Justification: This development contains over 100 units and will require a waiver of the
Park Land Dedication Ordinance. The apartments will be surrounded by commercial
development. The subdivision will have a gated entryway. It will have sidewalks leading
to the Mud Creek Trail via Steele Boulevard. The development has a conceptual plan to
include landscaped courtyards with grills and picnic tables, village green with a fountain,
club house with a business center, conference rooms, and a theater or billiards room,
swimming pool, gazebo with a large barbeque grill, mail kiosk, carwash, and connecting
walks and bike racks. The proposal also states, "There are large open and protected
forested areas that remain aesthetically pleasing and park like. The Park Master Plan
does note this is an area where a park is needed. However, given the limitations of the
apartment complex having a gated entryway in an area surrounded by commercial zoning,
and the addition of many park amenities, money in lieu is recommended.

A meeting of the Fayetteville Parks and Recreation Advisory Board was held on May 6, 2002 at 5:30 p.m.
in Room 326 of the City Administration Building located at 113 West Mountain Street, Fayetteville,
Arkansas.
PRESENT: Parks and Recreation Advisory Board members Cook, Mauritson, Hill, Colwell, Marley, and
Pawlik-Holmes; City Staff Edmonston, Hatfield, Schuldt, Nelson and Audience.

MOTION:
Mr. Hill moved to approve the Parks and Recreation Advisory Board April 1, 2002 meeting
minutes as distributed.
Mr. Mauritson seconded the motion.
The motion was approved 5-0-0 with Cook, Mauritson, Hill, Colwell and Marley voting 'yes'
and Pawlik-Holmes absent for the vote.

Thomas Jefcoat, Projects Manager for Milholland Company, said additional amenities may include
a sand volleyball court and fishing ponds with aeration [fountains]. The fishing ponds would be
created from the detention ponds.
Mr. Colwell inquired about land bordering this development on the west side. Mr. Jefcoat said the
land was zoned single family in the City of Johnson.
MOTION:
Mr. Cook moved to recommend money in lieu of a land dedication and request a waiver
from City Council to satisfy the Park Land Dedication requirements for the proposed Bristol
Park at Steele Crossing development.
Mr. Hill seconded the motion.
Upon roll call, the motion was approved 5-0-0 with Cook, Mauritson, Hill, Colwell and
Marley voting `yes' and Pawlik-Holmes absent for the vote.
III. Park Land Dedication Fund Request
Parks and Recreation Staff requests $9,600 from the Southeast Park District to famish 750 -feet of
electrical line including the addition of circuits and plugs for the Walker Park pavilion, BMX track,
and as well as the future Skate Park.
Marvin Light said currently a car battery is being used to power everything at the track and a scuba
tank is being used for the air gate. The track will host a Race for Life benefit on June 15-16 and
100-150 kids are anticipated to participate. Race for Life events began in 1981 when Todd
Kingsbury, a 12 year old BMX racer from Michigan, discovered he had Leukemia. When Todd's
friends and the American Bicycle Association learned of his diagnosis, it was decided that an
organized effort should be made to help in Todd's "Race for Life". Funds raised are for the
Leukemia & Lymphoma Society. Awards are given to top fund raisers which include shirts, jackets

