Park staff has prepared an annual summary of 2001 park and recreation accomplishments, CIP projects, donations, volunteers in the parks, expenditures, HMR report, Park Land Dedication Fund report, park revenues, and guests at PRAB meetings. Upon PRAB approval, this report will be forwarded to the City Council. PRAB Motion: 5. Ridgeway View Park Public Meeting: A public meeting to discuss Ridgeway View Park will be held on Thursday, April 25 at 5:30 p.m. The meeting will be held on the northeast overlook area off of Ridgeway Drive. 6. The developer has agreed to install parking facilities to serve this new park. The combination dedication of land and money in lieu will require a waiver from the city council. PRAB Motion: 8. PRESENT: Parks and Recreation Advisory Board members Colwell, Hill, Cook, Mauritson, Marley, Eads, Shoulders and Pawlik-Holmes; City Staff Edmonston, Gulley, Hatfield, Paschal, Schuldt, Nelson and Audience. AGENDA I. Approval of PRAB March 4, 2002 meeting minutes. MOTION: Mr. Hill moved to approve the Parks and Recreation Advisory Board March 4, 2002 meeting minutes as distributed. Mr. Mauritson seconded the motion. The motion was approved, 7-0-0 with Colwell, Hill, Cook, Mauritson, Marley, Eads and Shoulders voting 'yes' and Pawlik-Holmes absent for the vote. 11 Presentation of Arkansas Recreation & Parks Association 2002 Awards: State Individual of the Year Winner: David Justice Mr. Justice's devotion to Arkansas Parks is demonstrated by his immense contribution of time, energy and knowledge within the City of Fayetteville, as well as throughout the state of Arkansas. His sense of stewardship for Arkansas' trail network has resulted in a safer, more enjoyable experience for hikers and mountain bikers around Lake Fayetteville and within Devil's Den State Park and many other parks. He has dedicated over 140 hours performing Bike Patrol as a member of the International Mountain Biking Association around Lake Fayetteville. During his patrols he assists trail patrons by providing mechanical assistance, by giving directions, by aiding lost persons, and by warning of approaching obstacles on the trail. He also spends a considerable amount of time on each patrol educating patrons about trail etiquette and shares other trail information. Mr. Justice has also performed more than 50 hours on Lake Fayetteville trail maintenance and helps create a safer recreational experience for patrons who use the trail. He has served as an expedition leader at Devil's Den State Park, as a field marshal during Devil's Den Mountain Bike Championship, and April 1, 2002 / 1 PRAB Regular Meeting has participated in trail building and maintenance projects there and at Lake Leatherwood City Park in Eureka Springs. He has also participated in planning meetings for future trail building and maintenance for Lake Wedington Recreation Area. State Organization of the Year Winner: Boy Scout Troop 116 Boy Scout Troop 116 has completed many projects for the parks system including the construction of trails, bridges, brick walkways, birdhouses and feeders. In addition to participating in landscaping projects, Troop 116 has created and distributed park maps, parked cars during summer concerts, and hosted trail and park runs. The Troop annually hosts two runs within the parks system followed by either a free public pancake or hotdog feed. The most extraordinary project has been Scout Evan House's Eagle Scout project design and installation of a 30 -foot bridge over Clear Creek at Lake Fayetteville Park. Evan found an engineer who donated time to design the bridge which had to be approved by the Corp. of Engineers. In addition, Evan solicited materials and supplies to accomplish his goal of building the bridge for the park by means of donations. Troop 116 has built and renovated several miles of trails throughout the parks system. They have created maps of Lake Fayetteville Park trail and have built map boxes to inform park users of the trail. In December of 2001, the Troop worked an entire Saturday removing railroad ties and rail plates to convert an abandoned railroad to a community trail as part of the Community Prairie Trail Cleanup. Another Eagle Scout project included building and installing seventeen bluebird houses and feeders throughout the park system and community. The Troop has assisted with several landscaping projects in Gulley and Wilson Parks. They have also bricked two walkways on the Downtown Square Gardens. Boy Scout Troop 116 has a strong outdoor recreation program including kayaking, canoeing, hiking, biking and camping. Their Scout Masters must be commended for all their hard work incorporating many life skills into their curriculum. This Troop has developed a respect and love for natural resources through faithful devotion and service to parks. 