Park Staff requests $5,500 from the Northeast Park District Fund to purchase and install a 2 -rail fence at Routh Park to protect the wildflower garden. PRAB Motion: Park Staff requests $50,000 from the Northeast Park District Fund to purchase and install a new playground at Veterans Memorial Park at Lake Fayetteville. PRAB Motion: Park Staff requests $6.500 from the Northeast Park District Fund to purchase and install a 2 -rail fence at North Shore Park at Lake Fayetteville. PRAB Motion: 5. PRAB Motion: The Parks and Recreation Advisory Board will take a fifteen minute recess and will reconvene at the proposed Elder Apartments on Lewis Avenue. After this site visit. the PRAB will go to the proposed Cross Creek Development on Sunshine Road. Red Oak (9 acres) This development will be required to construct sidewalks which will provide access to Red Oak Park. This subdivision will be within the service area of Red Oak Park and near the service area of Bundrick Park as shown in the proposed parks master plan. Staff recommends money in lieu. This development will have 126 units on 40 acres of land. Therefore. ordinance 3793 requires the Parks Division to accept a land dedication. The ordinance states as follows: However. if the Parks and Recreation Advisory Board determines that a neighborhood park is not feasible or advisable. it may recommend to the City Council that a cash contribution pursuant to our ordinance be accepted in lieu of land dedication. The City Council will either accept the recommendation for a cash contribution or return the subdivision plat to the Parks Board with instructions or further study. PRAB Motion: 7. Other Business 8. PRESENT: Parks and Recreation Advisory Board members Colwell, Ackerman, Mauritson, Cook, Nickell and Eads; City staff Edmonston, Gulley, Schuldt, Nelson; Press; and Audience. ABSENT: Shoulders, Hill AGENDA I. Approval of PRAB March 5, March 28, and April 26, 2001 meeting minutes. MOTION: Mr. Ackerman moved to approve the Parks and Recreation Advisory Board March 5, March 28, and • April 26, 2001 meeting minutes. • Ms. Eads seconded the motion. The motion was approved 6-0-0. II. Appointment of PRAB member to Sidewalk and Trails Committee: The Sidewalk and Trails Committee meets the second Wednesday of each month at 4:00 p.m. MOTION: Mr. Cook moved to volunteer for the Sidewalk and Trails Committee. Ms. Eads seconded the motion. Upon roll call, the motion was approved unanimously 6-0-0. HI. Veterans Memorial Park at Lake Fayetteville: David Justice, a volunteer bike patrol, reported on Ozark Mountain Bike Patrol trail activities at Lake Fayetteville, Devil's Den and Lake Leatherwood State Parks. Ozark Mountain Bike Patrol is part of the International Mountain Bicycling Association (IMBA) which works to keep trails open for bikers by SI May 7, 2001 / Page 1 PRAB Regular Meeting encouraging responsible riding and supporting volunteer trail work.' Mr. Justice said the bike patrol assists, educates, and informs trail users and partnerships with Ozark Off -Road Cyclists and other organizations to improve trails.' Providing first aid, assisting with mechanical problems and locating lost persons are also practiced by IMBA patrols. Rules of the trail are distributed to bikers to improve interaction between bikers, hikers, and runners. These rules include: ride on open trails only, control bicycle, always yield to the trail, never scare animals, leave no trace, and plan ahead. Mr. Justice said he patrolled the Lake Fayetteville trail 4-5 times per week and met monthly with a safety committee consisting of area residents, police, and park staff. Mr. Colwell and Ms. Edmonston commended Mr. Justice for his dedication and efforts to improve the safety of trail users. Ms. Edmonston discussed park boundary fencing requested by Mr. Jim Moler, a Zion Road resident, to deter trespassing onto his property [Ref. December 4, 2000 PRAB Minutes; March 28, 2001 PRAB Park Tour Minutes]. The estimated cost for fencing is $10,000. There have been frequent instances where people have been locked in the park and have requested use of Mr. Moler's telephone. Ms. Edmonston said a pay phone is being installed near the Veterans Memorial Park restrooms with instructions to call police dispatch in the event a park patron is locked inside the park after sundown. Mr. Ackerman said there is continual abuse of park closing regulations. He suggested issuing citations for nuisance -type problems and asserted enforcing regulations and penalizing offenders. "If we're not going to enforce the hours of the park," Mr. Ackerman said. Then let's not close the gate." He said he did not see fencing as a solution to the problem. Ms. Edmonston suggested discussing Mr. Ackerman's recommendation at the next park safety committee meeting. Mr. Mauritson said installation of the payphone could help as well. IV. Park Land Dedication Fund Requests: Park staff has three recommendations for capital park improvements in the Northeast Park District. $33,537 must be spent in the Northeast Park District by December 31, 2001 according to ordinance. Park staff requests $5,500 from the Northeast Park District Fund to purchase and install a 2 -rail fence at Routh Park to protect the wildflower garden. Mr. Gulley said Lisa Paschal, Park Horticulturist, has spent a great deal of time, effort, and money establishing a wildflower garden at Routh Park. She is frustrated by utility companies and others driving through the park and compromising the wildflower project. Mr. Ackerman said he would be very hard pressed to Justify spending $5,500 for