and trips to the ABA Grandnationals of BMX.'
Future lighting needs and rider helmet and other safety concerns were discussed.
MOTION:
Mr. Mauritson moved to expend up to Nine Thousand Six Hundred Dollars ($9,600) from the
Southeast Park District to furnish 750 -feet of electrical line, circuits and plugs for the Walker
Park north pavilion, BMX track and future skate park area.
Mr. Marley seconded the motion.
Upon roll call, the motion was approved 5-0-0 with Cook, Mauritson, Hill, Colwell and
Marley voting 'yes' and Pawlik-Holmes absent for the vote.
IV. Lake Fayetteville Trail Grant Application: Steve Hatfield
Parks and Recreation Staff requests permission from City Council on May 7, 2002 to apply for
$100,000 from Arkansas Recreational Trails Fund to enhance the Lake Fayetteville Trail. This is an
80/20 matching grant. Mr. Hatfield said the project was located on the north side of Lake
Fayetteville and will include a loop trail system as well as a short section of boardwalk which will
allow accessibility close to the lake.
V. Lake Sequoyah Land Purchase Discussion
Mr. Colwell said two lots were visited during the May 1, 2002 park tour which would give access
on the southeast side of Lake Sequoyah. Ms. Edmonston said both lots combined are about one-half
an acre and the current asking price is $18,000 each. An appraisal will be obtained before seeking
City Council approval for the purchase. Mr. Colwell recommended fencing the area immediately to
prevent dumping. Capital funds from Park Land Acquisitions would be used for the purchase.
MOTION:
Mr. Colwell moved to recommend Park Staff pursue the purchase of two Tots to improve
access to Lake Sequoyah.
Mr. Mauritson seconded the motion.
Upon roll call, the motion was approved 6-0-0.

VII Other Business:
Mr. Hatfield encouraged everyone to ride their bicycles to work on Friday, May 17 in observance of
Bike to Work Day.
Ms. Edmonston said staff is in the process of putting together a plan for Ridgeway View Park.
Ultra Suede will kickoff the Gulley Park Summer Concert Series May 23. The stage extension
project is expected to be completed prior to the first concert.
Mr. Colwell inquired about the possibility of acquiring the Wyman bridge for use at the Lake
Fayetteville spillway.

development. These are provided, due by April 23'x, for meeting with Parks Staff on April 25th.
MCO will provide twelve additional copies with additional supporting materials and revision by
April 30th for meeting with Parks & Recreation Advisory Board on May 6, 2002. The submittal
packets are provided in accordance with provisions of the Unified Development Ordinance 166.03
(K), and a waiver to accept money in -lieu of park land dedication is requested.

The proposed development is located on a portion of Lot 1, CMN Business Park II, Phase I. A
Lot Split Application is submitted to the City Planning Department for processing and approval.
Lot 1, CMN Business Park II, Phase I presently contains 35.824 acres or 1,560,500.614 sq.ft.
The Lot Split will cause the division of Lot IA containing 32.626 acres or 1,421,193.798 sq.ft
and Lot 1B containing 3.198 acres or 139,306.816 sq.ft. Lot IA is the area proposed for
development as "Luxury" Apartments. A porting of Lot 1A, 2 46 acres, has been 'Deed
Restricted", Instrument No. 2001-53928 (copy of plat enclosed), of which there is "Floodway"
Area The proposed development consists of 15 building units, totaling 272 apartments - a
density ratio of 9 : acre (considered a major development). There are no future phases in
connection with this project.

Lot 1, CMN Business Park II, Phase 1 is presently Zoned "C-2", Thoroughfare Commercial. A
Re -Zoning Application/Request is submitted to the City Planning Department for processing and
approval for Lot 1 to Zoned Use "R-2", Medium Density Residential. Lot 1B, created by Lot
Split, will remain as presently Zoned "C-2". The request, proposed project development, is
supported by the City's Planning Division.
Please note that while the proposed development is for residential use, apartments, amenities
include: landscaped courtyards (the largest of which is approximately 7,500 sq. ft.) on which the
developer is proposing grills and table; there is a village green (approximately 31,200 sq. ft. of
manicured turf area) and fountain (there is discussion of two fountains - one on village green and
one on the major east -west roadway axes); a club house with business center, conference rooms
and a theater or billiard's room; there will be a pool and bathhouse, a gazebo and large group bar-
b-que grill, there will be a mail kiosk, carwash, and extensive connecting walks and bike racks for
leisure pedestrian circulation. Some of the sidewalks are proposed as seven foot in width for
accommodating trail use. There are large open and protected forested areas that remain
aesthetically pleasing and park like. These green spaces are pleasing buffers. And, the view from
this area is fantastic.
The Conceptual Preliminary Plan, indicates current and proposed property lines and easements,
floodway and deed restricted land areas. The addition of public dedicated utility easements will
be determined as the proposed developed is designed and is reviewed by City Engineering Staff.
Storm Water Drainage will correspond with the drainage sub -basins determined during the
development of the infrastructure of CMN Business Park II, Phase I Existing Drainage
Easements are shown of the attached Conceptual Preliminary Plan. Generally, drainage will be
controlled underground and conveyed to the north to Clear Creek. Detention ponds (release
basins) are anticipated to the north side of the site's developed area These will be defined as
plans are finalized.
The attachments contain, aerial photographs of the site, master street plan, and similar required
data for referencing. A list of adjoining property owners is provided and submitted to the
Planning Division with the request to re -zone. All adjoining properties in the City of Fayetteville
are zoned "C-2". The area north, in the City ofJohnson, is zoned Medium Commercial and
Agriculture. The land to the west, in the City ofJohnson, is zoned Low Residential and should
considered the proposed development more desire than use as commercial property. All adjoining
property owners are shown on the proposed Lot Split Plat.
A visit to the site by Park personnel is welcomed. If Parks staff will coordinate their site visit
through MCO, Mr. Milholland or another MCO staff, Owner's Representative, will make
arrangements to be present to acknowledge your visit and hopefully answer any question that
might arise. Unfortunately, a scheduled date of during the week of April 22th conflicts with my

