HomeMy WebLinkAbout2001-03-28 - Minutes• • • MINUTES OF A PARK TOUR OF THE PARKS AND RECREATION ADVISORY BOARD MARCH 28, 2001 A park tour with the Fayetteville Parks and Recreation Advisory Board began at Parks and Recreation Division office on March 28, 2001 at 8:00 a.m. PRESENT: Parks and Recreation Advisory Board members Colwell, Mauritson, Nickell, Eads, Hill and Shoulders; City staff Edmonston, Gulley, Schuldt and Evans. Walker Park Parks Sites: Comments: BMX track, skate park location, fencing along east section of the park, Chamber of Commerce pavilion, playground areas, Senior Citizens Center location, and baseball complex. Mrs. Edmonston stated that McClelland Engineering was selected for renovations for basketball and tennis court resurfacing. Mrs. Edmonston reported the Fayetteville Youth Baseball Association wanted the soccer fields areas for additional baseball fields. Should baseball be upgraded or moved to another location to allow for future growth? Ms. Nickell suggested the Chamber of Commerce pavilion would look good at other parks also. Mrs. Edmonston stated BMX is made up of volunteers and need some assistance in maintenance. The hazzards of the interior roads in Walker Park were discussed. American Legion Fields Park Sites: Comments: Baseball complex and adjoining city -owned land. Mrs. Edmonston discussed the possibility of purchasing the American Legion Field. The City has purchased potential parkland comprised of 19 acres. Discussed possible uses for soccer, softball, flag football and other. Park staff Bayarri Park Park Sites: currently mows the American Legion Baseball Complex and Legion maintains the facility. Parkland Comments: Entryway, Park boundaries and the location of the White Rive were reviewed. Eagle Park Parks Sites: Viewed location of park. The subdivision has not developed around the park parcel. 5. Lake Sequoyah Park Sites: Comments: 6. Brookbury Park Sites: Hollybrook land purchase, boatdock condition, handicap area by towers. PRAB discussed a potential land acquisition purchase in the Hollybrook subdivision. Mr. Gulley expressed the need to purchase two lots to create future access into the park land. The current access road is on the other side of the subdivision and crosses the creek twice. Mrs. Edmonston discussed the winter ice causing problems with the boatdock. The possibility of putting in a handicap fishing area at the old water towers was also discussed. Parkland Comments: Mrs. Edmonston discussed illegal dumping on park property. Routh Park Park Sites: Mr. Schuldt stated the land was originally accepted as a greenway leading to the schools. However, it is very narrow, crosses the creek multiple times, and is located too close to the houses. Viewed location of the wildflower area • • • i • • Park Apts. Park Sites: Park Apartments Matt McGowan from The Moming News and Chris Parton from Grafton, Tull and Assoc. joined the tour at Park Apartments. Comments: Mrs. Edmonston stated that Steams Avenue will be extended in the future to the west. This extension will help add connectivity to the arca with sidewalks/trails. Development: Park Apartments (formerly Lakeshore Apts. / 988) Engineer: Crafton, Tull and Associates - Chris Parton Owner: Jim Lindsey Location: North of Joyce Blvd. & West of Park Apartments on the east side of Park Oaks Dr. Park District: NE Priority: No Priority Assigned Units: 60 Multi Family Units Acres: 7.07 acres Land Dedication Requirement: 1.2 acres Money in Lieu: $22,500 Existing Park Land: Lake Fayetteville (650 acres), Braden Park (2.25 acres), Mudcreek/ City Wide Trail (19.92 acres), Sweetbriar (4 acres) Staff Recommendation: 1. The development is close to 650 acres of park land located at Lake Fayetteville and is also close to Mud Creek Trail with 19.9 acres and Sweetbriar Park with 4 acres. 2. The development would require a small land dedication of 1.2 acres. 