fencing at the seldom used location. He said he understood and applauded Ms. Paschal's efforts, but park needs at other locations were greater. Parks and Recreation Advisory Board members recommended contacting utility companies in an effort to attain a workable solution. Park staff requests $50,000 from the Northeast Park District Fund to purchase and install a new playground at Veterans Memorial Park at Lake Fayetteville. Mr. Ackerman expounded on the development at Veterans Memorial Park over the past several years: construction of a new pavilion, restrooms, fishing pier, parking, et al. He said the north side of Lake Fayetteville needed public restrooms and picnic shelters as public usage continues to increase dramatically. Although he said he understood the need for a children's playground at Veterans Memorial Park, Mr. Ackerman said he felt at this point a larger problem should be addressed on the north side. Mr. Schuldt explained reasoning behind staff recommendation was to conclude the Veterans Memorial Park project by replacing dated equipment and attracting alternate uses for families. There is a great demand for use of the pavilion for reunions and gatherings, but there is not adequate playground equipment. Ms. Nickell said she liked the idea of completing a project. Ms. Edmonston offered a compromise: complete a playground for Veterans Memorial Park now and address the need for a restroom and pavilion for North Shore Site at Lake Fayetteville in the 2002 Capital Improvement Program. Mr. Gulley recommended opening the restrooms at the ballfield to help alleviate some of the problems. Mr. Ackerman also requested improving conditions of the existing restrooms at Lake Fayetteville. MOTION: Ms. Nickell moved to appropriate up to Fifty Thousand Dollars ($50,000) from the Northeast Park District Fund for the purchase and installation of playground equipment at Veterans Memorial Park at Lake Fayetteville. Mr. Mauritson seconded the motion. Upon roll call, the motion was approved 6-0-0. Park staff requests $6,500 from the Northeast Park District Fund to purchase and install a 2 -rail fence at North Shore Park at Lake Fayetteville. Removing the chain link fence and making the park look more inviting was an observance during a recent park tour [Ref. March 28, 2001 PRAB Park Tour Minutes[. Mr. Gulley said he planned to remove the fencing, clear the area, and begin mowing it in a manner to appear more park -like from the road down to the lake. MOTION: Mr. Ackerman moved to appropriate up to Six Thousand Five Hundred Dollars ($6,500) from the May 7, 2001 / Page 3 • • • PRAB Regular Meeting Northeast Park District Fund for the purchase and installation of a 2 -rail fence at North Shore Park at Lake Fayetteville. Ms. Eads seconded the motion. Upon roll call, the motion was approved 6-0-0. V. CIP Meeting: A meeting was scheduled for Wednesday, May 16, 2001 at 4:30 p.m. [NOTE: The PRAB CIP Meeting will be held in Room 219 of the City Administration Building Ms. Edmonston announced that Frank Thorpe had passed away Tuesday, May 1. Staff recommends money in lieu. Michael Weir, Project Engineer for Engineering Services, Inc., discussed preliminary plans for a proposed large scale development on Curtis Avenue. Due to the location of the development near a busy thoroughfare and the small land dedication requirement, staff recommends money in lieu. MOTION: Mr. Ackerman moved to recommend money in lieu of land dedication to satisfy the Park Land Dedication Ordinance for the proposed Elder Apartments 2 development. Ms. Eads seconded the motion. Project Engineer Michael Weir, Phillip Humbard, and developer Lynn Williamson were on site to answer questions related to the proposed development. Park staff recommends a tree buffer between the development and park facilities. Preliminary plans indicate a 20 -foot buffer around the development. Parks and Recreation Advisory Board members suggested exploring the possibility of increasing the buffer on the south side. Because of the proximity of Lewis and Asbell parks, Mr. Ackerman said if the buffer was adequate then land would not be desirable in his opinion. MOTION: Mr. Mauritson moved to recommend money in lieu of land dedication to satisfy the Park Land Dedication Ordinance for the proposed Elder Apartments development and recommend to the Planning Commission that construction be shifted to the north if possible to increase the south buffer zone. Ms. Nickell seconded the motion. Upon roll call, the motion was approved 5-1-0 with Parks and Recreation Advisory Board members Ackerman, Mauritsou, Cook, Nickell and Eads voting 'Yes' and Colwell voting 'No'. After a brief recess, the Parks and Recreation Advisory Board reconvened at the proposed Cross Creek development site located east of Sunshine Road and north of Hwy. 16. No. 3793, § 1, 5-17-94) Parks and Recreation Advisory Board members and Park staff visited the potential site of a 54.47 acres, 150 lots development west of Red Oak Park.. Originally, the development was 40 acres and 126 single units and staff recommended money in lieu. However, with the revision of plans, members delayed a vote until further questions could be answered. Among the questions to be answered are whether the land is included on the proposed city-wide trails map, how much of the land the city already owns, and floodplain information since Hamstring Creek flows through a portion of the property. Parks Development Coordinator, Eric Schuldt said he would like to visit with Sidewalk and Trails Coordinator, Chuck Rutherford about the possible corridor. VII.
