MOTION: Mr. Hill moved to recommend to the City Council to accept nnney in lieu of a land dedication to satisfy the park land dedication requirement for Southern View Apartments. Mr. Colwell seconded the motion. Upon roll call, the motion was approved 5-0-0 with Mauritson absent for the vote. 3. Other Business Mr. Colwell announced Eric Schuldt was leaving as Parks Development Coordinator. Mr. Schuldt has accepted a position with the Fayetteville Boys and Girls Club. A letter from Rosa Linda Marinoni Robinson regarding approximately 218 acres of family farm land was distributed. This property has 1,450 -feet of frontage on I-540. The land is available to the City of Fayetteville for a multipurpose park for the sum of $4,000,000. Ms. Edmonston said other sites were being evaluated as well. An evaluating scale will be used which will look at access, needs, aesthetic values, and cost. Mr. Earnest said addressing playing fields is a priority. The City intends to evaluate several pieces of property from a wetlands designation standpoint. City Council will also be discussing property adjacent to the United Way building and forty acres at Wilson Springs at its November 19 meeting. • 6. Fayetteville, AR 72701 Dear Ms. Edmonton; In response to your recent visit and tour of the back end of our farm, and at your request for a price on that entire area, the family board met and came to the following consensus. During the family ownership, the acreage has never been offered for sale. We have turned down every inquiry, proposal, and informal offer on the land. We had no intention of selling the property in the near future. It is being actively farmed. However, we all agree that it is a beautiful piece of property and we. would like for it to be a park that would serve the citizens of Fayetteville for this and future generations. For that reason we would be willing to offer it for sale for this special use and would be willing to ask Tess than we have been offered in the past, and most definitely less than it will be worth in the future. We would also like for it to be named Marinoni Park tf it should be approved. For 218 acres + or — we would be wiling to sell the back end of the farm to the City of Fayetteville for a large multipurpose park with hiking trails for use by the citizens of Fayetteville, for the sum of $4,000,000. This property has 1,450' of frontage on I-540. When added to our brother's 80 acres to the west (which would be a separate purchase), the entire property will have 4,210' of frontage on Persimmon Street, and 2,635' on the proposed extension of Rupple Road. Our brother also owns the alley where Persimmon Street will continue west. It runs the length of both properties from Betty Jo Drive to the west side of the Boys and Girls Club. There is currently access to the two properties from Shiloh Drive (the west access road of 1-540), from Betty Jo Drive, and from Rupple Road. At the top of the mountain, it could connect from Densmore Trail and from Old Farmington Road. Thus, there are two entrances from Highway 16 West, two entrances from the access road of1-540, and two possible entrances from Highway 62. It could potentially be accessed from multiple places on all four sides. Both Marinom properties would connect to the new Boys and Girls Club, offering an unlimited expansion of programming opportunities that would greatly enhance the generous donations already in place. The Boys and Girls Club would, in turn, anchor the park with a substantial investment in facilities. When the bypass came through it cut our farm into two parts. The Highway Department put a tunnel under the bypass and access roads, so that our father could get the cattle from the front of the farm to the back, and then back again. This tunnel could connect a Fayetteville trail system from the central area that would open up a Gateway To The West for pedestrians, hikers, bikers, runners, etc. Grant money could be pursued to enlarge the tunnel for pedestrian and bicycle use. We are also interested in developing the front end of the farm (east of 1-540) with businesses that would enhance a Major Trail Experience, such as: a bicycle rental shop; coffee shop; offices buildings where the patrons could go to a locker, change, and jog at lunch, or walk to lunch; or where travelers could check.into a hotel, jog, visit the top of the mountain, and then walk to dinner. Another unique feature is the hogback on what we call Marinoni Mountain. A hogback is a long, narrow ridge with steeply sloping sides. This one projects a good distance at the top of the mountain. It culminates at what we call The Point where there is a stunning view of about 280 degrees with due north at the center. This was, no doubt, one of the hills talked about in Fayetteville history where the early Native Americans built signal fires to send messages to the Indian Territory on the plains. We have a collection of arrowheads that our father found at the base bf this mountain. The mountain also features a natural spring on the east side and a beautiful wet -weather creek down the west side. Also, individuals, who were members of both the Arkansas Native Plant Society and the Ozark Native Plant Society, identified over 100 different species of native wildflowers on the mountain. Marinoni Mountain also overlooks Markham Mountain to the east. This is owned by the University of Arkansas and is in its original natural state. It is currently used for natural jogging trails only. We all value this land"highly: for its function as a farm; for its beauty; for recreation; and for sentimental reasons. We feel that a park that would serve the citizens of Fayetteville, for this and for future generations, would be its highest and best use. The Lindsey and Associates apartment development will be north of Old Farmington Road and east of Futrall Street, near Interstate 540 and next to Ramay Junior High School. It covers 19 acres and will be used for 312 apartment units. The new development will be named Southern View Apartments and is situated in the southwest park district. Hotz Park (one acre) and Finger Park (19 acres) both lie near the Lindsey property. • Last month, Mayor Dan Coody broke a 4-4 tie on whether to approve a rezoning request for the Lindsey property, citing a unanimous Planning Commission vote in favor of it. Voting yes were councilors Don Marr, Robert Reynolds, Kevin Santos and Cyrus Young. Meanwhile, Brenda Thiel, Lioneld Jordan, Bob Davis and Tom Bechard voted no. The rise of apartment units along 1-540 concerned both Davis and Bechard, normally reliable pro -development votes, who said they admired the way Rogers has developed office buildings and businesses along the corridor. Advisory board member Gail Eads lauded Lindsey for taking proactive steps in its amenities.
