HomeMy WebLinkAbout1960-12-16 Minutes• 12 MINUTES OF FAYETTEVILLE CITY PLANNING COMMISSION They Fayetteville Planning Commission met at 4:00 p.m. in special session on December 16, 1960, to reconsider the items brought to the regular meeting December 6, 1960 by the City Building Inspector. Planning Commission members present: Mr. Caudle, Mr. Yoe, Mr. Phelps, Mrs. Siegel and Mr. Stubblefield. Others present at the meeting: Mr. Raymond Nelson, Mr. E. McClelland, Mr. Harold Lieberenz and Mr. B. Walker. Item 1. The Planning Commission thought this was taken care of (page 19 of the Zoning Ordinance) in Section 8 1 a,Uses Permitted "o" "generally, any retail or wholesale commercial establishment or place of amusement selling goods and services on the premises and not involving the manufacture or treatment of the product other than as are clearly incidental to the conduct of such retail or wholesale establishment." Item 2. The Planning Commission thought the 12" x 12" limit on the size of signs advertising home occupations would remain. A larger sign would be undesirable in a residential neighborhood. The Fayetteville Real Estate Association does require more information than can be placed on a 12" x 12" sign and is not in favor of real estate business being a home occupation. Item 3. "Boarding House" use is permitted in R-3 Multi -family Residential District • Section d (page 13 Zoning Ordinance) "Home Occupations—the taking of roomers and boarders; provided the area used for this prupose does not exceed twenty- five (25) per cent of the total floor area in any dwelling unit." Item 4. After considerable discussion it was decided that the ten -foot setback from property line of the intersecting street, even if that side is not to be used for "off -the -street" parking, would be in the best interest of visibility and possible widening of the side street in the future. The Planning Commission recommended amending the ordinance to read (page 16 Zoning Ordinance) "4. Area and Bulk Regulations b. Side and rear yard — no side yards are required ex- cept ten (10) feet when property is contiguous to a residential district or if the side yard is on an intersecting street, but no structure shall be placed closer than ten (10) feet of the rear property line, exclusive of alley." The motion to recommend an amendment to the Zoning Ordinance was made by Mrs. Siegel and seconded by Mr. Phelps. The Commission voted unanimously in favor of the motion. Item 5. (See page 18 d 4 Zoning Ordinance) Mr. Phelps made a motion which was seconded by Mr. Yoe and approved (by a 4:1 vote) to recommend the amendment of the ordinance by deleting the requirement that "No sign shall be located within ten (10) feet of the front street right-of-way." Mr. Walker suggested that when the street is widened there would be an ordinance requiring all property owners to move their signs back. The business going in now could be asked to agree to move their signs at their own expense when this time comes. . Item 6. Mr. Nelson met with the Episcopalians, Presbyterians, Methodists, and Aisciples of Christ on December 14 to get a clear picture of what their problem is and Minutes of December 16, 19610 to try to arrive at a compromise. He will have a further report early in January. The Planning Commission decided that no amendments on the Central Business District parking requirements should be considered but that there should be an overall study made of the area around the square, to determine the total area of retail floor space involved, the amount of parking space now available and the amount of additional parking space needed. Amendments and revised policies on parking should await the results of such a study. This item is to be left without change at The Planning Commission thought the arguments were justified and voted to recommend the amendment of the ordinance December 6, 1960 (see minutes).
