PRESENT: Parks and Recreation Advisory Board members Colwell, Eads, Cook, Hill, Shoulders, and Mauritson; City Staff Edmonton, Hatfield, Schuldt, Nelson and Audience. ABSENT: Marley, Pawlik-Holmes AGENDA • I. Approval of PRAB June 3, 2002 meeting minutes. MOTION: • Mr. Hill moved to approve the Parks and Recreation Advisory Board June 3, 2002 meeting minutes as distributed. Ms. Eads seconded the motion. The motion was approved 6-0-0. II Lewis & Clark Urban Challenge: Eric Schuldt Parks Development Coordinator, Eric Schuldt, introduced Eric Jackson, a member of the adventure racing group Team Lewis & Clark Outfitters, who explained plans for an upcoming urban adventure race. Lewis & Clark's Frontier Challenge, a 10K run/30K duathalon, was held May 18 at Lake Fayetteville with 67 participants. Mr. Jackson presented details for the July 19 Lewis & Clark Urban Challenge, an all-night adventure race which combines mountain biking, trekking, navigation, a ropes course, and paddling. Nineteen checkpoints will be situated throughout the course, and team progress will be monitored by radio. Currently 11-12 teams are registered for the event and more July 8, 2002 / 1 PRAB Regular Meeting • participants are expected to follow. Sponsors, local authorities, and safety personnel will • • also be involved. III. Ridgeway Park Follow-up: Connie Edmonston Superintendent, Connie Edmonston, outlined a maintenance plan for Ridgeview Park following a public meeting on April 25, 2002. Upper boundary of Ridgeway East and West Drive Park staff will finish mow and weedeat approximately 10-12 feet from the roadway every 10-14 days to provide "lawn -like" conditions across from these homes. Trees within this area will be mulched for weed control. Lower portion along Shadowridge and Viewpoint Park staff will mow monthly in order to maintain visibility for motorists and allow the drainage system along the roadway to be maintained properly. This procedure will be accomplished with a boom mower. Open Space Area to the North of East Ridgeway Drive After construction work completion, Park staff will maintain and mow every 10-14 days. Open slope area between Ridgeway East and West Drive This area will not be mowed and will be allowed to return to a natural state. Staff will evaluate the condition on a periodic basis. IV. Botanical Garden Society of the Ozarks Board Appointment: Because all Parks and Recreation Advisory Board members were not present, this item will be forwarded to the August 2002 meeting. V. Park Land Dedication Fund Request: Steve Hatfield Park staff recommends the following expenditures from the Park Land Dedication Fund: Northeast Park District: Lake Fayetteville Softball Complex — 5 racks and pads $1,500 Gulley Park — 2 bike racks and pads 600 Gulley Park — Gazebo Terrace lighting 1 650 TOTAL. $3,750 Northwest Park District: Gary Hampton Softball Complex — 7 bike racks and pads $2,100 TOTAL. $2,100 To comply with the bicycle parking ordinance, Steve Hatfield, requested funding for July 8, 2002 / 2 PRAB Regular Meeting bicycle racks and concrete pads. Additionally, Mr. Hatfield requested funds to install fiber optic lighting to complete the Gulley gazebo terrace project. MOTION: Mr. Shoulders moved to appropriate Three Thousand Seven Hundred Fifty Dollars ($3,750) from the Northeast Park District for bike racks and pads for Lake Fayetteville Softball Complex and Gulley Park and for Gulley Park gazebo terrace lighting. Additionally, Mr. Shoulders moved to appropriate Two Thousand One Hundred Dollars ($2,100) from the Northwest Park District for bike racks and pads for Gary Hampton Softball Complex. Mr. Mauritson seconded the motion. Upon roll call, the motion was approved 6-0-0. VI. Other Business Mr. Colwell expressed appreciation for those who attended the Bicycle Rodeo on July 4 at Gulley Park. Ms. Edmonston announced plans for the grand opening of the newly renovated Wilson Park tennis courts on July 20. Still on the Hill will be performing Thursday, July 11 from 7:00 p.m. until 9:00 p.m. at Gulley Park. Mr. Hill requested staff compile a short summary of recommendations and fund allocations in accordance with the Park Master Plan for the Board to review. Mr. Colwell discussed whether land near the new sewage treatment plant could be used for a community park. VII. ARKANSAS June 17, 2002 Dear Citizen of Fayetteville, Thank you for attending the public meeting on April 25, 2002 concerning the maintenance of the greenway area at Ridgeview Park. We believe this meeting was very beneficial and proved maintenance issues for this greenway are complex. In creating a new maintenance plan for Ridgeview Park, our staff felt it was important to meet as many needs of the community as possible, while still addressing the growing concern for the safety of city employees who maintain this area. In an effort to be in full compliance with Arkansas Worker's Compensation Commission, as well as state and federal safety guidelines, our safety consultants approved the following maintenance plan for Ridgeview Park. Eric Jackson, promotion specialist for Lewis and Clark, detailed the plans for an all-night adventure to the Fayetteville Parks and Recreation Advisory Board at Its monthly meeting Monday. "In Little Rock, they had a similar urban challenge and the people loved it," Jackson said. "It's like a marathon; it's a question of 'Can I do It?' It's the next great endurance sport." Jackson, an adventure bicyclist, has competed in numerous bicycle races across the country and hopes to provide valuable experience to the Urban Challenge. So far, 11 teams have signed up to participate in the competition, including the Springdale and Fayetteville fire departments and Central EMS, but more are sure to join, Jackson said. A mixture of mountain biking, trekking, a short ropes course and a paddling section will make up the urban route that winds through Fayetteville. Racers will check in at the Lewis and Clark Outfitters store in Springdale between noon and 6 p.m. July 19 to participate in a refresher course on plotting a course and general racing rules. At 8 p.m., the course maps will be distributed, and racers will be given a protractor to plot the main part of the course outline with numbers on a grid system, Jackson said. The race will begin at 11 p.m. and will continue into the early hours of July 20. A system of 19 checkpoints will be scattered throughout the course, with transition stations to change gear and resupplying areas with the teams' Search Get Sunday! As teams pass through the checkpoints, the crews will radio in their positions to the headquarters at the store. Each team will have to go through all the checkpoints while staying within 100 feet of their teammates, Jackson said. Time penalties will be given for breaking the distance rule, as well as various other rules Imposed by the sponsor. At the end of the race, if a team has time penalties against It, the members will have to wait out their time penalties In an area just before the finish line, adding to the drama of the race, Jackson said. Most of the teams will be able to finish the course around 6 a.m., he said, and the Lewis and Clark team will complete the course the weekend before the race to make sure the course Is feasible and clear of any obstacles. "Many people competing in these things are In their 40s," said Wade Colwell, chairman of the parks advisory board. "As they get older, people lose their speed, not their endurance.