attend the City's Work Shop on Development Process. Your understanding and assistance here
are appreciated.
According to Park Land Ordinance 159.30 (K)/UDO 166.03K and subsequent updated
resolutions, MCO has calculated the in -lieu fee to be 272 units at $375 per unit for a total of
$102,000. Cash contribution in -lieu are based upon actual residential density. The use of this
money, for park development in the same park quadrant, in the completion of trails along Mud
Creek within CMN Business Park II is advocated.
A favorable response to this request is anticipated. Should Parks Staff have any questions, do not
hesitate in contacting MCO. I look forward to meeting with the PRAB and their prompt, positive
acceptance of this request.

Approved a resolution authorizing a lease agreement with the Fayetteville
Boys & Girls Club for 8 16 acres of park land to be used for recreational
purposes for the future club.

7. Recreational Programs:
Played 328 Youth Soccer Games, 162 Adult Softball Games and 24 Youth Softball Games.
Hosted the Adult Softball Coach's Meeting on April 4, at Gary Hampton Softball Complex.
Play began on Monday, April 8, with 113 league teams including 1,695 participants.
BMX racing began April 6 at Walker Park with 22 racers.
Hosted the Youth Slow Pitch Softball Coach's Meeting on Sunday, April 7. There are 324
girls participating in this program. League Play began on April 23.
Completed registration for Youth Fast Pitch Softball on April 10. Eighteen teams from
Fayetteville participate in the Interstate 540 League, which is a cooperative effort with
Springdale Youth Center and the Bentonville Youth Softball Association.
Hosted the Year End Soccer Festival on April 20. Each child who participated in the Youth
Soccer Program received a participation medallion.
Printed and distributed marketing materials, and began accepting registration for the 2003-03
Soccer Program.
Completed and began distributed marketing materials for the 2002 Summer Concert Series.

