MINUTES OF A SPECIAL MEETING
OF THE
PARKS AND RECREATION ADVISORY BOARD
August 21, 2002
The special meeting of the Fayetteville Parks and Recreation Advisory Board was called to order at
12:10 p.m. at the Parks & Recreation Division located at 1455 Happy Hollow Road, Fayetteville,
Arkansas.
PRESENT: Parks and Recreation Advisory Board members Hill, Cook, Colwell, Eads, Mauritson,
Marley, and Shoulders; City Staff Earnest, Edmonston, Gulley, Hatfield, Schuldt, Nelson and
Audience.
ABSENT: Pawlik-Holmes
The Parks and Recreation Master Plan recommends $35 million of improvements to the park system.
The Master Plan also provides a description of some potential funding options for these
improvements. Mr. Hill asked the board to consider opportunities to fund a community park, trails
and greenways, and improvements to existing parks. Growth in Northwest Arkansas has increased
recreational demands. With the potential loss of soccer facilities at Lewis.th deteriorating
baseball facilities at Walker, the need for a community park has become ?big pri
�}ority.'How do we
secure land for playing fields and where will they be located? Property meeting the requirements for
recreational playing fields is limited in Fayetteville. Although land adjoining the new sewage
treatment plant has been discussed as a possible park site in the past, questions regarding availability
and odor remain unanswered. The board then focused on land at the proposed Wilson Springs
business park and wetland preservation area on 289 city -owned acres fronting Interstate 540. Mr.
Hatfield said there were several benefits of the location from a park perspective, including an
east/west trail corridor along Clabber Creek and access from the interstate. Following discussion, the
board agreed to bring its interest to the business park task force when it meets at 5 p.m. Monday,
August 26 at the Donald W. Reynolds Center for Enterprise Development in the Executive Room.
MOTION:
Ms. Eads moved to go forward with the request for Parks and Recreation to utilize a portion of
Wilson Springs for a community park in accordance with the parks master plan
recommendation.

Mr. Mauritson seconded the motion.
The motion was approved unanimously.
Viable funding methods were also discussed. Mr. Hill suggested a millage increase designated
specifically for trails and greenways and a bond program for community park development as
possible funding sources. These funding methods will be discussed further at the next special meeting
which was scheduled for Wednesday, August 28 at 12:00 p.m. at the Parks and Recreation Division.
Ms. Edmonston updated the board on capital project status:
> Sidewalks and playgrounds are complete at Greathouse, Bundrick, and Veterans Memorial
parks.
S. A new trail at Red Oak Park is complete.
> Community Development Block Grant funded playgrounds for Walker Park are in progress.
> Irrigation, sod, and picnic improvements for Wilson Park are in progress.
• Bid documents for the Skate Park are out.
Meeting was adjourned at 1:05 p.m.
