AGENDA
1. Approval of PRAB meeting minutes June 4, 2001.
PRAB Motion:
2. Park Land Dedication Fund Request:
Parks and Recreation Staff requests $491.97 from the Southeast Park District for a bronze
plaque for the new Walker Park pavilion in acknowledgment of the Chamber of
Commerce Contractors Committee for building the pavilion.
PRAB Motion:
Parks and Recreation Staff requests up to $12,000 from the Southwest Park District to
purchase a playground for Greathouse Park. Currently there is approximately $16,000 in
the capital fund designated for this playground. Playground cost and installation is
estimated at $28,000.
PRAB Motion:
3. Discussion on Greenway Tract: Kyle Cook
Discussion of a 30.5 acre tract of land located south of Township for a greenway area.
See attached map.
4. Other Business:
The Park Master Plan will be presented to City Council and Planning Commission on
Monday, July 16, 2001 at 6 p.m., University of Arkansas Genesis. Hope you can attend.
The Parks and Recreation Advisory Board will take a fifteen minute recess and will reconvene
at the Cliffs Apartments proposed development west of Highway 265 to review the land.

Staff Recommendation: Money in lieu of land thus requiring a wavier of the
ordinance to City Council for the following reasons:
1. The development provides lakes, swimming pool, basketball court, trail
and picnic facilities for their residents. See attached letter.
2. Happy Hollow School Park & Ridgeway View Park are located in this
area.
3. There would be confusion between the City Park and the residential park
features the development is providing.
4. Park land acquisition to the north of the development is preferred in the
future.
The ordinance states:
"...However, if the Parks and Recreation Advisory Board determines that a
neighborhood park is not feasible or advisable, it may recommend to the City
Council that a cash contribution pursuant to our ordinance be accepted in lieu of
land dedication. The City Council will either accept the recommendation for a
cash contribution or return the subdivision plat to the Parks Board with
instructions or further study."

OF THE
PARKS AND RECREATION ADVISORY BOARD
JULY 9, 2001
A meeting of the Fayetteville Parks and Recreation Advisory Board was held on July 9, 2001 at 5:30 p.m. in
Room 326 of the City Administration Building located at 113 West Mountain Street, Fayetteville, Arkansas.
PRESENT: Parks and Recreation Advisory Board members Ackerman, Colwell, Cook, Eads; Hill,.Nickell,
Mauritson and Shoulders; City staff Edmonston, Gulley, Schuldt, Nelson; Press; and Audience.
AGENDA
I. Approval of PRAB June 4, 2001 meeting minutes.
MOTION:
Mr. Ackerman moved to approve the Parks and Recreation Advisory Board June 4, 2001
meeting minutes.
Ms. Eads seconded the motion.
The motion was approved 8-0-0.
II. Park Land Dedication Fund Request:
Parks and Recreation Staff requests $491.97 from the Southeast Park District for a bronze plaque for
the new Walker Park pavilion acknowledging the Fayetteville Chamber of Commerce's Construction
& Developers Committee for building the pavilion.
MOTION:
Ms. Nickell moved to appropriate Four Hundred Ninety -One Dollars and 97 Cents ($491.97) from
the Southeast Park District for a bronze plaque for the new Walker Park pavilion acknowledging
the Fayetteville Chamber of Commerce's Construction & Developers Committee for building
the pavilion.
Mr. Hill seconded the motion.
Upon roll call, the motion was approved unanimously 8-0-0.

PRAB Regular Meeting
Parks and Recreation Staff requests up to $12,000 from the Southwest Park District to purchase a
playground for Greathouse Park. Currently there is approximately $16,000 in the capital fund designated
for this playground. Playground cost and installation is estimated at $28,000.
Mr. Colwell inquired about existing playground equipment at the park. Ms. Edmonston said a climbing
apparatus and slide had been removed for safety purposes, but the swings were still in place. Finding
a suitable playground has been challenging due to Federal Emergency Management System (FEMA)
regulations regarding floodways. A neighborhood meeting will be conducted to present the playground
design for approval.
Addressing a question regarding fall safe material, Mr. Schuldt said the depth of the material depends on
the type of surfacing used and the height of equipment.
MOTION:
Mr. Ackerman moved to appropriate up to Twelve Thousand Dollars ($12,000.00) from the
Southwest Park District for playground development at Greathouse Park.
Mr. Mauritson seconded the motion.
Upon roll call, the motion was approved unanimously 8-0-0.
III. Discussion on Greenway Tract: Kyle Cook
Mr. Cook presented a 30.5 acre tract of land located south of Township Street for discussion as a
possible greenway area Describing the hillside as an asset to the city, Mr. Cook proposed setting up a
trust fund or asking developers to purchase the property and set aside as a bank for future development.
Zoned as a residential area, the $915,000 tract was envisioned as a nature area with walking trails. Ms.
Edmonston said if developers were to bank the land based upon future development, it would have to
be in that park quadrant. Mr. Cook said he had considered conservation easements and had discussed
the issue with Ozark Regional Land Trust' and explored other possibilities such as The Nature
Conservancy' and the Tree & Trails Task Force Committee.
Mr. Ackerman suggested Mr. Cook pursue other avenues because the expense for the Parks and
Recreation budget was not realistic in light of a declining tax base and the number of facilities to
maintain. Mr. Schuldt said an additional funding mechanism was needed in order for the city to be able
to purchase pieces of property for open space.

