The development is located close to 650 aces of park land located at Lake Fayetteville and is also close to Mud Creek Trail with 19.9 acres and Sweetbriar Park with 4 acres. 2. The development would require a land dedication of only 1.2 acres. 3. Park Apartments currently has the following amenities for their renters: 4 gazebos, lake, swing sets, picnic tables, swimming pool, basketball court and tennis court. NOTE: This development previously came before PRAB in 1988 in which PRAB recommended to accept money in lieu of park land. Since then, Park Apartments has built 252 units out of the 360 units approved in 1988. Since twelve years has passed, we are bringing this back to PRAB for further recommendation. PRAB Motion: 4. Botanical Garden Society of the Ozarks, Inc. Annual Report: Donna Porter • The Botanical Garden Society of the Ozarks, Inc. are required by the lease agreement to make an annual report to PRAB and City Council. • 5. Botanical Garden Society of the Ozarks, Inc. Budget Request: Donna Porter The Botanical Garden Society of the Ozarks, Inc. has requested $58,700 from the City for funding in 2001. AGENDA 1. Approval of PRAB October 2, 2000 meeting minutes. MOTION: Mr. Ackerman moved to approve the Parks and Recreation Advisory Board October 2, 2000 meeting minutes. Ms. Eads seconded the motion. The motion was approved 8-0-0. II. Approval of PRAB October 17, 2000 Red Oak Public Meeting Minutes. Ms. Eads moved to approve the Parks and Recreation Advisory Board October 17, 2000 Red Oak public meeting minutes. Mr. Shoulders seconded the motion. The motion was approved 8-0-0. IV. The development would require a land dedication of 1.2 acres. 3. Park Apartments currently has the following amenities for their renters: 4 gazebos, lake, swing sets, picnic tables, swimming pool, basketball court and tennis court NOTE: This development previously came before PRAB in 1988 in which PRAB recommended to accept money in lieu of park land. MOTION: Mr. Stockland moved to accept land along the current development provided a 15 -foot trail easement is obtained along the creek connecting to Joyce Street and accept money in lieu if the land dedication is short or bank whatever is necessary if more land is needed for the continuation of the trail. Also, the developer will be required to work with city staff to provide a pedestrian crossing for the bridge. Mr. Colwell seconded the motion. • Upon roll call, the motion was approved 8-0-0. • IV. Botanical Garden Society of the Ozarks, Inc. Annual Report: Donna Porter A copy of the land lease agreement between the City of Fayetteville and the Botanical Garden Society of the Ozarks, Inc. was distributed to the Parks and Recreation Advisory Board. Donna Porter presented an annual report to the Parks and Recreation Advisory Board summarizing the ongoing master planning process with The Portico Group, accomplishments, site projects, and proposals for funding. The Vision, an eleven minute video about the potential of the Botanical Garden of the Ozarks was also viewed. V. Botanical Garden Society of the Ozarks, Inc. Budget Request: Donna Porter The Botanical Garden Society of the Ozarks, Inc. has requested $58,700 from the City of Fayetteville for funding in 2001. Ms. Porter said she did not realize at first the requested funding would come from the Parks and Recreation Division's budget and that Administrative Services Director, John Maguire had directed her to apply for money from the city. Mr. Shoulders asked about pledges and donations as opposed to projected expenses. Ms. Porter said a financial plan had been mapped out for the garden, but the master plan would be an important tool for fund raising. November 6, 2000 / Page 2 • • • PRAB Regular Meeting Mr. Ackerman referred to the $150,000 total cost of the master plan. He asked Ms. Porter how much money had been raised by the Botanical Garden Society. Ms. Porter said $96,000 had been raised. When asked if BGSO was having a problem raising the remaining $58,700 for the third and final phase of the master planning, Ms. Porter said she was acting on the recommendation of John Maguire by applying for the funds from the city. Mr. Ackerman recalled the beginning of the project BOSO emphasized that ifa land lease could be obtained from the city then BGSO could promote the private sector and obtain funding for the project on their own. Mr. Ackerman recalled the Parks and Recreation Advisory Board at the time insisted that if it agreed to the land lease then BGSO would not come back to the Parks Division and ask for additional funding to promote the botanical garden project. He said the parks budget could not afford to eliminate other projects to accommodate the $58,000 request. Ms. Porter claimed she never said that she would not come back to the city to request funding. She said she wasn't depending on the city to help this along, but she feels this is a wonderful and beneficial project for Fayetteville. Mr. Ackerman said he didn't think there was anyone who wasn't in favor of having a botanical garden, but from the Parks and Recreation Advisory Board perspective these types of projects could not be funded every time a request was made. Mr. Colwell, who serves as a liaison between the board and BGSO, said this was a frustrating situation. He said the botanical garden project is an investment in the community in which money isn't coming into yet, and he is unsure of what to do about it. Ms. Thiel said it was a question of what project or projects would be scrapped to accommodate the $58,700 request and cited a list of pending projects which included the development of Red Oak Park, multi -use trails and a skate park. Parks Superintendent, Connie Edmonston said conversations with the city's budget coordinator indicated the funds would probably have to come from the parks budget. After visiting with parks staff, Ms. Edmonston said the request couldn't be spared from the division's budget. She said if parks were to contribute to the project, she would like to see something with the city's name on it like a statue or water fountain to show support. Mr. Ackerman questioned why money hasn't been raised to pay for the master plan after seven years and expressed concern for