The fall safe material has been ordered and current plans are to install the playground structure by May 2001. The Parks and Recreation Division is encouraging you to attend the next Parks and Recreation Advisory Board meeting on March 5th at 5:30 p.m. at City Hall in room 326. The parks staff has received a lot of public input on the proposed Red Oak trail and would like to share this information with the Parks and Recreation Advisory Board members. Rogers Parks Operations Coordinator 113 WEST MOUNTAIN 72701 501 521-7700 FAX 501 575-8257 • • • MINUTES OF A MEETING OF THE PARKS AND RECREATION ADVISORY BOARD MARCH 5, 2001 A meeting of the Fayetteville Parks and Recreation Advisory Board was held on March 5, 2001 at 5:30 p.m. in Room 326 of the City Administration Building located at 113 West Mountain Street, Fayetteville, Arkansas. PRESENT: Parks and Recreation Advisory Board members Ackerman, Shoulders, Dufour, Hill, Nickell, and Mauritson; City staff Edmonston, Gulley, Schuldt, Nelson, Press, and Audience. ABSENT: Colwell, Eads Mr. Ackerman introduced Parks and Recreation Advisory Board member Craig Mauritson. AGENDA I. Approval of PRAB February 5, 2001 meeting minutes. MOTION: Ms. Nickell moved to approve the Parks and Recreation Advisory Board February 5, 2001 meeting minutes. Mr. Hill seconded the motion. The motion was approved 5-0-0 (Mr. Dufour arrived later). Mr. Schuldt announced the Parks and Recreation Division received awards from the Arkansas Recreation and Parks Association for the Youth Soccer Program and the Summer Concert Series. Ms. Edmonston reported Fayetteville had the largest soccer program in the state of Arkansas. II. HMR Tax Ordinance Amendment: Marilyn Johnson, A & P Commission Ms. Johnson distributed drafts of the proposed ordinance changes. The modifications would expand the types of businesses subject to the hotel, motel, and restaurant tax as well as provide for the city to enforce collection of the tax. Ms. Johnson urged board members to support the Advertising and Promotion Commission's efforts. Mr. Ackerman commented on the importance of the HMR tax to the Parks and Recreation Division's operations. He said the tax has allowed projects to be completed which would never have been accomplished through general fund revenues. III Red Oak Park Trail Discussion: Presentation of Park Staff Trail Proposal: Ms. Edmonston presented a model drawing of the playground equipment received for the Willow Springs March 5, 2001 / Page 1 • • • PRAB Regular Meeting area of Red Oak Park. A preliminary trail concept consisting of a mixture of hard surfaces, soft surfaces, and natural surfaces was presented. Staff proposes a hard surface trail in the Willow Springs area a natural trail in the Fieldstone area, and a soft surface trail in the Bridgeport area City engineers are assisting the Parks and Recreation Division on this project and will address erosion problems. Mr. Gulley commented on parking and erosion control and suggested a vertical retaining wall to help save trees from being washed out. An eight- to ten -foot hard surface trail is proposed for the Willow Springs area to provide an alternate place for children to ride their bikes instead of the street. Mr. Schuldt said traditionally hard surface trails are a minimum of eight feet to accommodate two-way traffic. State funded trails are required to be 10 -12 -feet. Keith Wiley, a board member of the Bridgeport POA, stated one of the Bridgeport neighborhood's biggest concerns is to keep the area as natural as possible. Mr. Willey preferred a natural, strolling path 4-5 -feet wide. He stated parking wasn't a big concern. Terry Eastin suggested utilizing vegetation plantings such as vinca minor or other dense ground cover along the slope of the creek instead of concrete to control erosion. Sam Hutcheson, a Bridgeport resident, inquired about the surfacing underneath the playground apparatus. Ms. Edmonston said the fall safe material is a loose rubberized fill which will be contained within a sidewalk encircling the playground similar to the design at Davis Park. The Bridgeport Adopt -A -Park group was commended for their efforts beautifying the park. Robert Walker, a Willow Springs resident, expressed a desire to keep the Fieldstone area undeveloped. He said he enjoyed listening to owls at night. Mr. Gulley said the area would not be developed more than clearing small amounts of vegetation for the natural trail. The area will not be maintained at a high level. Mr. Walker asked for "no parking" signs to prevent people from blocking his driveway, and he reported debris had been dumped in the creek. Ms. Edmonston urged residents to report dumping during the development phases. Mr. Ackerman said the cooperation of developers, the Planning Division, and the Engineering Division are curtailing a lot of drainage problems with new developments. The goal is to spend money only once on a well-planned development for the community. Mr. Willey asked to be kept apprised of the plans for the development. Mr. Schuldt stated the timing of development may be different in each area of the park. MOTION: Mr. Shoulders moved to support the proposal presented by staff to move forward with the Red Oak Park Trail Development utilizing a combination of hard surfaces, soft surfaces, and natural surfaces. Mr. Hill seconded the motion. Upon roll call, the motion was approved unanimously 6-0-0. IV. Annual Report: March 5, 2001 / Page 2 • • • r January 30, 2001 Ms. Connie Edmonston Superintendent of Parks and Recreation 113 West Mountain Fayetteville, AR 72701 Dear Ms. Edmonston: RE: Red Oaks Parks Nature Trail We are homeowners in Bridgeport Subdivision who are concerned about the proposed hard -surface trail from Willow Springs Subdivision through the Bridgeport Subdivision. We believe the beautiful natural trail along the creek bed will be badly damaged by the Parks Department plans to put a hard -surface trail through the trees. We do not believe that it is possible to make an eight -foot wide hard - surface trail without damage to or cutting down many trees in Red Oaks Park. One of the reasons we chose to build in Bridgeport is the quiet, secluded nature trail with its canopy of native trees. The park provides our neighborhood with a unique nature trail where people can take leisurely walks. The gravel that has been dumped by the Parks Department, near the wooden bridge, as part of the "new" hard -surface trail, is spread so widea't looks like a gravel road and is even wide enough for a car An additional concern is the proposed plan to cement the creek. Our fear is that it will then look like a cement drainage ditch, not a natural creek bed. We, the undersigned, respectfully request that the Parks Department reconsider changing in any way the trail along the creek in Bridgeport.
