Park staff has visited with Mr. Boettcher, Public Works Director, over the possible
utilization of city -owned land located near the development for use as a neighborhood
park. Mr. Boettcher and Park staff believe that the, yet to be developed, facility plan for
the city -owned property will allow for creation of a new neighborhood park. In addition,
the citizens of this development will benefit from their proximity to the Fayetteville Boys
and Girls Club which will be located approximately V2 mile to the east.

PARKS AND RECREATION ADVISORY BOARD
October 7, 2002
The regular meeting of the Fayetteville Parks and Recreation Advisory Board was called to order
at 5:30 p.m. in Room 326 of the City Administration Building located at 113 West Mountain
Street, Fayetteville, Arkansas by Chairperson Eads.
PRESENT: Parks and Recreation Advisory Board members Eads, Shoulders, Cook, Marley,
Mauritson, Pawlik-Holmes, Hill; City Staff Earnest, Edmonston, Gulley, Hatfield, Schuldt,
Nelson and Audience.

recommendation.
MOTION:
Mr. Mauritson moved to accept money in lieu of a land dedication to satisfy the park land
dedication requirement for the proposed Jordan Apartments.
Ms. Pawlik-Holmes seconded the motion.
Upon roll call, the motion was approved unanimously 6-0-0.
3. Arkansas Recreation Grant Announcement: Steve Hatfield
Mr. Hatfield announced the Arkansas State Highway Commission has awarded the Lake
Fayetteville trail project $20,000 in federal funding pending approval by the Federal Highway
Administration. A project administration workshop will be conducted on October 24 in Little
Rock to outline the parameters of the project.
Kiosks for Veterans Memorial Park, North Shore Site at Lake Fayetteville, and the Lake
Fayetteville Softball Complex are being developed to house trail information and maps. This
project is being funded by a previous $20,000 grant received from the Arkansas State Highway
Commission Recreational Trails Program.
4. Community Park Discussion
Mr. Hill inquired about acreage bordering the proposed Wilson Springs business technology park.
Ms. Edmonston reported that 96 acres were for sale at $29,000 per acre and the 10 acres remaining
would be donated for a total of 106 acres. City Council members adopted a task force's
recommendation to develop part of the 289 -acre site, preserve the wetland area, and further study
the remaining acreage. A time frame for completing an environmental impact study on the
remaining acreage has not been determined. Further complicating development is a mandated 600 -
foot buffer along Clabber Creek for wetland mitigation. Park staff feels park usage could be
achieved while protecting the buffer. Urban Development Director, Hugh Earnest, said there were
some questions regarding wetlands on the bordering acreage. He suggested borrowing $5 million
from the city to repay from projected revenues beginning in 2003 for land acquisition and
pursuing a $17-$20 million bond issue to fund a wide range of trails, greenways, and parks to meet
long range needs of the park plan. Additionally, Mr. Earnest discussed property on Mt. Sequoyah
to secure land for passive recreation.
5. Other Business
Ms. Edmonston presented plans for Walker Park North playground which was awarded to Arkoma
Playgrounds and Supply, LLC in the amount of $60,000. Funded by Community Development
Block Grant funds, the playground will replace the existing apparatus which does not meet current
standards. By incorporating sand into the fall safe areas, more play value was achieved. Next year
another play structure will be added for younger children.

PRAB Regular Meeting
Ms. Eads reported the Botanical Garden Society of the Ozarks would be conducting a Harvest
Festival next week and were looking for volunteers to help with the event. Additionally, the
organization is actively searching for more board members.
Mr. Hatfield announced the grand opening celebration of East Mud Creek Trail will be October 10
from 5:00 p.m. until 7:00 p.m. Several events will take place along with door prize awards.
Parking is on Old Missouri Road behind Butterfield Trail Village.

Trails Program.

The Arkansas State Highway and Transportation Department (AHTD) will host a project administration
workshop on October 24, 2002 starting at 10:00 AM. The steps necessary to develop and implement your
project will be outlined in detail during the workshop. It is extremely important that someone familiar
with your project attend this session. The workshop will be in the auditorium of the AHTD headquarters

Earnest told the board he would continue discussions with appropriate city officials
about pursuing the loan option and begin discussions with local interest groups to
gauge support for a possible bond effort In the spring.
The bond money would be used to fund additional park -land acquisitions and trail
projects that are part of the city's master plan but are not Included In the master
plan budget, park officials have said.
The only current funds dedicated to park acquisition and upkeep come from a 1
percent sales tax on hotel, motel and restaurant revenue and developments that
choose to pay money Instead of dedicating park land.
An additional half -million dollars is available from the settlement of a lawsuit by
environmental groups against the city over the loss of trees at the Kohl's
department store development near the mall.
But those funds are expected to fall far short, since construction of parks and trails
is typically very expensive: A single mile of multiuse trail can cost about $450,000,
city officials have said.
Another funding option discussed recently is a mlllage dedication. If the board and
the City Council approved such a plan, the millage would likely call for dedicating 2
mills of property tax to pay for only trails and greenspace projects, which would
raise about $3.5 million over the period of time.

Hosted Soccer Coach's Meetings on September 3`d and 5'h. This meeting allowed for coach's
training, team and schedule distribution, and a question/answer forum for all our volunteers.
Began soccer practice on Saturday, September 9 and Soccer Games on Saturday, September
16.
Played 219 Youth Soccer games at Lewis and Asbell Soccer Complexes.
Played 275 Adult Softball games at Lake Fayetteville and Gary Hampton Softball Complexes.
Played 24 Youth Fast Pitch Softball games at Gary Hampton and Lake Fayetteville Softball
Complexes.
Hosted USSSA Class C Men's National Tournament. Thirty-six teams from Arkansas,
Louisiana, Oklahoma, Missouri, Texas, Tennessee, Kansas and Iowa participated.
Approximately $315,000 was attracted to the local economy.
