Video - Greenways: America's Natural Connections The Parks and Recreation Advisory Board viewed a video focusing on the economic, social and environmental benefits of greenways. Narrated by Ed McMahon, Director of the American Greenways Program at The Conservation Fund', the program demonstrated sustainable practices that balance economic and environmental goals. V. Other Business Ms. Edmonston informed the Board of February 19, 2002 City Council agenda items including the Parks and Recreation 10 Year Master Plan, Wilson Pool fee increase proposal, Federal -Aid Enhancement funds for West Mud Creek Trail (TEA -21 (Transportation Equity Act for the 21st Century (TEA -21) of 1998 80/20 matching grant), and working procedures and responsibilities agreements with the Fayetteville Boys and Girls Club and Council on Aging. Parks and Recreation Advisory Board members discussed a Friday, February 1, 2002 Northwest Arkansas Times article about Hyland Park residents' concerns regarding a new neighboring subdivision'. The Board briefly discussed the process for making Park Land Dedication Ordinance recommendations and site visits. VI. Other Awarded $200,000 from the Arkansas Highway Commission to assist in the West Mud Creek Pedestrian Trail project. The 12 -foot -wide multi -use trail will run along the south bank of Mud Creek from Front Street to Steele Boulevard and will be an extension of the East Mud Creek Trail in progress. The State of Arkansas Department of Parks and Tourism's Outdoor Recreation Grants Advisory Committee awarded the City of Fayetteville a matching grant in the amount of $100,000 to assist in the development of the skate park at Walker Park. For about 20 minutes, more than 50 Hyland Park property owners huddled near the church and in their cars before the pastor arrived to unlock the doors for the shivering group. After an ap pology from the pastor and a brief introduction of elected officials attending the meeting, Mark Cordell of the Hyland Park Homeowners Association swiftly initiated an informal discussion about the upscale subdivision slated on 160 acres immediately south of Hyland Park. Bill Connor owns the land, which was formerly an equestrian farm. The primary point of contention, as noted by Connor, was a proposed street connecting Hyland Park's Cliffside Drive to the new subdivision -- an aspect opposed by every person attending Thursday's meeting. Connor, who lives on Cliffside Drive, attributed much of Hyland Park's appeal to the single access from Crossover Road, which he said deters crime. "Nobody wants this, and I don't see a reason to have it," he said. "It just doesn't make any sense at all." However, engineer Dave Jorgensen, whose consulting firm has been hired by Connor to design the preliminary plat for Planning Commission consideration, was quickly able to allay the fears of Cordell and others. Historically, city planning staff has strongly encouraged connectivity among residential subdivisions, and the street was included to fulfill that expectation, he said. "I don't mean to sic all (of) you on the city, but I need your support on this," he said. "It actually costs the developer a fair amount to put this in, but we do not need this access.... I didn't realize it was going to cause such a ruckus to make this connection." Jorgensen said that the preliminary plat displayed at Thursday's meeting only represents the first phase of the subdivision, which consists of 105 lots on about 72 acres The second phase is on hold until the developer figures out how to incorporate the horse barns into the subdivision, he added. The cost of developing each lot is roughly $20,000, and Jorgensen expected lots to sell for about $70,000. Comparing the subdivision to Covington Park off of Mission Boulevard, he said the homes built on the lots -- expected to be a minimum of 2,500 square feet -- would probably sell for $350,000 or more. The developer also dedicated about 9 acres of land in the northeast corner of the first phase as public parkland -- perhaps with a walking trail -- but residents questioned why the Parks and Recreation Advisory Board voted to accept the steep, wooded hill. Cordell suggested the park should be shifted to the west where the connecting street had originally been mapped. Doing so would better serve both subdivisions, and the park would be more visible, he said. "I don't see how this is going to get much use," Cordell said, pointing out the park's secluded location could attract underage drinking and drug use. Hyland Park resident Clay Fulcher said he was amazed that the parks board would conduct an onsite visit of the property and then vote to accept the dedicated parkland without any public input from the neighbors. Ward 1 Alderwoman Brenda Thiel, who formerly served on the board, said voting on parkland dedications at the actual site has been a "problem with the process" for a while. She advised residents to contact the city's Parks and Recreation Division to find out if the board's decision can be appealed. "This is kind of just a green area," Jorgensen said, suggesting that the parkland dedication ordinance is generally geared toward preservation of greenspace rather than development of public parks. Woodcliff Road resident Jeff Erf has built a Web site dedicated to the Hyland Park Homeowners Association and included information regarding the new subdivision. The Web site also has a message board for residents to discuss issues facing the neighborhood.
