Botanical Garden Society of the Ozarks Board Appointment: According to the City's contract with BGSO, one member of their board is to be a current member of PRAB. The City needs one member of PRAB to volunteer for this position. Questions concerning the board may be directed to Lisa Paschal at 444-3467. PRAB Motion: 3. Location: North side of Mission Boulevard, East of Old Wire Road, South of the Fairview Memorial Cemetery Park District: NE Units: 10 Single Family Units Total Acres: 3 Acres Land Dedication Requirement: 0.25 Acres Money in Lieu Requirement: $4,750 Existing Parks and Acreage: Craft Park (4.75 acres), Root Park (2 acres) Staff Recommendation: Money in Lieu of Land. The Park Master Plan's land recommendations are satisfied for this area. There are two developed parks within walking distance of this subdivision. Adjournment: Attachments: PRAB June 8, 2002 Meeting Minutes Mission Place Development Map and letter Ozark Flyers Report Park and Recreation Master Plan Report Memo CIP Update Park Land Dedication Ordinance Fund Monthly Report HMR Monthly Report 2 • • MINUTES OF A MEETING OF THE PARKS AND RECREATION ADVISORY BOARD August 5, 2002 PRAB Regular Meeting The regular meeting of the Fayetteville Parks and Recreation Advisory Board was called to order at 5:30 p.m. in Room 326 of the City Administration Building located at 113 West Mountain Street, Fayetteville, Arkansas by Vice Chairperson Eads. PRESENT: Parks and Recreation Advisory Board members Hill, Cook, Eads, and Marley; City Staff Edmonston, Gulley; Schuldt, Nelson and Audience. ABSENT: Colwell, Mauritson, Pawlik-Holmes, and Shoulders AGENDA I. Approval of PRAB July 8, 2002 meeting minutes. Because a quorum was not present, this item was tabled until the next meeting. II. Botanical Garden Society of the Ozarks Board Appointment The BGSO board regularly meets the second Tuesday of each month. Board members are generally required to sit on one of various committees. According to the City's contract with BGSO, one member of their board is to be a current PRAB member. Ms. Paschal will meet with BGSO to discuss the requirements of this seat. III. America In Bloom Report: Lisa Paschal, Park Horticulturist America In Bloom judges toured Fayetteville July 22 and July 23. Representation from businesses, residences, and volunteers was very good. Although results of the national competition will not be released until October, local competition participants were announced at an awards banquet: ➢ Business — Container Competition: V.A. Memorial Gardens, first place. > Business — Landscape Competition: Robert James Salon, first place; Paul Noland Wastewater Treatment Plant, second place; Dragon's Lair, third place. ➢ Community group — Best of Show: School Within A School Water Quality Study, first place; Master Gardeners Headquarters House Gardens, second place; Botanical Garden Society of the Ozarks, third place. > Community group — Best Adopt -A -Spot: Crystal Springs Homeowners August 5, 2002 / 1 PRAB Regular Meeting Association, first place; Friends of Lake Fayetteville, second place; Sequoyah Gardens, third place. > Homeowner — Garden Competition: Dennis and Linda Peterson, first place; Big Spring Property, second place; Kathleen Doss, third place. ➢ Homeowner — Container Competition: Evans -Ambrose house, Margaret and Tom Lewis, first place, Ricardo and Mary Ann Elvera, second place; Linda Peterson, third place. Ms. Paschal said the eight criteria judged (floral displays, community involvement, landscapes, trees, turf and open spaces, tidiness, environmental awareness, heritage) were well covered. However, judges expressed concern for lack of containers and hanging baskets and limited personnel. IV. Ozark Flyers Report: B.J. Norman Ozark Flyers Secretary and Treasurer B.J. Norman reported on the nonprofit organization's activities for the past year. Established in 1972 and chartered with the American Modeling Association, the Ozark Flyers originally were located on Highway 265 but moved to Combs Park in 1987. Mr. Norman said the field was open approximately 310 days last year and hosted fly -ins, community outreach programs, flying demonstrations, and charitable events. All money raised is either used on the facilities or given back to the community. V. August 5, 2002 / 2 • • • • PRAB Regular Meeting Geoffrey Bates, Crafton, Tull & Associates Project Manager, said the developer is asking that money be paid in lieu of land due to the small size of this project. The proposed Mission Place Subdivision consists of 10 lots on approximately 3 3 acres. Because a quorum was not present, a special noon meeting was scheduled for Wednesday, August 7, 2002 at the Parks & Recreation Division, 1455 Happy Hollow Rd., Fayetteville, Arkansas. VI. Park and Recreation Master Plan Report: The top priorities are the desire for trails/greenways, a community park, and improvements to existing parks. Parks and Recreation Advisory Board members will discuss this further at the special meeting Wednesday, August 7, 2002. VII. Other Business Ms. Edmonston reported that repairs to the Wilson Park tennis courts would likely continue through the week. The courts will be reopened once repairs are completed. The Wilson Park swimming pool will close for the season on August 18, 2002. The final concert of the season will be held Thursday, August 8 at Gulley Park. Oreo Blue • will be performing from 7:00 p.m. until 9:00 p.m. • Other projects in progress include playgrounds at Greathouse, Bundrick, Veterans Memorial, and Walker parks, the skate park, sodding and irrigation at Wilson Park, picnic site improvements at Walker Park, and Red Oak trail. VIII. Adjournment Meeting was adjourned at 6:25 p.m. by Ms. Eads. The next regular meeting will be at 5:30 p.m. on September 9, 2002. Fly -ins - 6 dub fly -ins with food, drinks, etc. Open to the public as well as other model airplane clubs. 