A motion was made to accept +/-2 acres of park land at Wellspring and accept money in lieu for the remaining requirement. Lafayette Lofts Subdivision Park — Meetings were held on December 1, January 12 and 26 to receive input from the public for the development of the .18 acre park which was the former playground area of St. Joseph's School. The master plan of the park will be presented to PRAB for approval. The Neighborhood Association is also submitting a name for the new park for PRAB's consideration. According to the Facility Naming Policy, the park name will be tabled at the meeting allowing time for public input. It will be presented at the March meeting. PRAB Motion on the Park Master Plan: PRAB Motion to table the naming of the park until the March meeting according to the Facility Naming Policy. 7. Kingfisher Trail Naming at Lake Sequoyah: Wade Colwell At the January 9 PRAB Meeting, Wade Colwell presented Kingfisher Trail as the name of the east northern trail at Lake Sequoyah as suggested by the Boy Scout Troops that are blazing the trail. Staff Recommendation: Staff recommends naming the trail Kingfisher Trail as presented by the Boy Scouts. PRAB Motion: 3 8. 2005 Annual Report Approval: Connie Edmonston, Parks & Recreation Director According to Article 11, Chapter 33.018 (B) in the Fayetteville Code of Ordinances, Parks and Recreation Advisory Board is to prepare an annual report to City Council. The Annual Report is attached. PRAB Motion: 9. Park Land Dedication Fee and Ordinance Discussion: Staff recommends using a price per acre of $36,250 to base the fees in lieu required for single family and multi -family units. This number is the median figure taken from 27 parcels sold in 2005 within the city limits being over 5 acres and being designated as either agricultural or residential by the county. PRAB Motion: 10. Botanical Gardens of the Ozarks Board of Directors PRAB Representative: This item was tabled from the January 9, 2006 meeting. The City's lease agreement with the Botanical Gardens of the Ozarks requires a member of PRAB to be on the Board of Directors as well as a Park employee. Susan Regan, Park Horticulturist, represents the Parks and Recreation Division. The Board meets at 6 pm on the 3rd Tuesday of each month. The next meeting will be at 6 p.m. on February 21 at St. Paul Episcopal Church. Staff requests for a volunteer from PRAB to represent PBAB. Present: Parks and Recreation Advisory Board members Bailey, Harrison, Langsner, Davidson, Davis, Bitter, Burke & Colwell; Park Staff Edmonston, Mihalevich, Jumper, Coles, Wright, Martin and audience were in attendance. 1. Connie Edmonston, Parks and Recreation Director, welcomed the new Parks & Recreation Advisory Board Members who are Jon Bitler, Milton Burke, Wade Colwell and Bob Davis. 2. Election of Officers: Jerry Bailey, Vice -Chairperson Chairperson: Wade Colwell Vice Chairperson: Jay Davidson Sidewalk & Trails Committee: Jay Davidson volunteered to represent PRAB on the committee for 2006. Botanical Gardens of the Ozarks Board of Directors: Members will choose a representative from PRAB at the February meeting. Edmonston introduced the new members to the responsibilities they will carry through their term. They each received a notebook with information, ordinances and guidelines to aid them in carrying out their duties as PRAB members. She stated that one of the major responsibilities is the Parkland Dedication process. She said more information and instruction will be forthcoming at the PRAB Orientation. PRAB Motion: Harrison moved to accept the appointment of Davidson as PRAB Chairperson and Colwell as Vice Chairperson, Langsner seconded and all approved. 3. The developer also requests that Park West and its staff be allowed to construct the park using the money in -lieu with direction from the Parks and Recreation staff and maintain the park for 10 years. The cost to construct the park would be deducted from this money -in -lieu requirement. The Park shall be constructed in accordance with Fayetteville Parks and Recreation standards with direction and approval from the Parks and Recreation staff. A January 19, 2006/ 2 Developer's Comments: Justification: detailed cost estimate and master plan including all park amenities shall be presented to PRAB for final approval prior to any park construction. Staff also recommends allowing the developer to maintain the park for 10 years. Maintenance shall comply with the Fayetteville Parks and Recreation neighborhood park service level. Parks and Recreation Staff will secure a detailed agreement outlining all elements of this proposal. Hoskins presented the plan and elaborated on the diversity of land use as well as the desire to maintain open/green spaces. The park to be dedicated by the developer will possibly be maintained by the developer beyond the 10 years. The southern part of the development includes an area for the City trail system that will be needed to connect the East Fayetteville trails with the West Fayetteville trail system. Hoskins stated that the plan is to employee full time staff to maintain all grounds areas of the development including the trail and will therefore be able to respond to problems that may arise in the parks and public areas in a short period of time. He also stated the parks and public areas will be open to all and not restricted to residents of the development only. Developers will use the expected money -in - lieu that will be necessary over and above the land dedication to build the park to Parks and Recreation standards, but the expense of upkeep and maintenance