OF THE
PARKS AND RECREATION ADVISORY BOARD
January 7, 2002
A meeting of the Fayetteville Parks and Recreation Advisory Board was held on January 7, 2002 at 5:30 p.m. in
Room 326 of the City Administration Building located at 113 West Mountain Street, Fayetteville, Arkansas.
PRESENT: Parks and Recreation Advisory Board members Marley, Colwell, Hill, Mauritson,
Shoulders, Cook, Eads, and Pawlik-Holmes; City Staff Edmonston, Gulley, Hatfield, Schuldt, Nelson,
Wright; Press and Audience.
AGENDA
Trey Marley and Kristin Pawlik-Holmes were introduced and welcomed as new Parks and
Recreation Advisory Board members.
I. Election of Officers: Nominating Committee
MOTION:
Mr. Shoulders nominated Wade Colwell for Parks and Recreation Advisory Board Chairman.
Mr. Hill seconded the nomination.
Upon roll call, the nomination was approved 7-0-0 with Marley, Colwell, Hill, Mauritson,
Shoulders, Cook, and Eads voting 'yes' and Pawlik-Holmes absent for the vote.
MOTION:
Mr. Colwell nominated Gail Eads for Parks and Recreation Advisory Board Vice Chairman.
Mr. Mauritson seconded the nomination.
Upon roll call, the nomination was approved 8-0-0.

II Approval of PRAB December 3, 2001 meeting minutes.
MOTION:
Mr. Hill moved to approve the Parks and Recreation Advisory Board December 3, 2001
meeting minutes as distributed.
Ms. Eads seconded the motion.
The motion was approved 8-0-0.
III. Botanical Garden Society of the Ozarks Board Member Appointment:
In accordance with Resolution No. 83-97 approving a land lease agreement with the Botanical
Garden Society of the Ozarks, Inc., at least one member of the Society's Board of Directors must be
a current member of the Parks and Recreation Advisory Board. Craig Mauritson was recommended
an appointee.
MOTION:
Ms. Eads moved to approve the appointment of Craig Mauritson to serve on the Botanical
Garden Society of the Ozarks Board of Directors.
Mr. Colwell seconded the motion.
The motion was approved 8-0-0.

Mr. Schuldt explained that previous lot splits and the potential addition of a new housing unit
has changed the definition of this development to a subdivision and requires a Park Land
Dedication Ordinance recommendation by the Parks and Recreation Advisory Board.
Mr. Schuldt said he and Mr. Hatfield had looked at the land and could see no trail
opportunities.
MOTION:
Mr. Hill moved to accept money in lieu of a land dedication to satisfy the park land
dedication requirement for the Richard Ulrich property located on Tackett Drive.
Mr. Cook seconded the motion.
Upon roll call, the motion was approved 8-0-0.

Park staff recommends that the Parks and Recreation
Advisory Board visit the site during a special noon
meeting. The developer is interested in donating more

Charles Sloan of Charles W. Sloan and Associates proposed offering land next to Owl Creek
for the Park Land Dedication Ordinance requirement for the proposed Double Springs
Subdivision. Mr. Sloan said the property owners were interested in having a park and naming
it Tipton Park after their grandfather. Mr. Sloan stated he was willing to dedicate the park
land and provide $20,000 to $25,000 worth of improvements during construction of the
subdivision as well as keeping the area brush hogged, cleaned, and maintained during the
construction phase. Basketball courts and a pavilion were amenities Mr. Sloan suggested as
possibilities to be provided by the developer.
A site visit was scheduled for Tuesday, January 15, 2002 at 12:00 p.m.

Mr. Jorgensen said the Meadowlands developers have requested using banked land to satisfy
the Park Land Dedication Ordinance requirement for Phase III of this development.
MOTION:
Mr. Mauritson moved to follow the Staff recommendation to accept land previously
banked to satisfy the Park Land Dedication Ordinance requirement for Meadowlands
Phase III.
Mr. Cook seconded the motion.
Upon roll call, the motion was approved 8-0-0.

VIII. Swimming Pool Fee Proposal: David Wright, Program Coordinator
Program Coordinator, David Wright presented a proposal to raise admission fees to the
Wilson Park swimming pool. Fees are currently set by City Ordinance.
M 2001, pool revenues were $38,915. Mr. Wright said the pool required approximately
$120,000 to operate. Mr. Wright said he felt the pool helped improve the quality of life in
the community. More than 24,000 people visited the pool in 2001.
In the fall of 1999, Parks and Recreation conducted a regional swimming pool survey to
compare admission fees with other communities. Parks and Recreation Staff recommends
a fee increase that will serve two purposes. The proposed fees will simplify the current price
categories and will raise fees to the regional average.

*Group Discounts are for licensed day cares centers. Discounts are only available to day care
centers who are approved by the Parks and Recreation Superintendent and schedule their
pool visit with Wilson Pool Staff.

PRAB Regular Meeting
Reducing operating hours and shortening the swimming season were discussed as other
possible methods to reduce costs. Various alternatives were debated. Staff feels it is
important to provide a quality program at an affordable price for the participants.
MOTION:
Mr. Shoulders moved to recommend to City Council a raise in admission fees to the
Wilson Park swimming pool as presented by Parks Staff.
Mr. Marley seconded the motion.
Upon roll call, the motion was approved 8-0-0.
IX. Parks and Recreation Accomplishments Slideshow
Eric Schuldt, Terry Gulley, and David Wright presented a summary of 2001
accomplishments. A written summary will appear in the 2001 Annual Report.
X. Other Business
Mr. Schuldt announced that a 70 -foot trail corridor along the northern boundary of the
Comfort Hill development had been obtained.
Mr. Shoulders asked about the status of Mt. Sequoyah Gardens Park. Ms. Edmonston stated
the land was still settling.
Mr. Cook commented on the Sierra Club trail design.

Admission Fees for Wilson Park Swimming Pool are set by City Ordinance. In 1999, Parks and

ADMISSION FEE STUDY ANALYSIS
In October 1999, the Fayetteville Parks and Recreation Division conducted a survey to determine
the admission fees charged at other Municipal Outdoor Swimming Pools. The enclosed survey
was sent to 34 cities in the states of Arkansas, Kansas, Oklahoma and Missouri. 20 surveys were
returned providing us with a 59 percent return rate.

4. Donations:
More than 40 people participated in the Center Prairie Trail community project December
8. Mayor Dan Coody, City Council members, city employees, local Boy Scouts, and
members of the community pulled old railroad ties and cleared brush from the trail.
Stephanie Parsons donated $150 for a park bench at Wilson Park and purchased a
dogwood tree to be planted in the park.
