HomeMy WebLinkAbout2001-03-13 - Minutes• • • MINUTES OF A SPECIAL MEETING OF THE PARKS AND RECREATION ADVISORY BOARD MARCH 13, 2001 A meeting of the Fayetteville Parks and Recreation Advisory Board was held on March 13, 2001 at 12:00 p.m. at the entrance to Park Apartments located at Parkview Drive, Fayetteville, Arkansas. PRESENT: Parks and Recreation Advisory Board members Ackerman, Dufour, Colwell, and Mauritson; City staff Edmonton, Rogers, Schuldt, Nelson, and Chris Parton representing Crafton, Tull & Associates. A OUOREM WAS NOT PRESENT. Parks and Recreation Advisory Board members and City staff addressed a park land dedication recommendation previously approved at a November 17, 2000 special meeting of the Parks and Recreation Advisory Board. At the prior meeting, a combination of accepting a fifteen -foot trail corridor on the east side of Kitty Creek and money contribution was recommended. Additionally, the developer/owner was directed to assist with providing pedestrian access across a bridge which would be required for the development. Mr. Parton introduced a revised plan with the trail corridor along the western edge of the development as opposed to placing it along the creek. Questions were raised regarding easements, property owners, future street extensions and security issues. It was also noted that a trail along the creek would be aesthetically pleasing as well as help preserve the quality of the stream. A number of questions were left unanswered, so the entire concept is being re-evaluated. Staff will present options to the Parks and Recreation Advisory Board at their next meeting. Approval of PRAB meeting minutes February 5, 2001. 2. HMR Tax Ordinance Amendment: Marilyn Johnson, A & P Commission 3. Red Oak Park Trail Discussion: A public meeting to solicit input on the development of Red Oak Park was held on October 17, 2000 in the Willow Springs subdivision located on the southeast portion of the park. Most citizens attending the meeting lived in the Willow Springs subdivision. The citizens requested a playground, picnic area and hard surface trail at this meeting. A second Red Oak Park public meeting was held at the December 4, 2000 PRAB meeting in which two citizens from the Bridgeport subdivision on the north portion of the park expressed their concern for a hard surface trail looping through their area See attached memo. Citizens from the Bridgeport, Willow Springs, and Fieldstone subdivisions have been invited to attend this PRAB meeting to address their desires. See attached park map. Park staff is proposing to build a hard surface loop around the Willow Springs area as requested, a nature trail through the woods in the Fieldstone area, and to re-route the trail to correct the drainage problems with a soft surface trail through the Bridgeport area. City engineers are scheduled to design the trails this summer. The playground has arrived and will be installed in the spring. Budget for this project is $55,000. Presentation of Park Staff Trail Proposal: Citizen's Input: PRAB Motion on Red Oak Trail Development: 4. Annual Report: According to the City Ordinance establishing the Parks and Recreation Advisory Board, an annual progress report on parks and recreation activities is to be submitted to the City Council. Please review the enclosed document. PRAB Motion: 5. Shiloh West Apartments Update: Park staff and Chuck Rutherford, Sidewalk and Trails Coordinator, met with Jim Lindsey, developer of Shiloh West Apartments, to discuss changes in the development. The multi -family units changed from 264 units to 228. The land dedication changed to — 4.56 acres and money in lieu in the amount of $85,500. Land dedication for a trail is recommended along Shiloh Drive and Persimmon Street. The wavier of the park land dedication ordinance for Shiloh West Apartments will be on the March 20, 2001 City Council agenda. • • • 6. Spring Park Tour: Please check your calendars on Tuesday, March 27 or Wednesday March 28, 2001 for our Parks and Recreation Advisory Board Spring Tour from 8 am until noon. Please select one of these dates. We will meet at the Parks Office and will travel in the Youth Center van. A second park tour will be scheduled at our April meeting. 7. Other Business: 8. Staff was commended for their efforts and accomplishments during the past year. MOTION: Mr. Mauritson moved to accept the annual report as presented and submit a copy to the City Council. Ms. Nickell seconded the motion. Upon roll call, the motion was approved unanimously 6-0-0. V. Shiloh West Apartments Update: Park staff and Chuck Rutherford, Sidewalk and Trails Coordinator, met with Jim Lindsey, developer of Shiloh West Apartments, to discuss changes in the development. The multi -family units changed from 264 units to 228. Land dedication for a trail is recommended along Shiloh Drive and Persimmon Street. The waiver of the park land dedication ordinance for Shiloh West Apartments will be on the March 20, 2001 City Council agenda. VI. Spring Park Tour A Parks and Recreation Advisory Board spring park tour was scheduled for Wednesday, March 28, 2001 from 8:00 a.m. until 12:00 p.m. The tour will depart from the Parks & Recreation Division office at 1455 Happy Hollow Rd., Fayetteville, Arkansas. VII. Other Business: Mr. Schuldt announced the Parks and Recreation Division will be asking City Council approval on March 20, 2001 for an $80,000 recreational trails grant for Lake Fayetteville. The 80%/20% matching grant will appropriate $100,000 toward development of the trail. The initial draft of the park master plan prepared by Lose & Associates is expected to be available soon. Parks and Recreation Advisory Board member Rex Dufour is resigning from the board. He is moving to Califomia. VIII.