will be the responsibility of the developers. A neighborhood park is needed in this area to provide recreational opportunities for the growing number of residents. Maintenance provided by the developer will help ease the increasing demands on the Fayetteville Parks and Recreation maintenance staff. January 19, 2006/ 3 PRAB Motion: Davis moved to accept the Staff recommendation to accept the dedication of 7.18 acres of park land and additional land adequate to construct a 12' wide trail along the southern edge of Park West. Staff is researching opportunities for potential park land expansion of the previous project at Park West to serve the residents in this area. Owner: S & M LLC Location: North of Old Farmington Road, West of I 540 Park District: SW Units: 17 Single-family Units Total Acres: 5.06 acres Land Dedication Requirement: .41 acres Money in Lieu Requirement: $9,435 Existing Parks: Finger Park Developer's Request: Money -in -lieu Staff Recommendation: Money -in -lieu Developer's Comments: None Justification: The requirement for this project does not provide adequate acreage for a neighborhood park. Staff is working with the developer of Mountain Ranch to the north of this project to locate potential park land in that development which would serve the residents of Old Farmington development. PRAB Motion: Langsner moved to accept Staff recommendation of Money -in - lieu. Davis seconded the motion and approval was unanimous with Bailey, Langsner, Harrison, Davidson, Davis, Bitter, Burke, and Colwell voting yes. 8. Community Park Update: Edmonston reported the plans are in the planning phase. A consultant is being selected. She stated that many projects are waiting on the planning process to be completed. She will make a monthly progress report at PRAB meeting. 9. Other Business: Informational Item: A public meeting to gather input on the development of Lafayette Lofts subdivision park (formerly site of St. Joseph School) consisting of .18 acres will be held on Thursday, January 12 at 5:30 p.m. at Washington School Elementary School Cafeteria. Edmonston stated that the plan chosen will be present to PRAB at the February meeting for their approval. Harrison asked what suggested uses were presented at the first public meeting. Some of those were: Amphitheater, terrace seating, private area on the west side where there January 19, 2006/ 5 are several trees, picnic/grill area, play element such as a climbing boulder. There is a budget of $15,000.00 for this project. Colwell reported the Lake Sequoyah trail being constructed by the Boy Scouts is nearly complete. They are requesting to name the trail "King Fisher Trail" and are looking at doing a dedication ceremony. The subject of naming the trail was tabled to the February meeting. 10. Adjournment: There was no further business so Bailey moved to adjourn and Langsner seconded the motion at 6:30 p.m. Minutes submitted by Cheryl Whillock and Tracie Martin January 19, 2006/ 6 PROJECT DETAILS Plan your work by describing the present condition, the method, materials to be used, project helpers, and a time schedule for carrying out the project. Describe any safety hazards you might face, and explain how you will ensure the safety of those carrying out the project. If appropriate, include photographs of the area before you begin your project. Providing before -and -after photographs of your project area can give a clear example of your effort. 1 will set forth this project by obtaining the metal, wood, gravel, and cement from local business and store donations. For the most part, this project is divided into four sections: 1) The Sit-up/Push-up Bench 2) The 2 -height Pull-up Mechanism 3) The Sign 4) The Foundation Material and Knowledge Gathering Bobby Luttrell, one of my scout masters, owns a landscaping company and is willing to supply the tools necessary in order to build the station. 1 plan on getting as much of the wood, bolts, and cement as 1 can donated by Meeks Lumber Company or Lowe's. As a back-up, I have an uncle who owns Plunkett Distributing in Fort Smith. He would be more than willing to donate any wood that 1 would be unable to obtain from my local stores. Jimmy White, of my troop, is another contender that will improve the moral in this project. Jimmy owns a welding shop in which he creates different car parts from scrap metal. My Sit-up bench has a curved pipe feature that holds the person's feet in place while using the mechanism. Jimmy will give me the best assortment to creating this piece. 1 will also gather knowledge from him on how to come up with the Pull-up bars. His welding experience will inflict a great deal of security and safety to the station as a whole. I am hoping to get the steel edging donated by Westwood Garden Landscaping on Highway 16. As for the fine gravel, if the city is not able to provide it, 1 can look into Westwood as well. Working on the Project I plan on recruiting approximately 10 older scouts and about 10 adults to help me with the project considering that this project may deal with some dangerous equipment. The crew will probably consist of scoutmaster Carl Russell (Architect), Bobby Luttrell, Rodney Hughes (Electrician), Sue and Jimmy White (Welder), Susan Byram, Sherry and Jim Cribs, John Swayze, along with any other willing participants within the troop. 