PRAB Regular Meeting
The Park Master Plan will be presented to City Council and Planning Commission on Monday, July 16,
2001 at 6:00 p.m., University of Arkansas Genesis.
Ms. Edmonston announced the appointment of Bill Ackerman to a seven-year term on the Arkansas
Game and Fish Commission by Governor Mike Huckabee.
Ms. Edmonston announced that Steve Hatfield, a landscape architect from Tulsa, Oklahoma, will be
Joining the Parks and Recreation Division as Trails & Greenways Coordinator.
Mr. Colwell reported the annual Gulley Park Cow Paddy Run was held July 4, 2001. The fund-raising
event for Boy Scout Troop 116, included an adult four -kilometer race, kids' runs, and bike races.
Additionally, a Bike Safety Rodeo coordinated by the Bicycle Coalition of the Ozarks, skydivers, and
lunch were part of the event. Approximately 150 adults and 100 kids participated.
Mr. Schuldt announced the USSSA 8 & Under World Tournament July 12-15. Twenty-four teams from
around the country will participate.
Ms. Edmonston reminded the audience of the Fifth Annual Gulley Park Summer Concert Series. Cherry
Brooks and TLC will be appearing Thursday, July 12 and Ultra Suede will play Thursday, July 19.

Jerry Kelso, an engineer with Crafton, Tull and Associates, gave an overview of the Cliffs Apartments
project which began in 1993. Because 288 units are planned for development outside the original 1993
plan, this addition requires a park land dedication recommendation. Phase III of the development includes
348 multi units on 147.5 acres. Like the first two phases, Mr. Kelso said recreational amenities such as
a swimming pool, fishing lakes, tennis court, basketball goals, benches, grills, and a clubhouse would
be provided for the residents. Additionally, a walking/jogging trail is planned for the complex. Although
developers are not required to provide such amenities for their residents, Ms. Edmonston said she
encouraged them to do so. Ms. Edmonston said land acquisition north of the development is preferred
in the future. Mr. Ackerman requested a list of amenities planned for the complex be filed with the Parks
Office.
MOTION:
Mr. Hill moved to accept money in lieu of a land dedication to satisfy the park land dedication
requirement for the proposed Cliffs Apartments Phase III and recommend a waiver of the Park
Land Dedication Ordinance from City Council.
Ms. Nickell seconded the motion.
Upon roll call, the motion was approved unanimously 8-0-0.
VI. Adjournment
Mr. Colwell adjourned the meeting at 6:15 p.m.

As you requested, we have located the existing amenities within the Cliffs Apartment
Complex on Highway 265. There are 6 charcoal grill & picnic table combinations and
one gazebo that exist within the complex at this time. There are also 3 existing lakes
that are stocked with fish and can used by all residents for fishing. Swimming is not
allowed in these lakes, but a swimming pool does exist in Phase 1 for that purpose. A
sketch that shows the location of these existing amenities is attached for your use.
With the planned additions to the Cliffs in the 3r° phase of the development, the same
paftem will be followed with picnic tables and charcoal grills placed throughout the
addition. Precisely how many table/grill combinations will be added is yet to be
determined. Two new lakes will be constructed and will be stocked with fish. Also,
several basketball goals will be erected throughout both the existing and proposed
complexes. An Olympic -sized pool along with a very large clubhouse will also be
constructed, and will be available for use by residents of the complex. A jogging/walking
trail is planned for the entire development, and will be constructed along with the
proposed 24 units in Phase 3.
