HomeMy WebLinkAbout2002-08-28 - Minutes• • • PRAB Special Meeting MINUTES OF A SPECIAL MEETING OF THE PARKS AND RECREATION ADVISORY BOARD August 28, 2002 A special meeting of the Fayetteville Parks and Recreation Advisory Board was held at 12:00 p.m. at the Parks & Recreation Division located at 1455 Happy Hollow Road, Fayetteville, Arkansas. PRESENT: Parks and Recreation Advisory Board members Cook, Hill, Colwell, Marley, Pawlik- Holmes and Shoulders; City Staff Earnest, Edmonston, Gulley, Hatfield, Schuldt, Nelson and Audience. ABSENT: Eads, Mauritson The Parks and Recreation Advisory Board proposed a millage increase ofat least 2 mills designated for trails and greenways and discussed forming a plan for a bond program for community park development. Parks Development Coordinator, Eric Schuldt, distributed a `scaled back' version of recommended existing park improvements from the Park Master Plan. The $5.5 million price tag does not include the development of trails/greenways, a community park, or a new office complex. Board members Hill and Cook suggested a millage increase for trails and greenways. Mr. Hill requested a plan be developed outlining specific areas which could be completed if the money were available. Each paved mile of a trail is estimated to cost $450,000. The focus shifted to land at the proposed Wilson Springs business park and wetland preservation area on 289 city -owned acres fronting Interstate 540. Mr. Cook reported the board's interest to locate a community park at the location had been presented to the business park task force Monday, August 26. The task force is expected to make a recommendation to the City Council in October. An additional 100 acres of undeveloped land north of the business park site is currently for sale. Board members discussed the potential for locating a new park office and other amenities at the site if a community park was developed at the location. Mr. Hill said negotiations with the property owner was the logical next step. MOTION: Mr. Hill moved to recommend staff negotiate with the property owner and return to the board with purchasing options for land north of the business park site. August 28, 2002 / 1 • PRAB Special Meeting Mr. Cook seconded the motion. Upon roll call, the motion was approved unanimously. Urban Development Director, Hugh Earnest, said the millage issue would be presented to the City Council as an informational item at the September 10 agenda session. The Master Plan steering committee members will be notified for the next regular meeting. The next regular Parks and Recreation Advisory Board meeting will be held Monday, September 9 at 5:30 p.m. at the City Administration Building.
