MINUTES OF A MEETING
OF THE
PARKS AND RECREATION ADVISORY BOARD
JUNE 5, 2000
A meeting of the Fayetteville Parks and Recreation Advisory Board was held on June 5, 2000 at 5:30 p.m. in Room
326 of the City Administration Building, 113 W. Mountain Street Fayetteville, Arkansas.
PRESENT: Parks and Recreation Advisory Board members Ackerman, Colwell, Luttrell, Nickell, Shoulders and
Thiel; Staff, Press, and Audience.
AGENDA
I. Approval of PRAB May 1, 2000 Meeting Minutes.
MOTION:
Mr. Luttrell moved to approve the Parks and Recreation Advisory Board May 1, 2000 meeting
minutes.
Ms. Nickell seconded the motion.
The motion was approved 6-0-0.
II. Approval of PRAB May 23, 2000 Special Meeting Minutes.
MOTION:
Ms. Nickell moved to approve the Parks and Recreation Advisory Board May 23, 2000 special
meeting minutes.
Mr. Colwell seconded the motion.
The motion was approved 6-0-0.
III. Lisa Paschal, Park Horticulturist Report:
Park Horticulturist, Lisa Paschal, received the March Employee of the Month award for a native meadow and
habitat money saving idea presented to the City of Fayetteville Awards Committee. Ms. Paschal shared plans
for no -mow park areas at Routh, Davis, Buddy Hayes, and Ridgeway parks. Salem Village park land, near
the Gary Hampton Softball Complex, is also being considered as a wetlands establishment. Ms. Paschal has
also shared this approach with the Street Division for various street areas.

PRAB Regular Meeting
Ms. Thiel questioned plans for Buddy Hayes Park out of concern for a large tree on the site. Ms. Paschal said
plans are to work on the north side of the tree. There is a problem with vehicles running through the fence at
the park, and the idea is to establish a wild flower habitat in this area for safety reasons.
Ms. Paschal said she has been meeting with various groups regarding the Lake Fayetteville trail. Several
organizations have varying concerns with trail usage.
Mr. Shoulders asked if lightning protection for trees had been researched. Ms. Paschal said she had not
researched this. Ms. Thiel suggested looking into the cost especially for landmark trees.
Ms. Paschal also works with Adopt -A -Park groups, community service workers, and volunteers throughout
the parks. A current project at Red Oak Park was briefly explained.
IV. Walker Park Special Event Report: Brenda Thiel
Due to the numerous summer activities conducted at Walker Park, a special event would have to be planned
as a spring or fall weekend event. Mr. Morty Newmark shared an idea for a South Fayetteville Art Festival
presented and endorsed by the South Fayetteville Community Development Corporation. Mr. Newmark
encouraged cooperation to improve the quality of life for south Fayetteville residents. Ms. Hamsa Newmark
inquired about possibly sharing summer concerts with Gulley Park. Ms. Thiel said the idea of a festival held
at Walker Park would include music, food, and arts and crafts. These ideas and suggestions will be considered
and explored further.
V. Park Project Updates:
Park Master Plan. Lose & Associates of Nashville, Tennessee has been chosen to prepare the park master
plan. The $100,000 contract is expected to be awarded at the June 20 City Council meeting. The projected
time frame for completion is eight months and will include numerous public meetings.
Hampton Parking Lot. The request for a budget adjustment required for this project is scheduled for the
June 20 City Council meeting.
Skate Park. The Selection Committee has narrowed twelve firms to five. RFP deadline for these five firms
is June 9.
Greathouse Bridge. The bridge is in place, and the parking lot is paved. A storm sewer pipe was replaced
which increased costs but saved trees. Ms. Thiel suggested holding a grand opening celebration once the
project is completed.
VI. July Meeting Discussion:
Due to the Independence Day holiday, the July meeting was scheduled for Monday, July 10, 2000 at 5:30 p.m.
VII. Spring Tour Date:
Due to scheduling conflicts, the tour of park facilities has been postponed until fall and a date will be
scheduled at a later time.

VIII. Other Business:
Mr. Colwell announced that Evan House has made progress obtaining required permits for the construction
of a hiking/biking bridge over Clear Creek on the Two Turtles Trail around lake Fayetteville. Mr. House is
traveling with his father this stunner but expects to continue with the project in August or September.
IX. Adjournment:
The meeting adjourned at 6:15 p.m.