111. America in Bloom: Lisa Paschal, Park Horticulturist Park Horticulturist, Lisa Paschal presented a video of a national campaign and contest to unify beautification efforts by communities. This is the first year America In Bloom has been in the United States. Benefits of the program include increased community pride and involvement, participation from all ages, measurable and appealing results, and increased economic development and tourism. Communities are evaluated on eight criteria which include tidiness, urban forestry, landscaped areas, floral arrangements, turf areas, environmental effort, heritage conservation, and community involvement. A meeting is scheduled Wednesday, April 3 at 3:00 p.m. at the Chamber of Commerce to discuss this idea. • • IV. 2001 Annual Report: This item was tabled from the March 6, 2002 Parks and Recreation Advisory Board meeting. Ridgeway View Park Public Meeting: A public meeting to discuss Ridgeway View Park will be held Thursday, April 25 at 5:30 p.m. The meeting will be held on the northeast overlook area off of Ridgeway Drive. Maintenance and safety issues will be discussed. VI. April 1, 2002 / 3 PRAB Regular Meeting 2) The POA will have the responsibility of mowing the hillside located behind lots 1, 2, and 3. 3) Developer will provide mowing maintenance for all park land acreage for two years from the date the City receives the deed for the park land. 4) The detention pond will not be located on park property. 5) Any drainage swales or storm drains located on park property must be approved by Park staff. 6) The park land will not be govemed by the POA covenants, with the exception of the mowing of the hillside. This must be stated in the writing of the covenants. 7) Jorgensen & Associates have agreed to set park boundary signs as provided by the Parks and Recreation Division. Mr. Schuldt said the primary reason this development was being presented to the Parks and Recreation Advisory Board again is because the housing units have changed which affected the land and money dedication required. MOTION: Mr. Hill moved to recommend a combination of money and a land dedication subject to staff recommendations and request a waiver from City Council to satisfy the Park Land Dedication requirements for the proposed Legacy Pointe Subdivision. Mr. Marley seconded the motion. Upon roll call, the motion was approved 8-0-0. VIII. Other Business: Mr. Colwell encouraged citizens of the City of Fayetteville and Northwest Arkansas to help make up for the loss of Trent Trumbo by getting involved and by giving to the community in which they live. Jerry Kelso of Crafton, Tull & Associates and Tom Broyles presented plans to build apartments on the west side of the property bordering )vipod, IStreet, Razorback Road, and Town Branch creek. A greenway corridor would follow the creek, and a trail would be constructed at least thirty feet north of the floodway. The Ellis Development trail would connect to Razorback Road and follow Town Branch creek west, would cross Beechwood, and continue to the property line. Ms. Terry Eastin said neighborhood residents currently walk along Razorback Road because no other opportunities exist, but she pointed out that as traffic increases so does the risk associated with walking. Ms. Eastin said the neighborhood supported the development of a trail and was excited by the opportunity. Mr. Broyles said the University of Arkansas had expressed an interest in the development for possible family housing. The Parks and Recreation Advisory Board visited the area and voiced concerns about the amount of debris which littered the creek and of other construction waste materials. Safety is a primary concern. Mr. Kelso asked to work with staff regarding the 30 -foot corridor in one area due to building restraints. He also asked for credit for the cleanup and for the trail construction. Ms. Edmonston said credit could not be given for cleanup, but a waiver of park land dedication fees could possibly be granted in exchange for trail construction. Speaking on behalf of the neighborhood, Ms. Eastin urged the Parks and Recreation Advisory Board to grant the waiver since the money would be used to construct a trail which would not only benefit the development but the neighborhood as well. Ms. Edmonston said if the cost of the trail construction was under the money in lieu requirement, then the developer would be required to pay the difference. Mr. Mauritson expressed concem of the amount of trash and debris and lack of a restoration plan. Discussion of cleanup methods followed. Ms. Eastin said she felt the neighborhood would pull together to help with cleanup