Arkansas Parks & Tourism Outdoor Grant: Arkansas Parks & Tourism Outdoor Grants Program 50/50 Matching Grant Program Fund purpose is to build outdoor recreation facilities. The grant is funded by two sources: 1. Land and Water Conservation Fund (LWCF) is a federal program derived from the sale of federal surplus property, federal motor fuel tax and the Outer Continental Shelf mineral receipts. 2. Arkansas Natural and Cultural Resources Grant and Trust Fund (NCRGTF) is a state program based on funds collected from a tax on the transfer of certain real estate in the State of Arkansas. In 2004, there was $2 2 million dollars in grants funds available to over $7 million requested. There were 63 applicants in which 28 applicants received grants. Projections indicate that we will have similar numbers for FY 2005. In 2003, the City of Fayetteville received $100,000 for construction of the skate park at Walker Park. Last year, our city requested $250,000 matching funds for the Lake Fayetteville Spillway Bridge project; however, the project did not receive grant funds. Grant Requirements: • Public Meeting by July 27 — Extra points received if by June 25, 2004 • Grant Deadline: August 27, 2004 • Funds Awarded: Jan or Feb 2005 • Reimbursable Grant: Funds must be available for the entire project and up to 50 percent will be reimbursed. • Grant application includes bidding and construction documents. • Property acquired or developed with the grant must be retained in perpetuity for outdoor recreation use and will be subject to inspection by the State at least once every 5 years. • No overhead utility lines are allowed within the project boundary. • • Required to complete the following: Environmental Assessment/Boundary Map/Site • 2 Plan/Clearinghouse Approval/Project Budget • All public recreation facilities must be accessible to the handicapped. • Property acquired or developed must be open to entry and use by all persons regardless of race, color, religion, sex, or national origin. • Property shall be open for public use at reasonable hours and times of the year, according to the type of area or facility. Public meetings were held on June 22 at 5:30 pm and June 23 at 12 noon to receive citizen input as to the needs and desires of the community. Most citizens attending these public meetings requested development of Braden Park. Currently, there is $40,000 in the 2004 CIP Sales Tax Fund for Braden Park development. If the grant is awarded, the remaining funds would be requested from the Northeast Park District - Park Land Dedication Ordinance Funds or another CIP project if needed. Attached are the meeting minutes. Park Staff Recommendation: To apply for the Arkansas Parks and Tourism Outdoor Grant 50/50 matching funds for the development of Braden Park up to $50,000 match from the City. City Council would need to approve a resolution authorizing Parks and Recreation to apply for the grant at the July 20, 2004 meeting. PRAB Motion: II. Wilson Park Basketball Court Resurfacing Project: One bid was received by Tomlinson Asphalt Company, Inc. in the amount of $32,977. A 10 percent contingency in the amount of $3,298 for the project is needed for a total cost of $36,275. Currently there is $20,085 remaining in this project which renovated the Wilson teams courts and Walker tenms/basketball courts There is a deficit of $16,190. There is currently $173,172 in the Southwest Park District — Park Land Dedication Fund. Park Staff Recommendation: Approval of $16,190 from the Southwest Park District - Park Land Dedication Fund for the Wilson Park basketball court renovation project. PRAB Motion: III Lake Fayetteville Spillway Bridge: There were two bids received for this project. Sweetser Construction bid $1,321,760.50 and Mobley bid $877,709.20. Park Staff Recommendation: Recommend to City Council approval of a contract with the low bidder for the Lake Fayetteville Spillway Bridge project PRAB Motion: IV. Other Business V. Adjournment
