HomeMy WebLinkAbout2000-05-23 - Minutes• • • MINUTES OF A SPECIAL MEETING OF THE PARKS AND RECREATION ADVISORY BOARD MAY 23, 2000 A special meeting of the Fayetteville Parks and Recreation Advisory Board was held May 23, 2000 at 12:00 p.m. at the Parks & Recreation Division, 1455 Happy Hollow Road, Fayetteville, Arkansas. PRESENT: Parks and Recreation Advisory Board members Ackerman, Colwell, Nickell, Shoulders, and Thiel; Staff members Edmonston, Gulley, Nelson, Rogers, Schuldt, and Wright. BUSINESS Mr. Wright distributed survey results from the Don Glass Charity Classic adult softball tournament held at Gary Hampton Softball Complex May 19-21, 2000. Based on 47 visiting teams, multiplied by the average amount of dollars each tourist brings to the city (currently $125 per Chamber of Commerce), it is estimated that the total economic impact for the city for the weekend toumament was $205,625. The Chevrolet President's Cup youth classic soccer tournament was also held over the weekend at the Asbell, Lewis, and Walker soccer fields. Other important dates for Gary Hampton Softball Complex include: June 2-4, Gary Hampton Youth N.I.T.; June 24-25, Men's Class D National Invitational Tournament; August 5-6, Women's State Tournament September 2-3, Class B and Class E Midwest National Tournament; September 8-9, Men's 35 and older World Tournament; September 16-17, Coed State Tournament. Mr. Ackerman requested a year-end report of all activities which bring visitors into the city for the Parks and Recreation Advisory Board, City Council, and Advertising & Promotion Commission. Ms. Edmonston presented a proposed parking lot design from City Engineering for an additional 147 parking spaces at Gary Hampton Softball Complex. The project will have to be approved by the Planning Commission. There have been many parking problems which have upset Holcomb Elementary School. Traffic control has been difficult. Ms. Edmonston said Parks has an obligation to correct these problems and be a good neighbor to the school. Ms. Thiel suggested maximizing the number of parking spaces now instead of later. Ms. Edmonston said the soil was so bad that five feet would be cut and filled with red dirt. The Street Division has estimated a project May 23, 2000 / Page 1 PRAB Special Meeting • cost of $342,433 and could possibly begin in July. The project should be completed by May 2001. • • Funding for this project would be from Park Development. There is a fund balance of $380,523. Of that total, a balance of $60,000 must be retained. A total of $30,034 was left over from the Walker Parking Lot project which would leave a total budget of $350,557. This would leave a contingency of only $8,124. Ms. Edmonston said if parking was not provided then one field would have to be taken out of commission, the number of participating teams limited, or the number of games restricted. A budget adjustment would need to be requested from City Council to proceed with this project. MOTION: Mr. Ackerman moved to request approval of a budget adjustment from City Council for the construction of additional parking at Gary Hampton Softball Complex. Mr. Colwell seconded the motion. A short discussion of tree placement and types was shared. The motion was approved unanimously, 5-0-0.
