Approval of PRAB July 9, 2001 meeting minutes 2. Sweetbriar Park Request: Andrea Radwell and Family Ms Radwell is requesting to donate a bench and a cat sculpture in memory of her sister. Terra Studios would design the sculpture. See attached letter. PRAB Motion: 3. Fayetteville Disc Golf Club Proposal: Jeff Ash The Disc Golf Club is requesting to build a course at the Lake Fayetteville Hobby Use Area on the east side of Highway 265 behind the United Way Office See attached proposal. PRAB Motion: • 4. September PRAB Meeting: PRAB meeting for September falls on Labor Day and therefore will be rescheduled for the following Monday on September 10. The Park Master Plan will be on the Planning Commission agenda for approval on September starting at 5:30. Please check your calendars if you could meet at 4:30 on September 10 for PRAB followed by Planning Commission at 5:30. • 5. Other Business 6. Adjournment Attachments: PRAB Meeting Minutes - July 9, 2001 Andrea Radwell Letter Fayetteville Disc Golf Club Proposal CIP Update Park Land Dedication Ordinance Fund Monthly Report HMR Monthly Report 1 MINUTES OF A MEETING OF THE PARKS AND RECREATION ADVISORY BOARD August 6, 2001 A meeting of the Fayetteville Parks and Recreation Advisory Board was held on August 6, 2001 at 5:30 p.m. in Room 326 of the City Administration Building located at 113 West Mountain Street, Fayetteville, Arkansas. PRESENT: Parks and Recreation Advisory Board members Ackerman, Colwell, Cook, Eads, Hill, and Mauritson; City staff Edmonston, Gulley, Schuldt, Nelson; Press; and Audience. ABSENT: Nickell, Shoulders AGENDA I. Approval of PRAB July 9, 2001 meeting minutes. MOTION: Mr. Ackerman moved to approve the Parks and Recreation Advisory Board July 9, 2001 meeting minutes. Mr. Hill seconded the motion. The motion was approved 5-0-0. (Mr. Mauritson arrived later.) II. Sweetbriar Park Request: Andrea Radwell and Family Ms. Andrea Radwell, an Elaine Avenue resident, requested donating a bench and cat sculpture in memory of her sister who enjoyed sitting in Sweetbriar Park. Willis Miller, a Terra Studios associate artist' has designed a cat sculpture to accompany the bench. The 64 -inch bench will be constructed of non - chemically treated redwood, white oak, or cedar and placed under some large trees in the center of the park with the cat looking up at those seated. Ms. Radwell said the family would assume responsibility for anchoring the bench and sculpture and were willing to help with any maintenance which might be required. Ms. Edmonston said those details could be worked out with Ms. Radwell. Park staff will supervise installation of the structures. MOTION: Mr. Ackerman moved to accept the donation of a bench and cat sculpture for Sweetbriar Park and asked the Radwell family to work with Parks staff on the design and installation of the bench and sculpture. Mr. Hill seconded the motion. Upon roll call, the motion was approved 5-0-0. III Fayetteville Disc Golf Club Proposal: Jeff Ash Fayetteville High School West Campus teacher and Fayetteville Disc Golf Club secretary Jeff Ash, proposed a new 18 -hole disc golf course be developed at Hobby Use Park. The popularity of disc golf has exploded nationwide and during the past several years Gulley Park has experienced a dramatic increase of disc golfers using the course. As many as 100 people have been using the course at one time. The development of a second course would reduce the number of disc golfers at Gulley Park and would provide the City of Fayetteville with a championship caliper disc golf course. Mr. Ash explained disc golf courses fit into the existing flora of the park and utilize underused areas such as thick woods and slopes. Courses easily coexist with other activities such as hiking, dog walking, playgrounds, and picnicking. Mr. Ash also mentioned the economic benefits a new course could bring to the community A short video was viewed illustrating course design, maintenance, and popularity of disc golf. A proposed baseball stadium west of the disc golf course development would not be affected; the two facilities could complement one another. Shared parking and restroom facilities would be added if the baseball stadium came to fruition. Site access and parking accommodations were discussed. Ms. Edmonston said a waiver would be sought from the Planning Commission for a fenced gravel parking lot accessible from Ivey Lane. Mr. Ackerman asked who would build the course. Mr. Ash said Fayetteville Disc Golf Club volunteers would actually