2. Fayetteville Animal Shelter- This event was held for charity and was our largest event of the year. We collected approximately 370 lbs. of dog & cat food which was donated to the Fayetteville Animal Shelter. 3. Youth Outreach Program - Continued community outreach program for youths in our area We now have 5 youth members, 4 of whom are flying solo. 4. Introductory Pilot Program - We currently have 3 full time instructors and 14 part time pilot instructors to support both new and youth members. 5. "The He/ping Hands fly -in - After discovering that the local charities were well -supplied with toys at Christmas time, we decided to find another way to support our community. It seems inevitable that every Christrnas holiday season you hear about a local family who experiences the tragedy of loosing their home and belongings to a house fire. We decided to have a special winter fly -in & accept donations as landing fees to be delegated for a special fund. We called the project, "The Helping hands fund" and decided to donate it to the 1g local family who lost their home the week of December 25`". One week prior to Christrnas the Patterson's lost their home, automobile and all of their Christmas presents. The first week of January 2002, we presented Brenda Patterson and her children with a check for $325.00. 6. Children's Flying Demonstration— During the month of May, we had a scheduled visit by 41 children and 8 teachers from St. Joseph's school. The students had a project to build Alpha rockets. Each student, with the help of a teacher, successfully launched his or her rocket. Afterwards, some Ozark Flyer members demonstrated flights with various model airplanes. Later, each student was given a hands on demonstration and allowed to fly the remote controlled airplanes with the help of a member using the "Buddy Box Radio" system. • • • Maintenance & Improvements: • New signs o New signs were created & installed to separate the pit area from spectators o Created & posted new safety regulation notices • Work Days o Club members removed brush and weeds from flying field & surrounding area o Filled and leveled the land with dirt provided by the city o Erected three 30ft. sections of new steel fence and rails with plastic safety netting between spectator area and flying area • Mowing & up keep o Club members mow and weed -eat grass on a weekly basis during warm weather o Year around up keep on property Annual Requirements: • Renewed AMA Charter Membership o Club AMA #743 o Established 1972 o All dub members have AMA memberships o See Attached copy • Renewed Site Insurance for City of Fayetteville o See Attached copy for Parks & Recreation • Annual visit with Parks & Recreation o Presentation of 2001/2002 statistics o Provided copy of 2001/2002 report o Included AMA information & Insurance information for City files • •= r r 3 m F m e • 'w'd 00:1. Arkansas Democrat -Gazette 1 Benton Cow* Daily Record 1 Northwest Arkansas Times 1 WholeHog$pts ant N� TIMES Wednesday, August 28, 2002 Parks division eyes I-540 site for soccer field BY MATT WAGNER Northwest Arkansas Times Tuesday, August 27, 2002 If the 289 -acre site of the proposed Wilson Spring Business Park were an oddly shaped pie, the Fayetteville Parks and Recreation Division would want the 40 -acre piece along the northern property line to build a 12 -field soccer complex, a task force assessing the park's feasibility learned Monday. Kyle Cook, a member of the Parks and Recreation Advisory Board running for City Council, told the task force that the division is seeking 150 acres for a "community park" that would encompass soccer, baseball and softball fields as well as multi -use trails. Specifically, the parks board is eyeing the northern portion of the business park site, which fronts Interstate 540 between Arkansas 112 and Moore Lane. The 40 to 50 acres north of Clabber Creek would be ideal for soccer fields, Cook said. "Our biggest need are soccer fields," he explained, adding that enrollment for the upcoming season has surpassed 1,200 participants. "We could build a real nice complex out there." Terry Gulley, a turf and facility coordinator with the city's Parks and Recreation Division, said a $125,000 master park plan calls for a large, multipurpose park on the city's west side, and the area around the business park site appears to be the best location. Another 100 acres of undeveloped land north of the park site is also for sale and could be purchased for the community park. The University of Arkansas leases land to the city for the Lewis Soccer Complex east of Asbell Elementary School, but UA officials have indicated they plan to discontinue the agreement to build graduate and family housing, Gulley said. The city and UA are currently negotiating the fate of the Lewis soccer