OF THE
PARKS AND RECREATION ADVISORY BOARD
MAY 1, 2002
The Fayetteville Parks and Recreation Advisory Board conducted a parks tour on May 1,
2002 at 12:15 p.m.
PRESENT: Parks and Recreation Advisory Board members Colwell, Mauriston, Eads,
Hill, Marley and Cook; City staff Edmonston, Gulley, Hatfield, Schuldt and Evans.
1. White River Baseball Complex
Discussed park improvements over the last 3 years including a new
concession, asphalted the parking lot and added new ball field fencing/ 2 -rail
fencing. This complex is basically a new facility. The old concession stand
needs to be removed. The park sign is new and is made from recycled
material. Next years CIP funds are scheduled to replace the lights at this
complex.
2. Combs Park
Park Sites: Pump Station and Model Airplane
Discussed a request from Mr. Scott Mashburn for development of equestrian
trails. Bob McKee is willing to continue upkeep of the existing trails. The
trails used for horses should not be used for hiking and biking. The Model
Airplane group is a great example of a special interest group. They mow the
runway, clean up, etc.
3. Lake Sequoyah
Park Sites: Boat dock (Towers) and 2 Lots
Discussed two lots, (Lot 6 & 7) would be a great access to city property.
A trail around the entire lake should be included in the park master plan. The
only other access area is by 4 wheel drive. The boat dock operator, Mr.
Richard Utley, has requested to move out to the lake. When it is raining he
stays at the office to raise and lower the boats as needed. Discussed problems
with hunting, 4 -wheeling, drinking and night fishing.
4. Bayarri
Discussed development of one or two neighborhood parks a year. Parks and
Recreation is planning to hold a meeting in August for neighborhood input.
Some people go fishing at the creek.
5. Highway 45 property
This is one site staff has looked at for a dog park. A dog park needs to have a
fenced area, drinking fountain, agility equipment, etc
6. Crossover Park
This property is leased until 2004.
7. Braden Park
This park area is a real advantage to this neighborhood. Staff was careful
removing brush and underbrush, etc. Most was cleared by hand.
8. Gulley
Discussed expansion of the gazebo. Parks and Recreation Staff is doing
the electricity, fiber lighting, and excavating. Stone work is being done by
Caldwell Stone. Discussed citizens being hit by frisbees. Terry Gulley
came out last week and moved the problem Frisbee baskets.
9. Mud Creek Trail
Discussed the bridge from Sweetser Properties.
10. Veterans Memorial Park
Discussed the option of replacing the wall around the volleyball area.
Staff is applying for a Grant for $100,000 for trail improvements. Parks
and Recreation currently has a grant for $20,000 and is currently waiting
to hear if the existing grant can be used for a kiosk and trail signage.
11. Hobby Use (Frisbee)
Discussed area for Disc Golf Course. Archery and model airplanes
originally used this space. Staff moved archery to Lake Wilson and Model
airplane to Combs.
12. Lake Fayetteville North (Dog Park)
Discussed this as an area to be evaluated as a potential dog park,
boardwalk and short trail loop. Discussed some good aesthetically
pleasing fencing for the dog park.
13. Bristol
Viewed proposed residential development.
14. Hwy 112 — Land for Sale
Parks staff would like to obtain land at R& T Park for a soccer complex
and purchase 100 acres to the north to build a community park. The land is
flat and in a good location. -
15. B&TPark
Discussed development around Clabber Creek. A park in this area would
promote the business park.
16. Clabber Creek
Discussed the cost of $5,000 per acre. The land totals 40 acres. Tree and
Trails Task Force is interested in this property as well.
17. Red Oak
Announced playground is complete. A hard surface loop trail is ready to
be bid for construction.
18. Bundrick
Discussed the playground poured -in-place and sand with a concrete
containment.
19. Wilson
Discussed plants have been stolen from the park. Mrs. Paschal introduced
Giona and Connie. She told PRAB that the greenhouse was built in
February 2001 and discussed the cost savings it has created and the
improved quality of plants. The tennis court project is on hold due to
weather. There is about two weeks of work left before it will be finished if
the weather cooperates. Staff is currently working on a decking problem at
the Wilson Park Swimming Pool.

20. Train Station
Discussed the use of the train station as a site for Parks and Recreation
office. Stated that it would be helpful due to the central location, historic
preservation, and use as a trail head to Center Prairie Trail. The only
drawback to the site is that maintenance staff could not be at this site.
21. Walker (Dog Park)
Discussed possible dog park locations. The distance from the parking lot
to site and traffic during baseball, BMX and Skate Park would create
difficulty during these times. Also discussed the green area next to the
parking lot on the east side would also be a great site, close to rest rooms,
and parking lot and access would need to be further studied.
22. Huntsville Road (Dog Park)
Discussed property and the north area to be used for Sage House. This
would be a good location for the dog park. The children at Sage House
could watch the dogs play. On Memorial Day weekend Ultimate Frisbee
will be using this area for their event. American Legion is using their
fields again.
