Approval of March 4, 2002 PRAB meeting minutes PRAB Motion: 2. Presentation of Arkansas Recreation & Parks Association 2002 Awards: State Individual of the Year Winner: David Justice State Organization of the Year Winner: Boy Scout Troop 116 3. America in Bloom: Lisa Paschal, Park Horticulturist 4. 2001 Annual Report Annual Report: (Tabled from March 6, 2002 PRAB Meeting) City Ordinance 1526 establishing the Parks and Recreation Advisory Board states: the Board "...shall prepare an annual progress report on parks and recreation activities." Park staff has prepared an annual summary of 2001 park and recreation accomplishments, CIP projects, donations, volunteers in the parks, expenditures, HMR report, Park Land Dedication Fund report, park revenues, and guests at PRAB meetings. Upon PRAB approval, this report will be forwarded to the City Council. PRAB Motion: 5. Ridgeway View Park Public Meeting: A public meeting to discuss Ridgeway View Park will be held on Thursday, April 25 at 5:30 p.m. The meeting will be held on the northeast overlook area off of Ridgeway Drive. 6. PRAB Spring Tour Date: Please bring your calendars to meeting to set a date for the spring park tour. 7. Development: Engineer: Owner: Location: Park District. Sloan East of Double Springs Road SW Single 108 units Multi 48 units 49.80 acres 3.635 acres $68,290 Bundrick Park (4.25 acres) Land and Money Dedication Combination of money and land dedication • Park staff has brought this development back to the Parks and Recreation Advisory Board for review because the housing units have changed requiring a combination dedication of land and money lieu. The park land dedication received from this development is 3.42 acres. The acreage required is 3.635 acres leaving a balance of 0.215 acres due, which calculates to $4,039.16. The developer has agreed to install parking facilities to serve this new park. The combination dedication of land and money in lieu will require a waiver from the city council. PRAB Motion: 8. Other Business ** PRAB will move to the Ellis Development site at the intersection of Beechwood and 151l Street to review this project. 9. Staff is recommending a natural greenway corridor. The park land dedication must include a minimum of a 30'corridor north of the floodway. The park land dedication will only be accepted after the proposed land is cleared of all debris and construction materials. The park land will be continuous to Razorback Road. The detention ponds will not be accepted as part of the dedication. The developer must utilize natural stream bank stabilization methods, approved by park staff, to minimize substantial erosion in identified areas along the greenway corridor. The developer has offered to build a trail within this greenway corridor. Trail design, location and construction must meet hard surface multi -use trail specifications as determined by Park staff.
