AGENDA
1. Approval of PRAB meeting minutes June 4, 2001.
PRAB Motion:
2. Park Land Dedication Fund Request:
Parks and Recreation Staff requests $491.97 from the Southeast Park District for a bronze
plaque for the new Walker Park pavilion in acknowledgment of the Chamber of
Commerce Contractors Committee for building the pavilion.
PRAB Motion:
Parks and Recreation Staff requests up to $12,000 from the Southwest Park District to
purchase a playground for Greathouse Park. Currently there is approximately $16,000 in
the capital fund designated for this playground. Playground cost and installation is
estimated at $28,000.
PRAB Motion:
3. Discussion on Greenway Tract: Kyle Cook
Discussion of a 30.5 acre tract of land located south of Township for a greenway area.
See attached map.
4. Other Business:
The Park Master Plan will be presented to City Council and Planning Commission on
Monday, July 16, 2001 at 6 p.m., University of Arkansas Genesis. Hope you can attend.
The Parks and Recreation Advisory Board will take a fifteen minute recess and will reconvene
at the Cliffs Apartments proposed development west of Highway 265 to review the land.
5. Park Land Dedication Ordinance:
Development Name: Cliffs Apartments Phase 111
Engineer: Crafton, Tull and Associates, Inc, ( Jerry Kelso )
Owner: Bill Underwood
Location: North of Wyman Road, west of Hwy 265
Park District: SE
Units: 348 multi units
Total Acres: 147.5 acres
Land Dedication Requirement: 6.96 acres
Money in Lieu Requirement: $130,500
Existing Parks: Happy Hollow School Park (5 acres)
Ridgeway View Park (6 acres)
Developer Recommendation: Money in lieu of land. See attached letter.

Staff Recommendation: Money in lieu of land thus requiring a wavier of the
ordinance to City Council for the following reasons:
I. The development provides lakes, swimming pool, basketball court, trail
and picnic facilities for their residents. See attached letter.
2. Happy Hollow School Park & Ridgeway View Park are located in this
area.
3. There would be confusion between the City Park and the residential park
features the development is providing.
4. Park land acquisition to the north of the development is preferred in the
future.
The ordinance states:
"...However, if the Parks and Recreation Advisory Board determines that a
neighborhood park is not feasible or advisable, it may recommend to the City
Council that a cash contribution pursuant to our ordinance be accepted in lieu of
land dedication. The City Council will either accept the recommendation for a
cash contribution or return the subdivision plat to the Parks Board with
instructions or further study."