fields, but the city could suddenly find itself without any land for its soccer league, he said. "We've got a critical soccer problem coming up," Gulley told the task force. "This is an opportunity to get the ball rolling and to give us something to work with." In July 1990, the city board of directors approved the $1.27 million purchase of the 289 acres for what was originally known as the North Industrial Park. By mid-1995, the concept had morphed into a research and hightechnology park piloted by the Fayetteville Chamber of Commerce. In December of that year, Southwestern Bell installed a fiber -optics hub to the tune of $610,000. In 1999, the U.S. Army Corps of Engineers delineated about 85 acres of the park site as wetlands of varying quality. The wetland ecosystem supports a diversity of wildlife, including the Arkansas darter and Henslow's Sparrow, a rare bird recently discovered nesting at the park site. The darter, a candidate for endangered species status, lives in the spring -fed stream that enters the east side of the property and flows into Clabber Creek. Earlier this year, Mayor Dan Coody's administration resurrected plans to develop the site as the Arkansas Business and Technology Park, a "campus -style" park that would incorporate a wetland conservation area. Using Input gathered at two public meetings in March, McClelland Consulting Engineers generated three design options ranging from minimal to zero impact on the wetlands. The one favored by city administrators would displace about 17 acres of wetland, leaving 146 acres for development around a 100 -acre preservation area. Coody appointed the 11 -member task force in June to assess the environmental and economic feasibility of the business park proposal. At its meetings, the task force has heard proposals from the Arkansas Game and Fish Commission, Audubon Arkansas and now the city's Parks and Recreation Division. The city has offered to donate about 5 acres to the Game and Fish Commission for a new regional office the state agency hopes to build as close as possible to the preservation area without significantly damaging wetlands. The commission has offered its assistance in managing the site's natural resources, but the City Council has yet to approve a design option for the business park. Game and Fish is eagerly awaiting a firm a commitment from the city, commissioner Bill Ackerman has said. Don Nelms, chairman of the Audubon Arkansas board of directors, later told the task force that Audubon Arkansas would like to partner with the Game and Fish Commission to build a nature center utilizing the entire park site. Development would be minimal with an access road, a central facility with space for the Game and Fish Commission and trails through the natural wildlife habitat area, which would be preserved and, to some extent, restored. Audubon Arkansas would lease the land from the city, Nelms said. Nelms, who developed an auto park on property he owns west of Arkansas 112, warned the task force that the costs associated with building in the floodplain is an expensive endeavor requiring a significant amount of fill. Gulley said the property to the north of the business park site would be developed in a similar way to elevate the soccer complex and improve drainage. He also confirmed that the fields would be treated with fertilizer and herbicides, but said runoff could be reused several times before it's discharged into Clabber Creek. "We will take the necessary steps to do it the way it needs to be done," Gulley said. "1 think we're one of the best options as far as minimal damage (to the wetland wildlife habitat)." Gulley said the Parks and Recreation Division could use revenue from one of its three funding sources — the 1 percent hotel, motel and restaurant tax, the 1 percent capital improvement sales tax and fees collected in lieu of parkland dedication — to purchase the 40 acres if the property wasn't donated. The Parks and Recreation Division would prefer to spend its money on park improvements rather than land acquisition, he said. "It's kind of robbing Peter to pay Paul to some degree," said task force member Jon Johnson. Bill Ramsey, president and CEO of the Fayetteville Chamber of Commerce, encouraged the task force to support the development of a business park catering to high-tech companies that would employ skilled UA graduates who are currently seeking Jobs outside the state. "We've got an opportunity to stop some of the brain drain in our part of the world,' Ramsey said. Terry Condren, a computer information systems instructor at the UA, said his business is an ideal tenant for the park. He owns Logical Dynamics Inc., which develops, markets and sells "intellectual property" developed through computer simulation. The site's proximity to I-540 and the fiber optic capabilities are • • • • • major selling points, Condren said. "I've been very interested in this particular land," he said. "The location is of significant importance to us and the broadband is something we need." Task force members also agreed to schedule two public forums on the business park proposal next month. The forums are tentatively scheduled for Sept. 12 and Sept. 18 at the Fayetteville Town Center. The three subcommittees —hydrology, biology and business — will also present their reports to the full panel early next month.
