OF THE
PARKS AND RECREATION ADVISORY BOARD
October 8, 2001
A meeting of the Fayetteville Parks and Recreation Advisory Board was held on October 8, 2001 at 12:00
p.m. at the Parks and Recreation Division located at 1455 Happy Hollow Road, Fayetteville, Arkansas.
PRESENT: Parks and Recreation Advisory Board members Colwell, Cook, Eads, Mauritson,
Hill, Nickell and Ackerman; City Staff Edmonston, Gulley, Hatfield, Schuldt, Nelson; Press; and
Audience.

Parks and Recreation Advisory Board Chairman Colwell introduced Leonard Gabbard.
1. Approval of PRAB September 10, 2001 meeting minutes.
MOTION:
Mr. Hill moved to approve the Parks and Recreation Advisory Board September 10, 2001
meeting minutes as corrected.
Ms. Eads seconded the motion.
The motion was approved 6-0-0 (Mr. Ackerman arrived later).

PRAB Regular Meeting
III Other Business:
Mr. Colwell commented on a public meeting conducted at Bundrick Park on September 11, 2001.
Ms. Edmonston estimated the time frame for the playground equipment to be installed at late
November or early December.
Ms. Edmonston reported that Eric Schuldt, Terry Gulley, David Wright, Jeff Coles and herself
attended the National Recreation and Park Association meeting in Denver, Colorado the first week
of October. Ms. Edmonston and Mr. Gulley also visited the Aurora Sports Park, a multi -field, multi-
use sports park opening in 2003, under construction on a 212 -acre site along the Sand Creek Regional
Greenway.'

Justification:
PRAB Regular Meeting
The Parks and Recreation Division is interested in
obtaining an additional park in this section of town but
would prefer a larger land dedication. The city has recently
purchased 19 acres approximately one block west of this
proposed development and the American Legion baseball
field is located across the street. Both of these properties
may be available in the future as new park sites.
A discussion was held concerning collection of park land fees. Currently, the park land fee
rate is determined on the date of Final Planning Commission approval unless it is approved
at the Final Subdivision Committee level. To decrease confusion, City Attorney Kit Williams
is looking at options to change this process. Staff recommends the Parks and Recreation
Advisory Board only vote on accepting money in lieu, accepting a land dedication, or
accepting a combination without specific amounts.
MOTION:
Mr. Hill moved to accept money in lieu of a land dedication to satisfy the Park Land
Dedication Ordinance requirement for Heritage East.
Ms. Eads seconded the motion.
Upon roll call, the motion was approved 7-0-0.
Mr. Gulley requested $1,500 in additional Park Land Dedication funds to purchase vinyl
fence material at North Shore Park at Lake Fayetteville' following concerns using treated
wood products. These concerns were discussed in detail at Environmental Concerns
Committee meetings.
MOTION:
Ms. Nickell moved to appropriate an additional One Thousand Five Hundred
Dollars ($1,500) from the Northeast Park District Fund for the purchase of vinyl
fence material for North Shore Park at Lake Fayetteville.
Mr. Ackerman seconded the motion.
Upon roll call, the motion was approved 7-0-0.

PRAB Regular Meeting
Ms. Edmonston stated a meeting to discuss the Park Master Plan is scheduled Friday,
October 12 with the Urban Development Director and City Planner.
Mr. Cook suggested organizing a hands on project for Parks and Recreation Advisory Board
members.
V. Adjournment
The meeting adjourned at 12:40 p.m.
