3. Trail & Greenway Corridor
Parks and Recreation staff request approval to negotiate purchase of approximately 40
acres of land along Clabber Creek in the Northwest Park District at or below appraised
value. The property would provide the opportunity to preserve open space, protect
existing watershed and continue an east -west pedestrian corridor. Funding for the
purchase of this property could come from a variety of sources.
PRAB Motion:
4. Park Land Dedication Fund Request:
Parks and Recreation staff requests $35,000 from the Northeast Park District for
installation of new electrical wiring, light poles, and lighting fixtures for three fields at Lake
Fayetteville Softball Complex. The current Capital Improvement funding for the project is
$200,365. The $35,000 will provide staff enough funding for the project based on a
preliminary cost estimate. The Northeast Park District has $141,387 in available funds.

A special meeting of the Fayetteville Parks and Recreation Advisory Board was held on January 15, 2002 at
12:00 p.m. at the Parks and Recreation Division located at 1455 Happy Hollow Road, Fayetteville, Arkansas.
PRESENT: Parks and Recreation Advisory Board members Colwell, Cook, Hill, Marley, Pawlik-
Holmes, and Shoulders, City Staff Edmonston, Gulley, Hatfield, Schuldt, Nelson, and Rogers.

Land Dedication
Park staff is interested in a land dedication.
Parks and Recreation Advisory Board members and city staff visited the 9+ -acre site south
of Hyland Park and east of Hwy. 265. David Jorgensen of Jorgensen & Associates and
Ron Quisenberry led a tour of the proposed park land. The property boasts scenic,
mountainous terrain with rock outcroppings and forests ideal for hiking and enjoying
nature.

Ms. Edmonston stated the property would greatly serve the public in the SE park quadrant.
The Comprehensive Master Plan designates this location as an underserved area within
city limits.
Mr. Schuldt explained staff concerns regarding the pond. Mr. Jorgensen said the pond
could remain as is or become a retention pond. He suggested not dedicating the pond
property at this time. The pond will be considered as a separate issue in future
development phases.
Ms. Edmonston suggested the possibility of a cost share venture for a perimeter
pedestrian/equestrian trail around the development. Mr. Quisenberry said it would have to
be economically feasible before a commitment could be made.
Mr. Hill raised the issue of parking. Mr. Hatfield suggested providing some parallel
parking. Mr. Jorgensen said additional access may be found during construction of Phase
II.
MOTION:

Mr. Colwell moved to accept a land dedication to satisfy the park land dedication
requirement for the proposed Conners Property development. Any excess acreage
will be banked for future development in this park quadrant.
Mr. Shoulders seconded the motion.
Ms. Pawlik-Holmes moved to amend the motion by excluding the pond property
from the land dedication.
Mr. Hill seconded the motion.
Upon roll call, the motion was approved unanimously 6-0-0.
II. Park Land Dedication Fund Request:
Parks and Recreation staff requests $35,000 from the Northeast Park District for

Lake Fayetteville Softball Complex The current Capital Improvement funding for the

Mr. Cook moved to appropriate Thirty Five Thousand Dollars ($35,000) from the
Northeast Park District Fund for the installation of new electrical wiring, light poles,
and lighting fixtures for three fields at Lake Fayetteville Softball Complex.
Mr. Colwell seconded the motion.
Upon roll call, the motion was approved unanimously 6-0-0.

Site visit is needed to discuss options.
Charles Sloan of Charles W. Sloan and Associates proposed offering land next to Owl
Creek for the Park Land Dedication Ordinance requirement for the proposed Double
Springs Subdivision. Mr. Sloan said he was willing to provide $20,000 to $25,000 worth
of improvements provided the park was named Tipton Park. He also stated he would
provide mowing and maintenance for two years from the date the land was deeded. Mr.
Sloan also requested any excess acreage be banked for future development.
There was discussion regarding the location of a detention/retention pond. Mr. Hatfield
said if there was sufficient space between the berm and the creek for a trail corridor he
could foresee no problem. Mr. Hill suggested possibly paving the bottom of the

detention/retention pond to provide parking.
MOTION:
Mr. Hill moved to accept a land dedication, excluding the detention/retention pond,
to satisfy the park land dedication requirement for the proposed Double Springs
Subdivision. Any excess acreage will be banked for future development in this park
quadrant. Mr. Sloan will maintain the property for two years from the date of the
park deed.
Mr. Marley seconded the motion.
Upon roll call, the motion was approved 6-0-0.

Parks and Recreation staff request approval to negotiate purchase of approximately 40
acres of land along Clabber Creek in the Northwest Park District at or below appraised
value. The property would provide the opportunity to preserve open space, protect existing
watershed and continue an east -west pedestrian corridor. Funding for the purchase of this

east -west pedestrian corridor.
