Approval of June 2, 2003 PRAB Meeting Minutes PRAB Motion: 2. Park Land Dedication Development Name: Engineer. Owner. Location: FAYETTEVILLE PARKS & RECREATION Benton Ridge PZD Julie Zimmerman, Crafton, Tull and Associates Long, LLC Highway 265, just north of the Hwy 265 and Hwy 16 intersection Park District: SE Units: 44 Multi -Family (Duplex) Units Total Acres: 8.34 acres Land Dedication Requirement: 0.75 acres Money in Lieu Requirement: $17,292 Existing Parks: Happy Hollow Elementary School and Park (5 acres) Proposed Park at Stone Mountain Subdivision (8 2 acres) Staff Recommendation: Money in Lieu of Land '..However, if the Parks and Recreation Advisory Board determines that a neighborhood park is not feasible or advisable, it may recommend to the City Council that a cash contribution pursuant to our ordinance be accepted in lieu of land dedication. The City Council will either accept the recommendation for a cash contribution or return the subdivision plat to the Parks Board with instructions or further study.' (Unified Development Ordinance No. 166.03K) Justification: Limited area of this development is prohibitive to a neighborhood park development. There are two parks within a half mile of this new development. PRAB Motion: 3. (Unified Development Ordinance No. 166.03K) Justification: Parks and Recreation Staff wishes to conduct a neighborhood meeting to determine the needs of the surrounding community. The Parks and Recreation Master Plan indicates that this area is serviced by Gulley Park but does not have a neighborhood park within a half -mile. In addition, potential land for a neighborhood park within this area of town is very limited due to steep slopes. PRAB Motion: 4. Park Land Dedication Development Name: Sage Meadows • Engineer: Chris Brackett, Jorgensen & Associates Owner: Mark Foster . Location: 51st Avenue, north of Wedington Drive and adjacent to Fairfield Subdivision and Bridgeport Subdivision Park District: NW Units: 86 Single Family Lots Total Acres: 30.99 acres Land Dedication Requirement: 2.225 acres Money in Lieu Requirement: $40,420 Existing Parks: Fairfield Subdivision Park (5.57 acres), Red Oak Park (8 acres) Staff Recommendation: Accept 1.7 acres banked by the Fairfield Subdivision "..However, if the Parks and Recreation Advisory Board determines that a neighborhood park is not feasible or advisable, it may recommend to the City Council that a cash contribution pursuant to our ordinance be accepted in lieu of land dedication. (Unified Development Ordinance No. 166.03K) Justification: On December 3, 2001, PRAB voted to accept money in lieu of land based on the close proximity of the Fairfield Subdivision Park and Red Oak Park. Sage Meadows' owner, Mark Foster is proposing that he use 1.7 acres (current Park Land Ordinance value of $39,312.50) of banked land from Fairfield Subdivision and pay the remaining parks fees of $1,107.50 in lieu of the $40,420 owed. This transaction of development rights has been approved by our assistant City Attorney, providing that legal documentation of the transaction be filed with the County and provided to the City. PRAB Motion: • 5. Community Park Update • • 6. Veterans Memorial Sand Volleyball Light Request: David Wright Ozark Volleyball Club (OVC) currently utilizes three volleyball courts at Veterans Memorial Park. Two of these three courts currently have lighting. OVC proposes to utilize two poles and lights recently removed from Lake Fayetteville Softball Complex and install at Veterans. PRAB Motion: 7. Park Land Dedication Funding Requests: Steve Hatfield Parks and Recreation Staff requests the following projects for funding from the Park Land Dedication Fund. Northeast Park District: $30,000 for Lake Fayetteville Spillway Bridge Project Northwest Park District: $200,000 for West Mud Creek Trail Project PRAB Motion: 8. July - National Parks and Recreation Month Events: David Wright July is National Parks and Recreation Month. Fayetteville Parks and Recreation will join our National Association in promoting our parks and programs. Fayetteville Parks and Recreation will host grand openings at several parks and playgrounds. A schedule of events will be distributed at the PRAB meeting. 9.
