MINUTES OF A SPECIAL MEETING
OF THE
PARKS & RECREATION ADVISORY BOARD
NOVEMBER 17, 2000
PRESENT: Parks and Recreation Advisory Board members Ackerman, Thiel, Colwell, Nickell,
Stockland, Hill, Shoulders, Eads; City staff Edmonston, Gulley, Schuldt, Evans; Sidewalk &
Trails Coordinator, Chuck Rutherford, Press, and Chris Parton of Crafton, Tull and Associates.
A special Parks and Recreation Advisory Board meeting was held on site at Park Apartments on
Park View Dr. The purpose of the meeting was to address park land dedication requirements. The
meeting began at 12:10 p.m.
I. Park Land Dedication Ordinance
Development: Park Apartments (formerly Lakeshore Apts. 1988)
Engineer: Crafton, Tull and Associates - Chris Parton
Owner: Jim Lindsey
Location: North of Joyce Blvd & west of Park Apartments on the east end of
Park Oaks Dr.
Park District: NE
Priority: No Priority Assigned
Units: 60 Multi Family Units
Acres: 7 07 acres
Land Dedication Requirements: 1.2 acres
Money in Lieu: $22,500
15' Wide Trail Corridor/Money: .246 and $17,887.50
Existing Park Land: Lake Fayetteville (650 acres), Braden Park (2.25 acres),
Mudcreek/City Wide Trail (19 92 acres), Sweetbriar (4 acres)
Staff Recommendation: None
1. The development is located close to 650 acres of park land located at Lake
Fayetteville and is also close to Mud Creek Trail 19.92 acres and Sweetbriar Park
with 4 acres.
2. The development would require a land dedication of 1.2 acres.
3. Park Apartments currently has the following amenities for their renters:
4 gazebos, lake, swing sets, picnic tables, swimming pool, basketball court and
tennis court.
NOTE: This development previously came before PRAB in 1988 in which PRAB
recommended to accept money in lieu of park land. Since then, Park Apartments has
built 252 units out of the 360 units approved in 1988. Since twelve years has passed, we
are bringing this back to PRAB for further recommendation.
Mr. Parton reported Mr. Lindsey could not dedicate the portion of the trial, south of the
development which connects to Joyce Blvd., because he didn't hold the entire
share. However, Mr. Lindsey is willing to dedicate a trail corridor within the apartment
complex.
Mrs. Edmonston discussed utilizing the option of the post office land, but stated that it is
too steep to place a trail on.
Mr. Ackerman recommended taking the land/money contribution within the apartment
complex and working with the developer for a pedestrian bridge access.
Mrs. Edmonston stated that Parks and Recreation agreed to the land on the east side of
the creek versus the west side to help the developer.
Mr. Ackerman felt we should get the land now and in the future try to get the remaining
trail corridor connecting to Joyce Blvd.
MOTION:
Mrs. Nickell moved to accept the 15ft wide trail corridor/money contribution and
included working with developer/owner with regards to pedestrian access across the
bridge.
Mr. Ackerman seconded the motion.
Upon roll call, the motion was approved 8-0-0.
