Park Land Dedication Development Name: Salem Meadows Subdivision Engineer: Landtech Engineering, Leonard Gabbard Owner: Palmco Properties, L.L.C., John Alford Location: West of Salem Road, North of Porter Road Park District: NW Units: 143 Single Family Units Total Acres: 39.95 acres Land Dedication Requirement: 3.575 acres Money in Lieu Requirement: $67,210 Existing Parks: Hampton Softball Complex and Park (18 acres ) Staff Recommendation: Park Land Dedication Developer's Request: Park Land Dedication '..However, if the Parks and Recreation Advisory Board determines that a neighborhood park is not feasible or advisable, it may recommend to the City Council that a cash contribution pursuant to our ordinance be accepted in lieu of land dedication. The City Council will either accept the recommendation for a cash contribution or return the subdivision plat to the Parks Board with instructions or further study. (Unified Development Ordinance No. 166.03K) Justification: Ordinance 166.03.K. requires the dedication of park land for this development. The most appropriate neighborhood park site is within this subdivision. The neighborhood park would serve both Salem Meadows and Salem Heights for a total of 207 single family homes. The engineer has worked with Parks Staff to create a park within the development to satisfy the need for a park. The proposed park land dedication exceeds the requirement by 0.315 Acres and the developer has requested this amount to be banked for the Salem Heights Subdivision requirements. PRAB Motion: 5. Hampton Softball Complex is across the street on Salem Road. PRAB Motion: 6. Park Land Dedication Ordinance Update: The Park Land Dedication Ordinance requires for the contribution formula to be reviewed every two years and the recommendations be forwarded to City Council. City Council requested for the Park Land Dedication Ordinance to be reviewed by Duncan Associates along with the impact fee study for wastewater, water and roads. Park staff recommends PRAB to approve the Duncan Associates Park Impact Fee Study with the insertion and update of the 2000 census data. See attached Duncan Associates Park Impact Fee Study. The average cost of a residential acre within the city limits as provided by 4 real estate agencies was estimated at $23,125. This is an increase of 23 percent over the 1999 formula of $18,750 per acres. The average cost per acre increased 25 percent from 1997 at $15,000, to 1999 at $18,750. The average cost per acre formula, in addition to the 2000 census data update, revised the park land dedication requirement and park fee -in -lieu as follows: PRAB Motion: 7. Other Business 8. Park Land Dedication: This item was tabled from Monday, December 2, 2002 Meeting. We have not received the revised proposal at this time. Park Land Dedication Fund Request: The Tree & Trails Task Force requested for this item to be forwarded ASAP to PRAB for consideration. At a Tree & Trails Task Force Meeting held on December 6th, 2002, it was discussed and approved to utilize a portion of the settlement funds to purchase 40 +/- acres along Clabber Creek. The property is near Salem Village and would continue a trial/greenway corridor along Clabber Creek. The Tree and Trails Task Force would like to partner with the Parks and Recreation Division on this purchase and share the purchase cost. The appraisal of the property set the value at $5,000 per acre. Tree and Trails Task Force is requesting approval for Park Funds of $30,000 to be used from the NW Park District. The Task Force is willing to apply $170,000 of their funds. During a Parks and Recreation Advisory Board meeting held on January 15th, 2002, a motion was passed to pursue purchase of this property. The benefits of trails and greenways to the citizens and property owners of Fayetteville are important and plentiful. Parks and Recreation Staff Recommendation: To approve $30,000 from the Northwest Park District to assist the Tree and Trail Task Force in the purchase of Clabber Creek trail/greenway corridor.
