OF THE
PARKS AND RECREATION ADVISORY BOARD
December 3, 2001
A meeting of the Fayetteville Parks and Recreation Advisory Board was held on December 3, 2001 at 5:30 p.m.
in Room 326 of the City Administration Building located at 113 West Mountain Street, Fayetteville, Arkansas.
PRESENT: Parks and Recreation Advisory Board members Eads, Hill, Colwell, Cook, Nickell,
and Mauritson; City Staff Edmonston, Gulley, Hatfield, Schuldt, Nelson; Press; and Audience.
ABSENT: Ackerman, Shoulders
AGENDA
I. Approval of PRAB November 5, 2001 meeting minutes.
MOTION:
Mr. Hill moved to approve the Parks and Recreation Advisory Board November 5, 2001
meeting minutes as distributed.
Ms. Eads seconded the motion.
The motion was approved 6-0-0.
II. Approval of PRAB November 13, 2001 meeting minutes.
MOTION:
Mr. Hill moved to approve the Parks and Recreation Advisory Board November 13, 2001
meeting minutes as distributed.

III. Farewell to PRAB members Judie Nickell and Bill Ackerman
Appreciation was expressed to board members whose terms are expiring.
IV. Botanical Garden Society of the Ozarks Board Member Appointment:
Mr. Colwell said a current Parks & Recreation Advisory Board member is required to serve on the
Society's Board of Directors.
Mr. Mauritson expressed an interest but requested the item be tabled until the two new board
members are appointed.
ITEM TABLED UNTIL JANUARY 7, 2002 MEETING
V. Trail & Greenway Workshop Report: Steve Hatfield
Mr. Hatfield reported on Trails & Greenways Public Workshops conducted on November 27 at
Butterfield School and November 29 at Genesis Engineering Research. Twenty-nine participants at
the Butterfield workshop provided good ideas and feedback. The third and final workshop will be
Wednesday, November 5 at 12:00 p.m. in Room 326 at the City Administration Building. Following
the workshop, a map will be available in the Parks office for the next several weeks for additional
input and suggestions.
Mr. Hatfield announced a work day has been scheduled for Saturday, December 8 for Prairie/Center
trail cleanup from 8:30 a.m. until 4:00 p.m. Pizza will be served at 12:00 noon.

WBR Engineering Associates Project Engineer, Bill Rudasill, said five lots will be single family lots
with free standing buildings. One of those lots will have a free standing garage with a studio
apartment above it if the conditional use is approved.
Mr. Schuldt reminded the Parks and Recreation Advisory Board that the actual park land fee will
be determined on the date of final Planning Commission approval.
Mr. Hill questioned whether proposed developments being considered for Park Land Dedication
• Ordinance recommendations were being studied for the possibility of trails.

Mr. Schuldt said properties are analyzed by several staff members and site visits are conducted
prior to Parks and Recreation Advisory Board presentation.
MOTION:
Mr. Hill moved to accept money in lieu of a land dedication to satisfy the park land
dedication requirement for the proposed Ash Acres PUD.
Mr. Mauritson seconded the motion.
Upon roll call, the motion was approved unanimously 6-0-0.

Mr. Schuldt reminded the Parks and Recreation Advisory Board ofthe new park acreage taken
from Fairfield Subdivision which is located west of Red Oak Park and will become part of the
east/west greenway/trail system along Clabber Creek. Exact acreage is still being determined for
this piece of property.
David Jorgensen ofJorgensen & Associates said there is a possibility that land banked for the
Fairfield Subdivision could be used for this development and is currently being researched.
MOTION:
Mr. Hill moved to accept money in lieu or equivalent of banked land subject to rezoning
and annexation to satisfy the park land dedication requirement for the proposed 51"
Street Subdivision.
Ms. Nickell seconded the motion.

Money in lieu of land
Staff recommends that the Parks and Recreation
Advisory Board recommend a 30' trail corridor along the
northern boundary. If it is determined by staff that a
quality trail corridor can be established and obtained in
future development to the north, PRAB will recommend
money in lieu.
Mr. Schuldt said staff had been working with Mike Bender ofNorthstar Engineering Consultants
trying to determine a recommendation. Staff is interested in continuing the trail corridor, heading
west, along Clabber Creek. Parks and Recreation owns 11.59 acres [Salem Village] east of this
new development. Staff wants to be assured that land can be obtained either through this
development or future development that can be used as the trail corridor.
Mr. Hatfield said the property does not go to the center line of the creek. North of the
development is another parcel of land which encompasses the creek and the flood plain. Mr.
Hatfield said the trail would be better served in this area.
Mr. Schuldt said staff needed more time to work with the developer and engineer to determine the
trail corridor but were recommending a 30 -foot trail corridor along the northern boundary of the
property at this time. This would accommodate a 10-12 foot wide trail. However, ideally staff
would prefer land closer to the creek.
Mr. Cook and Mr. Mauritson favored taking land instead ofgambling on whether land to the north
would be developed at a later time.
Mr. Bender said it was possible the owner could purchase additional land to the north to
accommodate a 30 -foot trail corridor but could not make a guarantee.
Mr. Hill preferred recommending a combination of money and land as recommended by staff.
However, requiring 30 -foot based on the current information was a concern. Mr. Hill said he

would rather staff work with the owner and developer to determine an appropriate
recommendation.
MOTION:
Mr. Hill moved to accept a combination of money and/or land as negotiated by City staff
for the purpose of a trail corridor to satisfy the park land dedication requirement for the
proposed Comfort Hill and recommend a waiver of the Park Land Dedication Ordinance
from City Council.
Ms. Nickell seconded the motion.
Upon roll call, the motion was approved unanimously 6-0-0.
Mr. Colwell said a Master Trails Plan would be very helpful to developers. He also suggested
implementing an Adopt -A -Park program with home owners along trails to help with mowing and
maintenance needs.
X. Other Business
The next regular Parks and Recreation Advisory Board meeting is scheduled for January 7, 2002
at 5:30 p.m.

The afore mentioned project will consist of a 6 lot residential PUD. One house is existing and should
not be considered as a part of the parks requirement. The remaining five lots will be single family lots
with free standing buildings. One of those Tots however will have a free standing garage with a studio
apartment above it if the conditional use is approved. As this is a PUD and the density is above 4 units
per acre but less than 7.5 units per acre, 35 percent of the property must be reserved as common active
green space and dedicated as such to the land owners/POA within the subdivision. Therefore, we
respectfully request the city consider this as our parks requirement and not burden the property with
additional encumberments. We fully understand that the maintenance of the park area is the
responsibility of the POA and lot owners within the subdivision. If the city however feels that the 35
percent green space is a requirement above and beyond the normal parks requirement, we respectfully
request cash in -lieu of land as a land requirement would reduce the project density.

of Rupple Road in northwest Fayetteville, Arkansas. The development is immediately north and west of
