up, due west to Highway 16.
3. A stop sign should be located at North Street.
4. Shaddox will probably have to be designated neighborhood commercial.
