Approval of May 3, 2004 PRAB Meeting Minutes PRAB Motion: FAYETTEVIJ PARKS & RECREATION 2. Park Land Classification Proposal: Steve Hatfield, Park Landscape Architect Parks and Recreation Staff recommends PRAB approval of a Park Classification system to category lands within the responsibility of the Parks and Recreation Division as follows: Park: Pocket, neighborhood, community, or regional park. This encompasses all parks whether developed or undeveloped. Natural Area: Lands with wildlife value such as wetlands and riparian areas that are open to the public for hiking, biking, bird watching and other recreational activities. Public Lands: All other lands maintained by Parks and Recreation. Entryway/Street Median: Special areas that are highly visible, planter beds, etc. which are typically adjacent to a street, right-of-way or parking lot. Plazas: Urban pedestrian areas that are typically hardscapes in densely populated settings. Community Garden: Areas used by the public for growing and harvesting fruits and vegetables. Trail Corridor: A linear open space established along either a natural corridor, such as a stream, or overland along a road. It is any natural or landscaped course for pedestrian and/or bicycle passage. School Park: Land that is leased by the schools to the City through a partnership that allows public use of school property. See attached park and other lands list as provided in the attachment. PRAB Motion: 3. Gregg Street Park Proposal: Tabled from the May 3, 2004 meeting. Mill District Neighborhood Association has requested for the Parks and Recreation Division to review .27 acre parcel of land located on Gregg Street for a park/green space/garden per attached letter. This property was originally purchased for street right-of-way needs. It has been determined that it is no longer needed for future street improvements. City Administration has requested for a recommendation from Parks and Recreation Staff and PRAB conceming the use of this property. The land is located on Gregg Street between Stone and 6's Streets. It is west of the proposed Center Prairie Trail See attached maps and pictures. Colleen Pancake submitted 139 signatures on a petition for the City to preserve this land as a park or green space when this was first proposed to PRAB at the March 1, 2004 meeting. The Mayor has been in discussions with the land owner to purchase the 2.44 acres consisting of land east of the proposed park adjoining Center Prairie Trail and also a parcel east of the trail to West Avenue. Tree and Trail Task Force stated at their May 3, 2004 meeting they would • • 2 consider committing funds from the tree settlement to purchase this property. Once negotiations are finalized, it would be presented to the Tree and Trails Task Force for approval of funding and then to City Council for final approval. This property would be part of the Parks Division and would make the proposed Gregg Street park more contiguous with existing park property. Due to this item being tabled from the original March 1, 2004 PRAB meeting, it is recommended that the request for the proposed park go forward before the additional adjoining land is purchased. The proposed park land would be classified as a Nature Area and would be maintained by the neighborhood. PRAB Motion: 4. This development is in close proximity to an existing school park and Clabber Creek Trail corridor, as well as a proposed 4.1 acre park on the Schlegel property. 7. Park Land Dedication Fund Request: Parks and Recreation Staff is requesting approval of Park Land Dedication funding for the following projects. The attached Park Land Dedication Fund Report denotes ample funding is available for these projects. Southeast Park District: Bayyari Park $1,250 Justification: $6,000 was requested and approved last month to purchase and install 2 picnic tables, 1 grill, pads and sidewalk. The bid was more than estimated, therefore requiring an additional $1,250 to complete the project. Northwest Park District: Red Oak Park $6,000 Justification: Several neighbors in the Red Oak Park area have requested a picnic table and park bench. Funds would be used to purchase and install 1 picnic table, 1 park bench, pads and sidewalk. PRAB Motion: 8. Community Park Update: The City has issued a Request for Proposals (RFP) to partner with a private developer or developers to facilitate the acquisition and development of the community park. The RFP is posted on the City's Web site and is included as a PRAB attachment. Proposal deadline is June 9th at 4 pm. 9. Special PRAB Meeting: Steve Hatfield Lisa Netherland, Park Horticulturist has been working with a request from School within a School to paint a mural on the outside of the Walker Park Racquetball Court. Students have interviewed 16 citizens concerning the history of the Walker Park area. Instructor Jo Ann Kaminsky, student Caleb Quinn, and local artist Eugene Sergeant would like to make a presentation to PRAB at a special meeting to be held either on Monday, June 14 or Tuesday, June 15, 2004. 10. July PRAB Meeting: • • • Due to the July 4thHoliday falling on Sunday, the City is honoring Monday, July 5 as the holiday. Therefore, the July meeting will be moved to the following Monday on July 12, 2004. 11. Other Business: NOTE: PRAB and Parks and Recreation Staff will travel to the Schlegel Property located on Deane Solomon Road for review of the proposed park land. 12.