develop the course. Amenities such as benches and trash can holders could be a building trades project for West Campus students. Program management, offsetting maintenance costs, and future amenities additions was also discussed. Ms. Edmonston said it was also possible that heavy work loads or inclement weather could prevent course mowing at times. MOTION: Mr. Mauritson moved to endorse the development of a disc golf course at Hobby Use Park in cooperation with City staff. Ms. Eads seconded the motion. Park Land Dedication Funds versus Capital Improvement Program funding discussion followed. Actual funding request will be presented to the Parks and Recreation Advisory Board following Planning Commission approval. Upon roll call, the motion was approved 6-0-0. IV. September PRAB Meeting: Due to the Labor Day holiday, the next regular Parks and Recreation Advisory Board was scheduled for Monday, September 10 at 4:30 p.m. The Park Master Plan will be on the Planning Commission agenda for approval at 5:30 p.m. V. Other Business: Park staff recommends an expenditure of up to $1,700 from the Northwest Park Land Dedication Fund to pay the remaining balance of the construction costs for the Lewis/Asbell sidewalk crosswalk project. An additional sidewalk was constructed for this project to the north for connectivity purposes and to the east to provide access to the Lewis restroom and concession stand. This was ajoint project between the Sidewalk Division and the Parks and Recreation Division. MOTION: Mr. Ackerman moved to appropriate One Thousand Seven -Hundred Dollars ($1,700) from the Northwest Park Land Dedication Fund for construction costs associated with the Lewis/Asbell sidewalk crosswalk project. Mr. Mauritson seconded the motion. Upon roll call, the motion was approved 6-0-0. Board members commented on the Monday, August 6, 2001 Northwest Arkansas Times Viewpoint in favor of no -mow park areas. August 6, 2001 / Page 3 • • PRAB Regular Meeting Ms. Edmonston said completed budget work papers are due August 27. A special board meeting will be scheduled prior to budget submission. VI. Adjournment Mr. Colwell adjourned the meeting at 6:30 p.m. MINUTES APPROVED: SEP 1 0 2801 MINUTES TAKEN BY: John Nelson �� 7 August 6, 2001 / Page 4 July 23 2001 • To: Park Board • • City of Fayetteville From: Andrea Radwell and Family 2233 Elaine Avenue Fayetteville 72703 443-6539 aradwell@uark.edu Re: Bench and Sculpture for Sweetbriar Park I have been communibating with Eric Schultz regarding the wishes of my family to contribute a bench and piece of sculpture to the City to be placed in Sweetbriar Park in memory of my sister. She enjoyed sitting in that park, and it is a quiet neighborhood park that we think would be a suitable place. We are aware of the possibility of vandalism that exists in all public places, but we are willing to assume that risk. Willis Miller, a artist affiliated with Terra Studios in Durham, AR has been working on a piece of sculture — it is a cat that is the size of an average house cat. He has included a base that can be placed in concrete to secure it. He is an outstanding artist who has received considerable recognition. We think it would be enjoyed by anyone who visits the park. We have looked hard for a bench that has the quality to stand up to the weather. We finally decided to request a friend of the family who is a carpenter to build something that has sufficient durability. I am attaching a picture of the design he will use. We understand that citizens have requested that chemically treated wood not be used in public parks. We are proposing the use of red/ W ood. • There is a nice place under some large trees in the center of Sweetbriar Park with a mulch bed that we thought would be a very nice spot to place the bench with the cat looking up at those that are seated. We would assume responsibility for putting in some concrete to anchor the bench and the sculpture, and we would place some more mulch in the area so that mowing would not present a problem. We live on the street and are more than willing to help with any maintenance that might be required. We have a wedding/family reunion planned for September 29, and we would like to finish this project by that time. Please consider our request at your next Park Board meeting, which I was informed is scheduled for Monday, August 6. I can attend the meeting, and if there is any other information I could provide you prior to the meeting, 1 would be happy to do so (contact information is shown above).