the magnitude of the entire project and the ability to fund it. Ms. Porter said the planning was the hardest part because no one likes to pay for planning. She said BGSO also has an organization that provides educational programs which funds are also being raised. Mr. Ackerman questioned goals and focus, but Ms. Porter said everything that was being done was in line with the overall goals. She urged the city to provide a little boost to complete the master plan, so it will help private donors to support the project. Ms. Edmonston said the city did buy into BGSO's vision by providing a twenty year lease on prime land, but reiterated that funding had been an issue from the beginning. Ms. Porter said had she known from the beginning the request for funds would come from the parks budget she would not have pursued it. Mr. Ackerman asked if she wished to withdraw the request, and Ms. Porter said she did not. November 6, 2000 / Page 3 PRAB Regular Meeting MOTION: Mr. Ackerman moved that the $58,700 funding request from the Botanical Garden Society of the Ozarks, Inc. be denied. Ms. Eads seconded the motion. Upon roll call, the motion passed 6-2-0 with Ackerman, Shoulders, Eads, Hill, Stockland and Nickell voting "yes" and Thiel and Colwell voting "no". VI. Red Oak Park Public Meeting Report: Ms. Eads reported on a public meeting conducted October 17, 2000. The meeting was held to solicit input on the development of the park located in the Bridgeport, Willow Springs, and Fieldstone subdivisions. Those in attendance were asked to prioritize what was most important to them. Trail development received the most votes followed by a playground. Park staff is currently putting together cost estimates to present to the Parks and Recreation Advisory Board. VII. Other Business: Ms. Edmonston announced a public meeting will be held November 28, 2000 at 6:30 p.m. at the Lake Fayetteville Environmental Study Center to discuss trail issues. Mr. Schuldt announced the Skate Park design team of Purkiss Rose -RSI will be presenting initial design concepts for discussion and review Thursday, November 9, 2000 at 6:00 p.m. at the Engineering Research Center. Mr. Stockland provided an update of the status of the new Fayetteville Boys and Girls Club facility. A $750,000 funding request per year for three years has been submitted to City Council. Mr. Stockland said there has been no specification of where the funds may come, but he said the voters approved the HMR tax which included renovation of the youth center. He said the cost to renovate the old facility was $4.5 million, but the new facility would cost the city a lot less. Mr. Stockland said he hoped the money did not come from the parks budget, but the decision would ultimately come from city staff. VIII. Bikers Assoc. — David Renko —discussing trail - Hanna Lee — neighbor to the south of site — their concerns - Parks Dept. staff- Eric Schult, Terry Gulley, Lisa Paschal, Connie Edmonsten - Tim Conklin, City Planner - discussed ordinances, requirements, conditional use permits, etc.. - David Glasser, Director of Community Design Center - Accomplished: - new conceptual (bubble)diagrams of the site (will present) - conceptual overall `theme' for the garden; all programming evolves around this - concepts for collections planning; plant collections are essential to a botanical garden - initiation of the mission statement for the Botanical Garden of the Ozarks - plan of action for master plan to comply with city's planning ordinances, codes, approvals, etc. - estimates for size and cost of visitor/education center - estimates for total cost of construction and operation of garden - development of garden construction phasing - additional research of the Ozarks (visit to Shiloh Museum), this helps to guide planning — for example architectural styles - rough draft of written portion of Master Plan - time-line/strategy developed for the continued planning phases (will present) A final presentation of the 2nd phase of Master Planning was held on Oct. 4, 2000. This 1 '/2 hour presentation was video taped and is being shown on Channel 3 — Fayetteville's Government Channel. Site Protects (other groups involved in these projects this year. boy scouts, cub scouts, Washington County Master Gardeners, Youthbridge, Northwest Arkansas Community College) Last site work days have been concentrated on fencerow clean-up along highway 265 - Display of annual flowers was planted this summer around BGSO's "Future Home ....." sign and along the fencerow • • • Temporary irrigation system was installed - Two more commemorative trees planted last spring, plaques installed in Oct. - Continued trail work and clean-up along shoreline and highway - Maintenance shed — roof on; completion postponed until funds available - Wildflower planting — still in establishment phase - Funding for a full-time Site Manager being sought Funding Proposals have been submitted to: I - City of Fayetteville for $58,700 for the 3`d and final phase of the Master Planning: this funding will allow the Society to move on to phase 3 and the final phase of Master Planning. With the $58,700 secured, the Society can sign the final contract with The Portico Group. Completion is slated for the first quarter of 2001 if funding is granted. The total cost of the Master Plan is $150,000, which also included approx. $30,000 for a Feasibilityff Study (copy available upon request). - Stanley Smith Horticultural Trust for $20,000 for operations - Community Care Foundation for $64,000 for operations - Advertising & Promotions Commission for $17,000 for promotional projects - "Giving Tree" — will recognize initial donors in the garden's visitor/education center — to encourage more financial support from the public and assist in generating funds for next planning phases. - Currently have 450 financially supportive members. Ten of those memberships are $1,000 Patron Members. - Our Strategic Plan —fundraising consultant, capital campaign, more regional & statewide support Video — The Vision, an eleven -minute informative video about the potential of the Botanical Garden of the Ozarks premiered at our Oct 13th Patrons with a Passion fundraiser. One hundred copies are being made and distributed.
