1. Park Land Dedication: This item was tabled from Monday, December 2, 2002
Meeting. We have not received the revised proposal at this time.

"..However, if the Parks and Recreation Advisory Board determines that a neighborhood park
is not feasible or advisable, it may recommend to the City Council that a cash contribution
pursuant to our ordinance be accepted in lieu of land dedication. The City Council will either
accept the recommendation for a cash contribution or return the subdivision plat to the Parks
Board with instructions or further study." (Unified Development Ordinance No. 1 66.03K)
Justification: Ordinance 166.03.K. requires the dedication of park land for this
• development.
The most appropriate neighborhood park site is within this
subdivision.
The neighborhood park would serve both Salem Meadows and
Salem Heights for a total of 207 single family homes.
The engineer has worked with Parks Staff to create a park within
the development to satisfy the need for a park.
PRAB Motion:
2. Park Land Dedication Fund Request: The Tree & Trails Task Force requested for
this item to be forwarded ASAP to PRAB for consideration.
At a Tree & Trails Task Force Meeting held on December 6'h, 2002, it was discussed and
approved to utilize a portion of the settlement funds to purchase 40 +1- acres along Clabber Creek.
The property is near Salem Village and would continue a trial/greenway corridor along Clabber
Creek. The Tree and Trails Task Force would like to partner with the Parks and Recreation
Division on this purchase and share the purchase cost.
The appraisal of the property set the value at $5,000 per acre. Tree and Trails Task Force is
requesting approval for Park Funds of $30,000 to be used from the NW Park District. The Task
Force is willing to apply $170,000 of their funds.
During a Parks and Recreation Advisory Board meeting held on January 15th, 2002, a motion was
passed to pursue purchase of this property. The benefits of trails and greenways to the citizens and
property owners of Fayetteville are important and plentiful.
Parks and Recreation Staff Recommendation: To approve $30,000 from the Northwest Park
District to assist the Tree and Trail Task Force in the purchase of Clabber Creek trail/greenway
corridor.

MINUTES OF A MEETING
OF THE
PARKS AND RECREATION ADVISORY BOARD
December 9, 2002
A special meeting of the Fayetteville Parks and Recreation Advisory Board was called to order at
12:00 p.m. at the Parks & Recreation Division located at 1455 S. Happy Hollow Road,
Fayetteville, Arkansas by Chairperson Colwell.
PRESENT: Parks and Recreation Advisory Board members Colwell, Eads, Mauritson,
Shoulders, Hill, Cook; City Staff Edmonston, Gulley, Hatfield, Nelson, Rogers, and Wright.
ABSENT: Marley, Pawlik-Holmes

I. Park Land Dedication Fund Request:
On December 6, 2002, the Tree & Trails Task Force approved utilizing a portion of settlement
funds to purchase approximately 40 acres along Clabber Creek. The property is near Salem Village
and would continue a trail/greenway corridor along the creek. The Tree & Trails Task Force would
like to partner with the Parks and Recreation Division on this purchase and share the cost.
The property is appraised at $5,000 per acre. The Tree & Trails Task Force is requesting $30,000
from the NW Park District to accompany $170,000 of settlement funds.

MOTION:
Mr. Cook moved to appropriate Thirty Thousand Dollars ($30,000) tom the Northwest Park
District to assist the Tree & Trails TaskForce in the purchase of land along Clabber Creek
for a traillgreenway corridor.
Ms. Eads seconded the motion.

A revised plan was distributed illustrating the dedicated park land in the center of the proposed
development allowing entry from two sides.
MOTION:
Mr. Colwell moved to accept a combination park land dedication and money in lieu to satisfy
the park land dedication requirement for the proposed Salem Meadows Subdivision and
request a waiver of Ordinance No. 166.03K by City Council.
Mr. Mauritson seconded the motion.
Upon roll call, the motion was approved 6-0-0.
3. Other Business
Mr. Hill announced a "topping out" ceremony for the new Boys & Girls Club Thursday, December
12 at 11:00 a.m. Attendees will have the opportunity to sign the final beam to be put in place atop
the new structure.
Mr. Hatfield reported the skate park contractor, C -TEC, was on schedule with construction.

PRAB Special Meeting
Footings for retaining walls have been poured. The project is expected to be completed by spring.
Mr. Gulley reported that sod for Wilson Park is expected to be installed by the weekend.
