Skate Park Proposed Site - Walker Park North: PRAB will meet at the Skate Board proposed site on Walker Park North at 5:00 p.m. See attached Proposed Skate Park Site Map. The Skate Park Sub -Committee has toured several possible sites, but concluded at their March 27, 2000 meeting to recommend Walker Park North. PRAB will meet on site to review the Sub -Committee's recommendation and to allow for public input. Note: If it is raining, the 5:00 p.m. meeting will be canceled and the meeting will start at 5:30 p.m. at City Hall Room 326. 2. Resume to City Hall, Room 326 for 5:30 p.m. meeting. 3. Approval of PRAB March 6, 2000 meeting minutes. 4. Skate Park Proposed Site Discussion: PRAB Motion: 5. Skate Park Public Discussion: 6. John Jablonski: John Jablonski lives by Gulley Park and he is interested in presenting ideas for the control of vandalism in our city parks. He raised $250 in his neighborhood to assist with the reward for persons responsible for the vandalism at Gulley Park. Enclosed is an editorial he wrote in the Morning News on February 21, 2000. 7. Park Land Dedication Ordinance: Development: Indian Springs Phase H (PUD) Engineer: Jorgensen & Associates Owner/Developer: Sweetser Properties, Inc. Location: South of Highway 45 East on Starr Drive Park District: Southeast Units: 18 multi -family Total Acres: 3.2 acres Land Dedication Requirement: 18 x .02 = .36 acres Money in Lieu: 18 x $375 = $6,750 Existing Parks: Vandergriff - 6.25 acres; Crossover - 18.01 acres; Covington - 2.25 acres Trammel Park - .87 acres Developer's Recommendation: Money in lieu • Staff Recommendation: Money in lieu Justification: The land is located near four city parks. Because this is a PUD, there is greenspace provided by the homeowners association immediately south of this phase in phase I. The current greenspace provides a beautiful pond and picnic area. The park land dedication would provide only .36 acres which would be located next to a very busy street. PRAB Motion: 8. Policies and Procedures for Naming Park Facilities: Please review the enclosed proposed policy and procedure for naming city park facilities. PRAB Motion: 9. Recommendation to Name City Park located in the Covington Subdivision: Park staff has three recommendations to name the 2.25 acre park in the Covington Subdivision. The park is located east of Crossover Park and north of Township. The three names submitted include Braden Park, Braden Isle, and Braden Island. The park boundaries form a tear drop shape with sidewalk and streets around the perimeter. Historical Significance: The original Braden Community School house was located at the corner of Highway 45 and 265 near the current site of McIlroy Bank. The school was established prior to 1884 as Washington County School District #9 serving the area in which the park is located. Naming this park Braden would acknowledge a community which existed throughout the 1800's until about 1970 and recognize the region's past heritage for generations to come. 10. Soccer Public Meeting: • The Parks and Recreation Advisory Board will host a soccer public meeting on Tuesday, April 11, 2000 at 7 p.m., City Hall Room 219, to discuss the future of soccer in Fayetteville. Please mark your calendar to attend this important meeting. 11. Opening Ceremony for Gary Hampton Softball Complex: The opening ceremony for the Gary Hampton Softball Complex will be held Monday, May 1, 2000 at 6 p.m. The first girl's softball games will begin at 6:30 p.m. PRAB needs to discuss plans for the regular scheduled monthly meeting. • 12. PRESENT: Parks and Recreation Advisory Board members Colwell, Eads, Luttrell, Nickell, Stockland, and Thiel; Staff, Press, and Audience. AGENDA I. Skate Park Proposed Site - Walker Park North: The Skate Park Sub -Committee has toured several possible sites, but concluded at their March 27, 2000 meeting to recommend Walker Park North. • The audience unanimously favored the proposed site. Advantages to the Walker site include proximity to restrooms, parking, and little impact on the surrounding neighborhood. II. Resume to City Hall, Room 326 for 5:30 p.m. meeting. III. Approval of PRAB March 6, 2000 Meeting Minutes. MOTION: Ms. Nickell moved to approve the Parks and Recreation Advisory Board March 6, 2000 meeting minutes. Ms. Eads seconded the motion. The motion was approved 6-0-0. IV. Skate Park Proposed Site Discussion: Mr. Luttrell asked staff for its recommendation. Ms. Edmonston said staff