3. Park Apartments currently has the following amenities for their renters: 4 gazebos, lake, swing sets, picnic tables, swimming pool, basketball court and tennis court. MOTION: Ms. Nickell moved to accept money in lieu to satisfy the park land dedication requirement for the proposed Park Lake Apartments. Mr. Colwell seconded the motion. Upon roll call, the motion was approved 6-0. Mr. Colwell recommended to consider a trail along the creekio Joyce Street in the future. Mr. Schuldt said the Parks Board would need to look at the cost/benefit of the south trail if it becomes available in the commercial development adjacent to the new post office at a later date. • Veterans Memorial Park Sites: Safety committee fence $ I0,000, emergency phone, clearing, playground, trail and spillway bridge. Comments: Mrs. Edmonston stated that a safety committee was formed to discuss safety issues and concerns at Veterans Memorial Park. At the last meeting the committee discussed construction of a new fence along the entrance road that would deter trespassing onto private property. The cost of the fence was estimated at $10,000. The committee also discussed clearing of evasive plants, intercom/payphone system (for lock -in and emergency purposes), pedestrian gate at park entrance, fencing repair on existing fences, removal of the sand volleyball fence, and increased police visibility and bike patrol. Mrs. Eads said a bridge over the spillway would increase positive pedestrian traffic into the park. The entry fence will be on the next PRAB agenda. 10. Softball Complex Park Sites: Playground fencing, lighting, and field #3. Comments: A new chain Zink fence had been installed and a playground and swing set are in the bidding process. Mr. Schuldt mentioned the need to redesign the layout of the softball complex in reference to field ti 3. 11. Boatdock Park Sites: Baitshop, dock renovations, kayak/ canoe ramp proposal. Comments: Mrs. Edmonston stated a boat ramp will be installed by Parks staff west of the existing ramp for kayaks and canoes. 12. Lake Fayetteville North Park Sites: Restrooms, trail loop, and fencing. Comments: Removing the chain link fence and making the park look more inviting, and the • • • • • possibility of a large pavilion was recommended by staff. The park system needs more pavilions similar to the structure at Veterans Memorial and Walker Park. 13. Gordon Long Park Sites: Park bridges, trail, and open pavilion. Comments: Parks Board discussed the bridges in the park. Mr. Colwell stated he felt that we could use stepping stones to make an access across. 14. Wilson Park Park Sites: Pool and greenhouse Comments: Mrs. Edmonston discussed replacing the existing fencing with a black vinyl coated fence. Staff said a new fence would blend in better with the pool improvements. MOTION: Mr. Shoulders moved to spend up to $ I0,000 from the Southwest Park Quadrant to purchase vinyl coated fencing to surround Wilson Park Pool. Mrs. Eads seconded the motion Motion passed 6-0. 15. Lewis Soccer Field Park Sites: Parking lot, lights, and crossing. Comments: Mr. Colwell encouraged staff to design the new parking lot to exit onto Mt. Comfort. Mrs. Edmonston discussed the need for athletic field lighting for the two south soccer fields 16. Asbell Park Sites: Restrooms and softball fields. 17. Wastewater Treatment Plant Comments: Parks staff discussed the possibilities of a multipurpose complex to include a walk trail, equestrian trails, soccer fields, baseball, softball, picnic and playground area The city has purchased more than 300 acres for the wastewater treatment plant. l8. Bundrick Park Park Sites: Two -rail fencing and clearing small brush. Comments: Parks staff stated there will be a neighborhood meeting in June to solicit public input on the development of the park. There is $55,000 budget in 2001 for this project. 19. Red Oak Park Park Sites: Trail, playground, pavilion, volleyball courts, easement, parking area and extended sidewalk Comments: Mrs. Edmonston stated the playground has been received and Park staff is scheduled to install it in May. The drainage problems and trial, pavilion, volleyball and basketball courts were viewed. 20. Ozark View Park Sites: Showed site of future Boys and Girls Club. 21. Finger Park Park Sites: Playground and trails. Comments: Mrs. Edmonston suggested replacing playground in future. Return to Parks Office at 12:15 p.m. Minutes taken by( --)A • • •
