HomeMy WebLinkAbout2003-05-20 - Minutes• PARKS AND RECREATION ADVISORY BOARD Special Meeting Minutes May 20, 2003 Opening: A special meeting of the Parks and Recreation Advisory Board was held at 3:00 p.m., April 20, 2003 at the Parks and Recreation Division located at 1455 S. Happy Hollow Rd., Fayetteville, Arkansas. The purpose of the meeting was to tour three parcels of land being considered for a community park. Present: Parks and Recreation Advisory Board members Hill, Colwell, Eads and Mauritson; City staff Edmonston, Coles, Hesse, Nelson, Turner and Wright Tour: Advisory Board members visited the following three sites: Location #1: 2805 S. Dead Horse Mountain Rd. Approximately 1 miles south of Highway 16 E Assessed value: $1,100,000 or $5,300/acre • Acreage: 207 acres Level to rolling pasture land with 35 wooded acres White River borders southwest property line Pond exists on site • Access: Good access off of Dead Horse Mountain Rd. Existing Utilities: Current Land Use: 6" Water Line Electric No Sewer Outside City Limits —Agricultural Environmental: No specific environmental issues Existing Buildings: 2300 square foot home, barn and outbuildings PROS • White River Frontage provides river access and opportunity for water sports May 20, 2003 / 1 • • • • Majority of land is appropriate for development (approximately 172 acres, flat and 35 acres wooded and steep) • Cost per acre is much less than other sites CONS • Location will challenge many Fayetteville residents and visitors • Visibility: property is not along a major transportation corridor Location #2: Cato Springs Rd. and 1-540 Assessed Value: $3,800,000 or $7,600/acre With House and 6 acres - $3,985,000 or $7,875.5/acre Acreage: Access: 500 acres / With House 506 acres Rolling pasture land to steep hillside with forested land An existing private landfill has been located on site An electric transmission line and easement crosses site Two city water tanks are on NW side of site A couple of ponds exist on site Good access off of Cato Springs Rd., and County Rd. 200. Some visibility from 1-540. Easily accessed from 1- 540 via Cato Springs Rd. Existing Utilities: 8" Water Line Electric No Sewer Current Land Use: Agricultural Environmental: Wetlands mentioned in SW portion of site An environmental audit is suggested for landfill area Existing Buildings: 2564 square foot, one -hundred -year-old home and barn PROS • Easily accessible for public use; proximity to hotels/motels • Potential for growth • Diversity in Landscape: Diverse landforms allow for a variety of uses. Approximately 275 acres, flat to rolling; approximately 225 acres wooded • Visibility: Property is along a major transportation corridor (1-540) • Preservation Potential: Open space and view shed May 20, 2003 / 2 • • • CONS • Abandoned Landfill: approximately 50 acres • Infrastructure Costs: Utilities Location #3: South of Persimmon, West of 1-540 Adjacent to Boys and Girls Club site Assessed Value: $4,330,000 or $14,500/acre Acreage: Access: Existing Utilities: 298.73 Acres 158 acres is level to rolling pasture land with scattered trees, 140 acres is forested and steep (80 of the 158 pasture acres is level) Good access off of Persimmon, Betty Jo Drive and Rupple Rd. Also good access to Shiloh, one way traffic.
