June 2, 2003
Opening:
The regular meeting of the Parks and Recreation Advisory Board was called to order at
5 30 p.m. on June 2, 2003 in Room 326 of the City Administration Building located at
113 West Mountain Street, Fayetteville, Arkansas by Chairperson Colwell.
Present:
Parks and Recreation Advisory Board members Hill, Bailey, Colwell, Eads, Marley,
Pawlik-Holmes, and Mauritson; City staff Edmonston, Coles, Hatfield, Hesse, Nelson,
Wright; and Audience.
1. Approval of May 5, 2003 Minutes
MOTION:
Mr. Hill moved to approve the Parks and Recreation Advisory Board May 5,
2003 meeting minutes as distributed.
Mr. Bailey seconded the motion.
The motion was approved 5-0-0 with Hill, Bailey, Colwell, Eads, and Marley,
voting 'yes' and Pawlik-Holmes and Mauritson absent for the vote.

Ms. Edmonston said a tour of the site could be arranged, however, advisory
board members were familiar with the area and didn't find visiting the parcel
necessary.
Mr. Colwell said eventually a trail would be developed along Clabber Creek.
MOTION:
Mr. Hill moved to accept Money in Lieu of Land to satisfy the Park Land
Dedication Ordinance for the proposed Crofton Manor Subdivision.
Ms. Eads seconded the motion.
Upon roll call, the motion was approved 6-0-0 with Hill, Bailey, Colwell,
Eads, Marley and Mauritson voting 'yes' and Pawlik-Holmes absent for the
vote.

Eagle Park (2 acres) was dedicated during development of Stonebridge
Meadows Phase I in 1998. Thomas Hennelly said when the property was
dedicated there wasn't a tremendous amount of forethought into the layout of
Phase II. This two -acre parcel is awkwardly located in relationship to Phase II.
Property owner Bill Meadows has set aside 14.97 acres adjacent to the

development to be dedicated to the Fayetteville Public School System for either
an elementary or middle school. Mr. Hennelly said the main drive to the school
needed to be straight instead of routing through the subdivision. Therefore, a
request to have the original two -acre land dedication deeded back to Mr.
Meadows was made. Another two -acre tract would be deeded in its place from
another location. Ms. Edmonston said the City Attorney had approved the
swapping of land but had asked a conditional recommendation be dependent
upon receipt of deed before final plat.
Ms. Hesse said the exact parameters of the park land haven't been defined.
According to city ordinance, they can be defined at the final plat stage. The plan
could be brought back to the board with boundaries defined. Board members
agreed staff should negotiate park boundaries with the developer within the
14.97 acres indicated on the preliminary plat. However, Mr. Hennelly was
hesitant about restricting the dedication to this area. He suggested looking at the
entire development because there are other areas available. Because it is
unknown whether a middle school or elementary school would be constructed,
Mr Hennelly said there is plenty of property available elsewhere to dedicate. If a
middle school is constructed it would require use of the entire 15 acres. An
elementary school would allow room for both the school and a park. Board
members decided if park land was to be dedicated outside of the 14.97 acre
parcel as indicated it should be brought back for a recommendation.
MOTION:
Mr. Mauritson moved to accept a Land Dedication within the 14.97 acres
indicated on preliminary plat dependent upon receipt of deed before final
plat to satisfy the Park Land Dedication Ordinance for Stonebridge
Meadows, Phase II. Any land outside the indicated 14.97 acres must be
presented to the Board for recommendation.
Mr. Bailey seconded the motion.
Upon roll call, the motion was approved unanimously 6-0-1 with Pawlik-
Holmes abstaining from the vote.

Laura Kelly described the project and donation of approximately .16 acres of land
at 545 W Center for use as a bike path. A portion of this acreage (.11 acres) is to
be banked for the Park Land Dedication requirement of a future development.
Trail street crossings safety was briefly discussed. Mr. Hatfield said every
possible aspect of street crossings was being examined
MOTION:
Mr. Hill moved to accept a Land Dedication to satisfy the Park Land
Dedication Ordinance for the proposed Future Development by Tom
Bordeaux with excess acreage banked for future development.
Mr. Mauritson seconded the motion.
Upon roll call, the motion was approved 7-0-0.
6. Community Park Review
After touring three potential sites for the community park on May 20, advisory
board members entered into a lengthy discussion primarily centered around 207
acres off Dead Horse Mountain Road. Mr. Colwell supported the property and
said discovering it abuts Combs Park makes the site more enticing. Although
accessibility and visibility are not ideal, Colwell said the land appeared more
conducive for athletic playing fields needs and was priced better than the other
two sites and would be a beautiful compliment to Combs Park which has been
underutilized. The possibility of constructing a bridge across the White River to
access Combs Park and river access was also favorable. Mr. Marley said the
river level along this section is easily navigated nearly year round. Marley also
suggested utilizing the existing pump station building for an office or other use.
Mr. Bailey said the land offered a variety of recreation while Pawlik-Holmes
deemed the property 'an amazing find.'
Despite support for the property, others expressed some concerns. Advisory
Board member Mike Hill said without the Combs property he wouldn't be as
excited primarily due to concerns that the 207 acres may not be enough land.
Park Maintenance Superintendent Jeff Coles also expressed concerns about the
conduciveness of development at Combs Park. He said year round marshy areas
within the park would present problems. A master plan of Combs Park was
completed in 1984 by Al Einert and included four practice softball fields and four
full size soccer fields. Although no specific environmental issues have been
identified at the Dead Horse Mountain Road property, a flood plain map of the
land has yet to be obtained.
Most advisory board members expressed reservations about the 500 acre
Cummings property due to the 50 -acre landfill. The uncertainty of the landfill is a
big concern. Parks Director Connie Edmonston suggested getting cost estimates

for an environmental study from the City Land Agent. Landscape Architect Steve
Hatfield pointed out throughout the country an increasing number of parks were
being built on top of landfills, He also said an electric transmission line and
easement crossing the site could provide trail opportunities. Advisory board
members also discussed costs associated with extending sewer to the property
as well as developing County Road 200.
Ms. Edmonston encouraged board members to think about their top two choices.
She said City Council would be presented with the advisory board's
recommendation before proceeding with negotiations to purchase the land Ms.
Edmonston said this is a 'big decision' and suggested additional site visits before
a recommendation is made.
Advisory board member Craig Mauritson said it was difficult to make a second
choice due to uncertainty of the landfill on the Cummins property. Most members
agreed the third property (Marinoni) was too expensive and too noisy.
Staff will develop overlays of the two choice sites as well as conduct a wetlands
• study of the Dead Horse Mountain Road property and Combs Park.
7. Other Business
Sarah Hoffpauir, an active member of the Wilson Neighborhood Association,
requested erecting a memorial pyramid in Wilson Park in memory of her late
husband. Mr. Colwell described the pyramid as being constructed of field stone
and something that children could climb on. The pyramid would be located
overlooking the swimming pool. Ms. Edmonston said the structure design would
need to be approved by an architect or engineer.
MOTION:
Mr. Colwell moved that Park Staff work with Sarah Hoffpauir to erect a
memorial pyramid in Wilson Park.
Ms. Eads seconded the motion.
Upon roll call, the motion was approved 7-0-0.
Mr. Hatfield provided an update of the Trails Master Plan and announced Carter
Burgess had been awarded a contract for the Lake Fayetteville spillway bridge.
Three possible locations will be analyzed for the 150-300 foot bridge. Trail
connections from Veterans Memorial Park and North Shore Park at Lake
Fayetteville will be ADA accessible.
Mr. Wright announced plans for Grinders Skate Park grand opening on July 19,
2003.

