Attached is a copy of a letter from Tom Stockland and a map of the facility. Please note Tract A is for the location of the new Boys and Girls Club, Tract B is for the land to be banked, and in the southwest corner is the current park land areas. The Parks and Recreation Advisory Board will vote if they agree to bank on future development in the southwest park quadrant an additional 6 acres of land as part of the Park Land Dedication Ordinance. • • MINUTES OF A SPECIAL MEETING OF THE PARKS & RECREATION ADVISORY BOARD SEPTEMBER 20, 2000 PRESENT: Parks and Recreation Advisory Board members Thiel, Colwell, Stockland, Hill, Shoulders, Eads; City staffEdmonston, Gulley, Schuldt, Nelson; City Planner, Tim Conklin; Sidewalk & Trails Coordinator, Chuck Rutherford; Press, and Audience. A special Parks and Recreation Advisory Board meeting was held at the Parks and Recreation Division located at 1455 Happy Hollow Road in Fayetteville, Arkansas. The purpose of the meeting was to address park land dedication requirements. The meeting began at 12:00 noon. Parks and Recreation Advisory Board Chairperson Brenda Thiel introduced Mike Hill to the board. Mr. Hill replaces 0 E Luttrell as a representative of the Fayetteville Boys and Girls Club. L Park Land Dedication Ordinance Development Name: The Mill District Engineer: Jorgensen & Associates, Tom Hennelly Tom Bourdeaux, Manager, Mill District, L.L.C. Robert Sharp, Laura Kelly represents Tom Bourdeaux Location: northwest corner of 6'h Street (Hwy 62) and South School Avenue (71B) Park District: southwest Units: 11 multi -family (2 phases) Total Acres: 3.9 acres Land Dedication Requirement: 0.22 acres Money in Lieu Requirement: $4,125 1990 Needs: 10-20 2010 Needs: 12-24 Priority: None Existing Parks: Bates School playground and picnic area (7), Greathouse Park (6), Frisco Park (0.57), Walker Park (55.34) Mr. Schuldt reported the Mill District development has changed the number of multi units from 30 units to 11 units. The 22 acres on which the developers are building a trail and September 20, 2000 / 1 • • • dedicating to the city satisfies the park land dedication ordinance. Parks staff recommends accepting the dedication of land and the contribution of building the trail to satisfy the ordinance. The Parks and Recreation Advisory Board will need to change its original July 12, 2000 motion. Ms. Thiel was concerned by the loss of another section of the proposed trail which the city would have to purchase in order to complete the trail. Mr. Rutherford said the developers would be willing to donate the land in order to complete the trail. Mr. Rutherford provided an update of the status of the Prairie Trail. MOTION: Mr. Stockland moved to accept land to satisfy the Park Land Dedication Ordinance subject to the developer constructing the trail within the Mill District. Mr. Colwell seconded the motion. Upon roll call, the motion was approved 6-0-0. II Meadowland Park Land Parks currently has 3.08 acres of land. WI -IM Investments, Inc., has consented to deed an additional six acres of land to Parks to be banked on future developments in the southwest park district. Mr. Stockland said the land has an unusual configuration designed so the Fayetteville Boys and Girls Club holds title to the land on which the building is situated. The City will lease property to the Fayetteville Boys and Girls Club. The six acres to be deeded to the City is shaped to go around the building footprint and will include the parking lots and playing fields. The new youth center facility must be constructed by August 2003. MOTION: Mr. Colwell moved to accept the six acre bank for future development in the southwest park quadrant for WHM Investments, Inc. Ms. Eads seconded the motion. Upon roll call, the motion was approved 6-0-0. September 20, 2000 / 2 • • • Ill. Other Business: Ms. Edmonston reported on the September 15, 2000 Park Master Plan Steering Committee workshop and presented a list of facilities and program priorities. Master Plan public workshops will be conducted Monday, September 25, 2000 from 7:00 p.m. until 9:00 p.m. at Ramay Jr. High Cafeteria, Vandergriff Elementary Cafeteria, and Jefferson Elementary Cafeteria. Tuesday, September 26, 2000 workshops will be conducted from 12:00 noon until 2:00 p.m. at the Walton Arts Center and from 7:00 p.m. until 9:00 p.m. at Asbell Elementary Cafeteria and Butterfield Elementary Cafeteria. The City of Fayetteville and the Skate Park Design Team of Purkiss-Rose RSI will conduct a public workshop to gain input and information from Fayetteville skaters and citizens for the development of a skate park at Walker Park Tuesday, October 3, 2000 from 6:00 p.m. until 8:00 p.m. at the Bell Room, Engineering Research Center, 700 Research Center Blvd., Fayetteville, Arkansas. On August 11, 2000, thc Fayetteville Youth Center. d/b/a the Boys and Girls Club of Fayetteville, received a grant for 59,260,413.00. As I understand the situation, Mr. Robertson's entity. WHM Investments, Inc., has already provided banked three acres of park land in its subdivision. The Boys and Girls Club is proposing to purchase 9.69 acres for the sum of 596,900.00. The land has an unusual configuration designed. so the Fayetteville Youth Center holds title to thc land on which the building is situated. It is our belief that thc footprint of the building must be on land owned by the Fayetteville Youth Center. WHM Investments. Inc. wants to put thc additional six acres in a bank to be used for future development in the same quadrant of the city for WHM Investments. Inc., or another entity owned by either Butch Robertson, Hayden Mclhny, or Butch Roberton and Hayden McIlory. The unusual pan of the process is the six aces to be deeded to the city is shaped to go around the building footprint. and will include the parking lots and playing fields. The Fayetteville Youth Center will be happy to either take title to the land or lease the land under 4 lung -term 'rase. At the meeting with the city staff, it was suggested that the City; would prefer to lease thc property to Fayetteville Youth Center for $ 1.00 a year for 99 years, which is similar to the arrangements made with the schools at Lake Fayetteville. When the process is over, the Fayetteville Youth Center will have 18.69 acres of land on which will be located a building in excess of SS0,000.00. It will have land for playing fields and parking lots. There is a plan to build an indoor field house in the future. The facility will be first class and a very positive addition to the City of Fayetteville and its recreation facilities. I assume the architects will attend the meeting wednesday and further explain the shape of the land and thc facility. I also expect that Butch Robertson will be present to provide any additional information you may need on his proposal. If you need more information. please don't hesitate to call.
