TO: Parks and Recreation Advisory Board
FROM: Connie Edmonston, Parks & Recreation Superintendent
DATE: May 1, 2002
RE: PRAB Meeting Monday, May 6, 2002
5:30 p.m. in City Hall Room 326
AGENDA
1. Approval of April 1, 2002 DRAB Meeting Minutes
PRAB Motion:
FAYETTEVI LLE
PARKS & RECREATION
2, Park Land Dedication
Development Name. Bristol Park Apartments
Engineer: Milholland Company, Tom Jefcoat
Owner: Bristol Development Group, L.L.C.
Location: North of Joyce, West of NWA Mall
Park District: NW
Units: 272 multi units
Total Acres: 32.6 acres
Land Dedication Requirement: 5.44 acres
Money in Lieu Requirement: $102,000
Existing Parks: Lake Fayetteville (652 acres), Gordon Long (6.62 acres),
Mud Creek Trail (20 acres)
Staff Recommendation: Money in lieu of land & wavier of Ordinance
"... However, of the Parks and Recreation Advisory Board determines that a neighborhood park is
not feasible or advisable, it may recommend to the City Council that a cash contribution pursuant
to our ordinance be accepted in lieu of land dedication. The City Council will either accept the
recommendation for a cash contribution or return the subdivision plat to the Parks Board with
instructions orfvther study.' (Unified Development Ordinance No. 166.03K)
Justification: This development contains over 100 units and will require a waiver of the
Park Land Dedication Ordinance. The apartments will be surrounded by commercial
development. The subdivision will have a gated entryway. It will have sidewalks leading
to the Mud Creek Trail via Steele Boulevard. The development has a conceptual plan to
include landscaped courtyards with grills and picnic tables, village green with a fountain,
club house with a business center, conference rooms, and a theater or billiards room,
swimming pool, gazebo with a large barbeque grill, mail kiosk, carwash, and connecting
walks and bike racks. The proposal also states, "There are large open and protected
forested areas that remain aesthetically pleasing and park like." The Park Master Plan
does note this is an area where a park is needed. However, given the limitations of the
apartment complex having a gated entryway in an area surrounded by commercial zoning,
and the addition of many park amenities, money in lieu is recommended.
PRAB Motion:
