(Unified Development Ordinance No. 166.03K) On December 3, 2001, PRAB voted to accept money in lieu of land based on the close proximity of the Fairfield Subdivision Park and Red Oak Park. Sage Meadows' owner, Mark Foster is proposing that he use 1.7 acres (current Park Land Ordinance value of $39,312.50) of banked land from Fairfield Subdivision and pay the remaining parks fees of $1,107.50 in lieu of the $40,420 owed. This transaction of development rights has been approved by our assistant City Attorney, providing that legal documentation of the transaction be filed with the County and provided to the City. Veterans Memorial Sand Volleyball Light Request: David Wright Ozark Volleyball Club (OVC) currently utilizes three volleyball courts at Veterans Memorial Park. Two of these three courts currently have lighting. OVC proposes to utilize two poles and lights recently removed from Lake Fayetteville Softball Complex and install at Veterans. PRAB Motion: 7. Park Land Dedication Funding Requests: Steve Hatfield Parks and Recreation Staff requests the following projects for funding from the Park Land Dedication Fund. Northeast Park District: $30,000 for Lake Fayetteville Spillway Bridge Project Northwest Park District: $200,000 for West Mud Creek Trail Project PRAB Motion: 8. July - National Parks and Recreation Month Events: David Wright July is National Parks and Recreation Month. Fayetteville Parks and Recreation will join our National Association in promoting our parks and programs. Fayetteville Parks and Recreation will host grand openings at several parks and playgrounds. A schedule of events will be distributed at the PRAB meeting. 9. Present: Parks and Recreation Advisory Board members Bailey, Hill, Shoulders, Marley, Colwell, and Mauritson; City staff Edmonston, Coles, Hatfield, Hesse, Nelson, Ohman, Wright; and Audience. 1. Approval of June 2, 2003 Minutes MOTION: Mr. Hill moved to approve the Parks and Recreation Advisory Board June 2, 2003 meeting minutes as distributed. Mr. Bailey seconded the motion. The motion was approved 6-0-0. July 7, 2003 / 1 • • Advisory board members had no comments regarding the proposed development and agreed with staff recommendation to accept money in lieu of a land dedication. Crafton, Tull & Associates Project Engineer, Juli Zimmerman also had no additional comments. MOTION: Mr. Colwell moved to accept Money in Lieu of Land to satisfy the Park Land Dedication Ordinance for the proposed Benton Ridge PZD. Mr. Marley seconded the motion. Upon roll call, the motion was approved 6-0-0. 3. Ms. Ohman reported review of the proposed project revealed the need for a neighborhood park as noted by the Parks and Recreation 10 Year Master Plan. Although Gulley Park is located about a mile from the site, staff recommends holding a public meeting to assess the needs of the residents. Land within the proposed development is limited, but it's important to assess the needs of the neighborhood to ensure Gulley Park is meeting their desires. Ms. Ohman said staff was looking at options with the developer and requested setting a date for a neighborhood meeting. July 7, 2003 / 2 • • • William Rudasill of WBR Engineering Associates said the owner preferred money in lieu of land contribution due to the topography of the site and tree preservation requirements. Furthermore, Mr. Rudasill said it was only economically feasible with fifty units. Advisory board members expressed maintenance concerns for the upkeep of a small parcel. Sidewalks were also briefly discussed as a transportation route to Gulley Park. After discussion, Advisory board members favored accepting money in lieu of a land dedication and foregoing a public meeting. MOTION: Mr. Colwell moved to accept Money in Lieu of Land to satisfy the Park Land Dedication Ordinance for Brophy Circle North PZD. Mr. Hill seconded the motion. Upon roll call, the motion was approved unanimously 6-0-0. 4. The owners of the Fairfield Subdivision have agreed to transfer banked park land to Mark Foster the owner of the Sage Meadows Subdivision. The property is in the same park quadrant. There were no comments by Jorgensen & Associates Project Engineer Christopher Brackett. MOTION: Mr. Mauritson moved to accept 1.7 acres banked by the Fairfield Subdivision and $1,107.50 in lieu of the $40,420 owned to satisfy the Park Land Dedication Ordinance for Sage Meadows. Mr. Bailey seconded the motion. Upon roll call, the motion was approved 6-0-0. 5. Community Park Update Ms. Ohman distributed appraisal information of the Combs property which was toured June 24, 2003. The 455 acres was appraised at $8,790 per acre or approximately $4,000,000. This includes the improvements of the teahouse, horse barn, maintenance shed, and access drive. These improvements were assessed as if they were completed. The difference between the appraised values of the land would be listed as a charitable donation to the City. Site analyses on prospective properties are expected to be presented to the Advisory Board on August 4, 2003. Advisory Board members requested wish lists, projected construction costs, and bubble diagrams. Information regarding development in floodways and floodplains will also be presented. 6. Veterans Memorial Sand Volleyball Light Request: David Wright A request from the Ozark Volleyball Club was presented to complete lighting of the sand volleyball courts at Veterans Memorial Park. Currently two of the three courts are lighted. By lighting the third court, night leagues could end earlier. With new lighting at the Lake Fayetteville softball fields completed, old poles and fixtures are available. Mr. Wright recommended donating the poles and fixtures with the Ozark Volleyball Club responsible for installation and wiring. MOTION: Mr. Mauritson moved to approve the request to light the third volleyball court at Veterans Memorial Court with the Ozark Volleyball Club responsible for all installation. Mr. Hill seconded the motion. Upon roll call, the motion was approved 6-0-0. 7. Park Land Dedication Funding Requests: Steve Hatfield Parks and Recreation Staff requested the following projects for funding from the Park Land Dedication Fund: Northeast Park District: $30,000 for Lake Fayetteville Spillway Bridge Project Northwest Park District: $200,000 for West Mud Creek Trail Project Mr. Hatfield updated the status of the design and construction documents for the Lake Fayetteville spillway bridge. The location selected will simplify the bridge construction but will require a longer bridge. Scott Mashburn questioned ADA accessibility and Mr. Marley requested leaving the current route around the spillway as an alternative for bicyclists. West Mud Creek Trail was redesigned in-house and is now being reviewed by the State. The one -mile section will extend from Front Street along West Mud Creek to Steele Boulevard. Eventually the trail will tie into Gregg Street. July 7, 2003 / 5 • • MOTION: Mr Mauritson moved to appropriate Thirty Thousand Dollars ($30,000) from the Northeast Park Land Dedication Fund for the Lake Fayetteville Spillway Bridge Project and Two Hundred Thousand Dollars ($200,000) from the Northwest Park Land Dedication Fund for the West Mud Creek Trail Project. Mr. Shoulders seconded the motion. Upon roll call, the motion was approved 6-0-0. 8. July — National Parks and.Recreation Month Events: David Wright July is National Parks and Recreation Month. Fayetteville Alternative Transportation and Trail Master Plan: Steve Hatfield Mr. Hatfield presented an overview of the proposed Alternative Transportation and Trail Master Plan. The plan's vision is to establish alternative modes of transportation and active recreation as an integral part of daily life in the City of Fayetteville. Slides illustrating transportation, environmental, recreational and fitness, educational, safety, and economic benefits of trails were displayed. Mr. Hatfield also discussed trail design and construction as well as maintenance and management of a trails system. Currently the City is utilizing $950,000 in Federal funds toward trail development. The Sidewalk and Trails Committee adopted the plan on June 11, 2003 as a master planning document. After receiving approval by the Parks and Recreation Advisory Board, this document will be forwarded to the City Planning Commission and then the City Council for final approval. MOTION: Mr. Colwell moved to adopt the Fayetteville Alternative Transportation and Trail Master Plan as a master planning document for the City of Fayetteville. Mr. Mauritson seconded the motion. July 7,2003/6 • Upon roll call, the motion passed 5-0-1 with Bailey, Hill, Shoulders, Colwell and Mauritson voting 'yes' and Marley abstaining from the vote. • Mr. Marley abstained from voting because he had not thoroughly reviewed the document. 10. 5 -Year Capital Improvements Program: Connie Edmonston The Capital Improvements Program (CIP) for the City of Fayetteville examines the infrastructure and capital needs of the City for the next five years. The CIP is reviewed and updated on a biennial basis to reflect the changing needs of the community and changes in available monies to finance capital projects. The program is prepared by utilizing the Parks and Recreation 10 Year Master Plan and other planning tools. Ms. Edmonston presented the proposed Capital Improvements Program for 2004-2008 [see attached summary sheets]. Following the presentation, Advisory Board members questioned the funding for the Lights of the Ozarks project and suggested examining other funding sources. Mr. Colwell was also cautious about extending parking at Gulley Park and favored protecting the green space. Staff is exploring alternative parking methods. MOTION: Mr. Shoulders moved to approve the proposed 2004-2008 Capital Improvements Program as presented and requested City Council seek alternative funding sources for the Lights of the Ozarks project. Mr. Mauritson seconded the motion. Upon roll call, the motion was approved 6-0-0. 11. Other Business No other business was presented. 12. We have collected enough funds to have the electrical work done. The new wiring needs to be connected to the existing switch panel on it's own breaker switch. The wiring would be ran underground to both poles on either side of court 3, exactly as we did on courts I and 2. Our club has about $1.200.00 dollars collected from summer leagues and we would like to contract the city to do the wiring from the breaker box to the new poles. David Wright of the park dept. has acquired 2 used 40' poles and 4 used sport lighting fixtures to donate to the project. Hopefully these will be similar to the lights already in use on courts 1 and 2. And hopefully we can convince Ozark Coop Electric, who provides the electrical service to the park, to install the poles and fixtures. Ozark Coop Electric installed the 4 original poles on the other courts as a donation and in a perfect world they would surely do it again. We of the Ozark Volleyball Club believe that having all 3 courts lit for nighttime play would increase their use especially in spring and fall when there is less daylight. 'Also with 3 lit courts our nighttime leagues would be over earlier, not requiring 9:30 matches.
