Staff Recommendation: Money in lieu of land
Developer's Recommendation: Money in lieu of land
Justification: Lewis Park is across the street from this development and Asbell
Park is very accessible as well to serve the residences of this
subdivision. PRAB viewed Phase I of this subdivision on
September 11, 2000 with a recommendation to accept money in
lieu. Land in this area is not reconunended by the proposed Park
Master Plan.
PRAB Motion:
4. Amendment to Park Name Policy:
Park and Recreation Staff recommend to amend the Naming Park Facilities Policy with
the following additions: (See attached proposed policy with recommended additions
highlighted.)
• This one month duration will allow for public comment on the proposed
names and "will enable the Parks and Recreation staff to seek approval
from the City's 911 Coordinator."
• Note: A name recommendation from the Sidewalk/Trails Committee for
trail facilities will be required prior to forwarding to the Parks and
Recreation Advisory Board.

OF THE
PARKS AND RECREATION ADVISORY BOARD
September 10, 2001
A meeting of the Fayetteville Parks and Recreation Advisory Board was held on September 10, 2001 at 4:30 p.m.
in Room 326 of the City Administration Building located at 113 West Mountain Street, Fayetteville, Arkansas.
PRESENT: Parks and Recreation Advisory Board members Colwell, Cook, Eads, Hill, Nickell and Shoulders;
City Staff Edmonton, Gulley, Hatfield, Schuldt, Nelson; Press; and Audience.
ABSENT: Ackerman, Mauritson
AGENDA
I. Introduction: Steve Hatfield, Parks Landscape Architect
Parks and Recreation Superintendent, Connie Edmonston, introduced Steve Hatfield. Mr. Hatfield will
be responsible for trails and greenways within the city.
II. Approval of PRAB August 6, 2001 meeting minutes.
MOTION:
Mr. Hill moved to approve the Parks and Recreation Advisory Board August 6, 2001 meeting
minutes.
Mr. Shoulders seconded the motion.
Upon roll call, the motion was approved 5-0-0 (Ms. Eads arrived later).
III. Park Land Dedication Ordinance:

a recommendation to accept money in lieu of land. Land in this area
is not recommended by the proposed Park Master Plan.
Owner Dale Schultz stated the number of multi units would be thirty-
two. The money in lieu requirement, based on thirty-two multi units,
will be $12,000.
Mr. Hill moved to accept money in lieu of a land dedication to satisfy the Park Land Dedication
Ordinance requirement for Lewis Street Town Homes Phase 2.
Ms. Nickell seconded the motion.
Upon roll call, the motion was approved 5-0-0.
IV. Amendment to Park Name Policy:
Parks and Recreation Staff recommend amending the Naming Park Facilities Policy with the following
additions:

Mr. Schuldt said the Sidewalk/Trails Committee has been receiving requests to name trails. The Naming
Park Facilities Policy will incorporate both the Sidewalk/Trails Committee and the Parks and Recreation
Advisory Board for this process.
MOTION:
Ms. Nickell moved to approve the recommended additions to the Naming Park Facilities Policy
as presented by Parks staff.
Mr. Cook seconded the motion.

Upon roll call, the motion was approved 5-0-0.
V. Bundrick Park Public Meeting Report: Eric Schuldt
Mr. Schuldt reported an August 9, 2001 public meeting was held at Bundrick Park to solicit
neighborhood input on the development of the 4.25 acre parcel of land. Residents agreed a playground
structure should be implemented first followed by trail construction, picnic facilities, and swings. Parks
Operations Coordinator, Kim Rogers, has obtained several playground designs and a second meeting will
be held September 11 to decide which structure will be used.
VI. Special 2002 Budget Meeting:
A meeting was scheduled for Tuesday, September 18, 2001 at 11:30 a.m. at the Parks and Recreation
Division located at 1455 S. Happy Hollow Road, Fayetteville, Arkansas.
VII. Soccer Report:
Mr. Schuldt reported registration for youth soccer ended on August 22 with over 1,000 participants.
New uniforms have been distributed, and games begin Saturday, September 15, 2001. Game times have
been staggered to help address parking issues at the Lewis/Asbell soccer facilities.
VIII Other Business:
Mr. Schuldt reminded the Advisory Board the Park Master Plan was being presented to the Planning
Commission tonight and urged members to attend.
Parks and Recreation Advisory Board members briefly discussed increasing swimming pool fees and
addressing other revenues. Mr. Colwell recommended implementing activities to promote the Wilson
Park swimming pool.
Urban Development Director, Hugh Earnest announced a Smart Growth conference, focusing on
northwest Arkansas, will be held at 6:30 p.m. on September 11 at the Fayetteville Town Center. Boise,
Idaho Mayor H. Brent Coles, past president of the U.S. Conference of Mayors, will be the featured
speaker.
IX. Adjournment
The meeting adjourned at 5:05 p.m.