efforts. The park land dedication will only be accepted after the proposed land is cleared of all debris and construction materials. Trail construction was another issue of concern. The soil must be able to support a hard surface trail. The design, location and construction will meet trail specifications as determined by Park staff. April 1,2002/5 PRAB Regular Mating MOTION: Mr. Colwell moved to accept a land dedication subject to Park staff conditions and recommend a waiver of money in lieu fees to offset trail construction costs and to satisfy the Park Land Dedication Ordinance requirements for the proposed Ellis Development. The property has been rezoned and is within the City Limits of Fayetteville. The rezoning was presented and approved by the City Counsel a couple of months ago. This is a proposed multi -family development consisting of 480 units total. Amenities such as a clubhouse and swimming pool will be available for the tenants. Also, a public walking trail will be constructed as a part of this project. The Developer proposes a combination of dedicating land and paying parks fees for the overall development of the project. The land dedication will encompass the proposed trail system to be constructed. Part 111: Safety Reports Safety Training: Date Subject March 27 Driving Safety Tips presented by Arkansas Highway Patrol 3 ■ • • • • MINUTES OF A MEETING OF A SPECIAL NEIGHBORHOOD MEETING Thursday, April 25, 2002 A special meeting of the Ridgeway View Park was held on Thursday, April 25 at 5:30 p.m. at the Northeast overlook area on east Ridgeway Drive in Fayetteville, Arkansas. PRESENT: Parks and Recreation Advisory Board members Colwell, Cook, and Pawlik-Holmes; City Staff Edmonston, Gulley, Paschal, Schuldt, and Audience {see attached}. AGENDA I. Discussion of management plan for Ridgeway View Park. Connie Edmonston started the meeting by introducing staff, welcoming the neighborhood and reading a letter from Safety Consultant, Dale Newberry {see attached letter}. Terry Gulley, Turf and Facilities Coordinator provided a short discussion,on safety issues concerning this park and presented a new maintenance plan. The maintenance plan will include mowing 10- 12' all the way around the park perimeter approximately one time per month. Park staff will also maintain the overlook area on East Ridgeway Drive with increased mowing. If desired, citizens that live on Ridgeway may mow halfway down the slope, in front of their house, similar to what is already occurring on West Ridgeway. All tree planting in the park will be coordinated by Lisa Paschal, Park Horticulturist. The following is a list of discussion items from the neighbors. • Request for improved maintenance of Hammond Street entryway. • Does higher grass create a fire hazard and provide homes for wild animals? • Maintaining the beauty of the scenic drive and park area. • Request for improved tree maintenance with more pruning of tree branches and removal of deadwood. • Request to control tree growth to make sure the view from Ridgeway Drive is not obstructed. • Poison ivy maintenance near the new man hole on View Point and West Ridgeway. • Management of drainage ditches. The ditches are holding water and attracting insects. • Lack of trimming along View Point to Ridgeway on South. Parks will contact the Street Division. Cathy Schriver 1530 Crestwood said to contact her and she would help with this area • Who is liable if a citizen mows this area and is hurt? (David Whitaker said the City would not be liable, it would be covered under tort immunity.) • Parks will contact the Highway Department and an Outside Contractor to get an estimate on mowing the park. • Request to mow the corners and keep brush down. • Request to replant wildflowers. • Comment: "Take care of the parks you've got, before take on new land." • Request to plant Red Buds in middle of the park. Neighbors would plant boxes on edge across from their homes. Due to the slope of this area it is an extreme high risk for the personal safety of any city employee working with, on, or around any type of moving equipment. 2. Due to the slope of this area it is not possible to operate any type of equipment that the city has at this time without the potential of turnover or loss of control of that equipment. 3. Due to the slope of this area it could also result in the injury to any citizens that might be below the work area as well as major property damage if city equipment should get out of control. Solutions to these safety concerns would, in my opinion, be very expensive to overcome due to the high cost of specialized equipment. And even then, the potential for injury and/ or damage would still exist beyond the boundaries of a safe work area.