1 have scheduled to work on 2 workdays (Sunday Feb. 19 and Saturday Feb. 25 from 9:00 AM to 4: 30 PM on both days with a one hour lunch break for each day). I anticipate that the structures will be built in the order above. The actual construction of the station equipment will take place in Bobby Luttrell's workshop. Bobby also has a flatbed trailer that will transport the structures. The sit-up bench will take about three to four hours to build, about two hours for the sign, three hours for the pull-up mechanism, four hours to build the foundation, and around five hours to put all of the structures on the designated surface. Since this totals to about 18 hours, I am planning on meeting with a few older scouts and adults on non-scheduled workdays to get some of the work out of the way. Safety Precautions Because this project will require the use of power tools, 1 plan on taking every precaution necessary to ensure the safety of the scouts. First off; only the adults will handle the dangerous power tools. Eye protection will be worn by everyone, whether using the equipment or not, if they are near the work area. With the machines being so loud, I plan on distributing earplugs to everyone within the work station. The main objective of the scouts will be to measure the structures, help transport the equipment, and spread the gravel within the foundation. This project is located on the north side of Joyce Street, west of the Post Office and east of the Lindsey office building under construction. Vantage Drive runs north and south through the property and Stems Street runs east and west through the property. The site drains to the southeast into a natural drainage way which continues to Mud Creek. The site is approximately 50% wooded and 50% open field. Most of the trees on site are Oak with some Cedar on site. We have considered many options in the layout of this development in order to preserve as many large `pods" of existing canopy as possible. The developer is planning to construct 2 parking structures, approximately 2 to 4 levels, in order to eliminate the need to clear large areas of trees for on -ground parking. We feel like we have worked with the existing conditions as well as possible to create a commercial development without completely clearing the site. This trail was constructed by Sweetser Construction for $403,837. Frisco Trail runs from Sixth Street to Center Street and connects the new library to the downtown district. As part of the Fayetteville Alternative Transportation and Trail Master Plan, this trail will connect to Scull Creek Trail which will serve as the backbone to the city's rapidly developing trail system. Design Studio Workshop held meetings on January 12 - 14, 2005 to gather input for the Community Park site from City of Fayetteville Staff, City Council, PRAB and the public. Southpass Development Inc. purchased the property and is currently conducting a boundary survey to determine the acreage to be donated for the Community Park. The Disc Golf Course was moved from Gulley Park to Lake Fayetteville North Shore by Parks and Recreation Staff. The new course features 18 holes meandering through trees and meadows with views of Lake Fayetteville. In February, Parks and Recreation Staff renovated the restrooms and pavilion at Lake Fayetteville North Shore at a cost of $2,611. The walls of the pavilion were opened to maximize the pristine view of Lake Fayetteville. Heaters were installed to provide year-round use of the restrooms. In addition, Boy Scout Troop 142 installed foot bridges north of the pavilion at Lake Fayetteville North Shore for a cost of $295 in materials. New lights were installed on two ballfiellds located at White River Baseball Complex. The new 70 foot, tournament quality lights meet current lighting and safety standards for competitive play. The lights were installed by Lillich and Bossier for $263,414. Fayetteville Parks and Recreation hosted the Arkansas Recreation and Parks Association Conference on March 2 - 4, 2005. During the conference, Fayetteville Parks and Recreation was awarded the ARPA Presidential Citation for the overwhelming success of the event. The Champs League was awarded the Therapeutic Recreation Program of the Year. In April, Taylor Mack completed the design and printed the new Parks and Recreation marketing brochure. The information in the brochure included a map locating park property, listing of all parks, and a synopsis of Parks and Recreation's mission and programs. The brochures were distributed throughout Fayetteville and were published on the City's website. The cost of this project was $12,872. On April 2, Parks and Recreation and the Tree and Landscape Committee hosted the annual Arbor Day Celebration of Trees. During this annual event, Parks and Recreation Staff and volunteers distribute over 1,200 trees to the citizens of Fayetteville. Small containerized trees of different varieties and educational materials were distributed in coordination with the opening of the Farmer's Market. Homeowners were encouraged to plant these trees to improve urban forestry within Fayetteville. The Arbor Day Celebration of Trees cost was $5,815. Sarah Patterson was hired as the City's first Urban Forester in May. Since her hiring, there have been 51 commercial tree pruners certified, 35 tree plantings, and Chapter 167 of the UDC has been strictly enforced. Parks and Recreation purchased an outdoor 15 x 20 foot cinema to show free movies in public parks. Shrek, Spiderman, Willy Wonka and the Chocolate Factory, Radio, How to Lose a Guy in 10 Days, and Grease were the movies featured in 2005 at Walker Park. More than 650 people attended the first Annual Movie in the Park program. The original investment for equipment needed to run this program was $16,499. The operating expense for 2005 was estimated at $2,500 excluding labor.
