1. Approval of PRAB meeting minutes February 5, 2001.

3. Red Oak Park Trail Discussion:
A public meeting to solicit input on the development of Red Oak Park was held on
October 17, 2000 in the Willow Springs subdivision located on the southeast portion of
the park. Most citizens attending the meeting lived in the Willow Springs subdivision.
The citizens requested a playground, picnic area and hard surface trail at this meeting. A
second Red Oak Park public meeting was held at the December 4, 2000 PRAB meeting
in which two citizens from the Bridgeport subdivision on the north portion of the park
expressed their concern for a hard surface trail looping through their area. See attached
memo. Citizens from the Bridgeport, Willow Springs, and Fieldstone subdivisions have
been invited to attend this PRAB meeting to address their desires. See attached park
map. Park staff is proposing to build a hard surface loop around the Willow Springs area
as requested, a nature trail through the woods in the Fieldstone area, and to re-route the
trail to correct the drainage problems with a soft surface trail through the Bridgeport area.
City engineers are scheduled to design the trails this summer. The playground has
arrived and will be installed in the spring. Budget for this project is $55,000.

4. Annual Report:
According to the City Ordinance establishing the Parks and Recreation Advisory Board,
an annual progress report on parks and recreation activities is to be submitted to the City
Council. Please review the enclosed document.

5. Shiloh West Apartments Update:
Park staff and Chuck Rutherford, Sidewalk and Trails Coordinator, met with Jim
Lindsey, developer of Shiloh West Apartments, to discuss changes in the development.
The multi -family units changed from 264 units to 228. The land dedication changed to
— 4.56 acres and money in lieu in the amount of $85,500. Land dedication for a trail is
recommended along Shiloh Drive and Persimmon Street. The wavier of the park land
dedication ordinance for Shiloh West Apartments will be on the March 20, 2001 City
Council agenda.