agreed the Walker North location best fit the needs for the proposed skate park. April 3, 2000 / Page 1 PRAB Regular Meeting MOTION: Mr. Luttrell moved to recommend the Walker Park North site for the proposed skate park. Ms. Nickell seconded the motion. Upon roll call, the motion passed unanimously 6-0-0. V. Skate Park Public Discussion: Hamsa Newmark said the Walker Park North area was the perfect site because no trees would be affected. Mr. Schuldt said Requests for Qualifications are due April 17. The subcommittee will then meet and review. • VI. John Jablonski: Mr. Jablonski, a Gulley Park resident, said enforcement of laws is a problem at Gulley Park. Although police and park patrol presence has increased lately, Mr. Jablonski said configuration of the parking lot and late evening hours contribute to vandalism and other park problems. Because the existing parking • lot is behind houses, it's hidden from street view and difficult to patrol. The 2001 Capital Improvements Program lists constructing a parking lot off Old Wire Road as an upcoming project. Mr. Jablonski said he raised an additional $550 in his neighborhood to assist with the reward for persons responsible for Gulley Park vandalism. Mr. Colwell said he appreciated Mr. Jablonski's efforts to encourage more people to take ownership of the park. Park neighbors are the eyes and ears of the park. Mr. Jablonski expressed his frustration at reporting things to the police who do not respond to the calls. VII. Eagle Scout Project: Evan House Evan House reported ongoing work with several regulatory groups in an effort to gain approval to construct a hiking/biking bridge over Clear Creek on the Two Turtles Trail around Lake Fayetteville. Two design options were presented: a 34 foot long and 4 foot wide span bridge and a temporary float away bridge. Mr. House is awaiting approval to proceed on either design from the U.S. Army Corp of Engineers. Ms. Edmonston suggested using park land dedication funds to assist with materials if needed. Mr. Schuldt said at some point park land would be desired on this side of Highway 45, but the .36 acres land dedication requirement for this development is too small. Jorgensen & Associates representative, Tom Henley, said Sweetser Properties would rather give money in lieu of land dedication primarily because this site is so small. Mr. Henley said when Phase II of this development is completed, 35% of the combined phases will be open space. MOTION: Mr. Luttrell moved to accept money in lieu of the land dedication requirement for the Indian Springs Phase II (PUD) development. Mr. Stockland seconded the motion. Upon roll call, the motion passed 6-0-0. IX. Policies and Procedures for Naming Park Facilities: A directive was distributed to provide policies goveming the naming of park facilities. Upon acquisition of a new park, the Parks Superintendent will assign a nondescript temporary working name or April 3, 2000 / Page 3 PRAB Regular Meeting subdivision name for the park facility to be used until park development begins. Once development begins, suggestions will be forwarded to the Parks and Recreation Advisory Board for review. The recommendations will be discussed and then tabled until the next scheduled meeting to allow time for public comment on the proposed name(s). MOTION: Mr. Colwell moved to adopt the Policies and Procedures for Naming Park Facilities as presented. Ms. Eads seconded the motion. The motion was approved, 6-0-0. X. Recommendation to Name City Park located in the Covington Subdivision: Park staff has three recommendations to name the 2.25 acre park in the Covington Subdivision. Opening Ceremony for Gary Hampton Softball Complex: The opening ceremony for the Gary Hampton Softball Complex will be held Monday, May 1, 2000 at 6:00 p.m. The first girls' softball games will begin at 6:30 p.m. The Parks and Recreation Advisory Board regularly scheduled May meeting will be held at Holcomb elementary school following the opening ceremony. April 3, 2000 / Page 4 • PRA13 Regular Meeting XIII. Other Business: Ms. Edmonton distributed the Parks and Recreation Division 1999 Annual Report. A copy will be forwarded to City Council members. A copy of a letter from Lisa Paschal, Horticulturist, was distributed. The letter has been sent to various special interest groups regarding use and conservation of the environmentally sensitive areas of lake side wetlands and natural areas of Lake Fayetteville. XIV.