Tony Furtado and the American Gypsies are scheduled to perform Thursday,
June 5 at the Gulley Summer Concert Series.
Advisory board member Trey Marley inquired about the status of relocating Disc
Golf to Hobby Use Area at Lake Fayetteville. Negotiations to utilize United Way
parking have failed. Efforts will continue on this project.
The Five Year Capital Improvement Program Budget is due June 19.

On behalf o1' my client Mr. Bill Meadows, 1 am submitting the preliminary plat
for Stoacbridgc Sulxlivision Phase 11 for your review. approval, and recommendation to
the Planning Comtnission. There are a couple issues regarding this development as it
pertains to the Parks Department.
First, the proposed phase 11 contains a 2 acre tract which was dedicated to the
Parks department when phase one was developed. We are requesting that this parcel be
deeded back to Ivtr. Meadows because it is in a somewhat awkward position in
relationship to the proposed phase 11. Another 2 acre tract will be deeded in its place.
Second, there is a 14.97 acre parcel adjacent w this development which Mr.
Meadows has ser aside to dedicate the. Fayetteville Public School System for either an
elementary or middle school. 'Ibis property is 'big enough to accommodate a school auJ a
park. We would like the board to consider a dual use. Ila dual use is not suitable, we
would like the board to consider the dedication of a parcel to be located in a 15 acre tract
not adjacent Lo (Itis development. This 15 acre tract is located on the south side of the
White River and northeast of the driving range on the east side of Dead I Iorse Mountain
Road.

Potential Park Sites
Infrastructure Cost Estimates
The following is a very rough estimate of the costs to extend water, sewer, and streets to the
three potential park sites. These costs do not include any onsite extensions that will be required
when the park is built. Also, the estimates do not include engineering fees nor land acquisition
costs.
RUPPLE ROAD SITE:
• Water: Existing 8" water is located at the end of Betty Jo Drive, a 36" Water
Transmission Main is located along Shiloh Drive and a 12" waterline is located
approximately 450 L.F. north of the site along Rupple Road. The cost to extend the 12"
waterline along Rupple Road to the site is estimated to be $15,000.00
• Sewer: Existing 8" sewer is located along the northern boundary, another 8" is located
at the end of Betty Jo Drive, and a 21" sewer pipe located near the southeast corner of
the site. Therefore, sewer is available to the site.
• Streets: Access to the site can be from Rupple Road which ends at the northern
boundary of the site, Persimmon Street, or Shiloh Drive. If Rupple Road is extended
along the west side of the site, the cost for this extension would be $1,120,000.00 if
built to same specifications as the portion currently under construction.
Summary of Costs: $15,000.00 (without Rupple Road extension)
$1,135,000.00 (with Rupple Road extension)
CATO SPRINGS SITE:
• Water: Existing 8" water is located along Cato Springs Road and an existing 12" along
the interstate frontage. Therefore, water is available to the site.
• Sewer: Sewer is currently not available to the site. Encasements have been placed

under 1-540 and the bypass for a future sewer extension to this area. Sewer would have
to be extended approximately 8,700 L.F. at an approximate cost of $170,000.00
• Streets: Access to the site would be from Cato Springs Road which currently is a two-
lane state highway. No costs are foreseen for street improvements or extensions.
Summary of Costs: $170,000.00
DEAD HORSE MOUNTAIN SITE:
• Water: Existing 6" water is located along Dead Horse Mountain. Therefore, water is
available to the site.
• Sewer: Sewer is currently not available to the site. The nearest sewer would be located
at the end of Borick Drive. A small sewer lift station is anticipated to pump under the
West Fork of the White River. The approximate cost for this extension and lift station is
estimated to be $80,000.00
• Streets: Access to the site would be from Dead Horse Mountain Road which currently is
a narrow county road that consists of a chip -seal overlay of an pre-existing dirt road. At
a minimum, the portion in front of the park would need to be widened with an asphalt
overlay. The approximate cost for this overlay is estimated to be $55,000.00.
• Other: Please find attached a copy of the Floodplain/Floodway map for this area.
Summary of Costs: $135,000.00
