1. Approval of PRAB February 7, 2000 meeting minutes.

2. John Jablonski:
John Jablonski lives by Gulley Park and he is interested in presenting ideas for the control of
vandalism in our city parks. He raised $250 in his neighborhood to assist with the reward for
the Gulley Park vandals. Enclosed is an editorial he wrote in the Morning News on February
21, 2000.
3. Renaming of Babe Ruth Park: Tabled from February 7, 2000 PRAB Meeting
This year, the Fayetteville Baseball Association Board for ages 13 to 16 voted to not align
itself with a baseball organization. In the past, the association has been sanctioned with Babe
Ruth. PRAB tabled the renaming of Babe Ruth Park from the February meeting to seek more
possibilities. We again requested the Fayetteville Baseball Association Board for their
recommendation. They recommended the name - White River Baseball Complex. The
rationale for the renaming is:
a. The White River is a land mark in the City.
b. The name is catchy.
c. There have been too many people within our city that has donated time and
money to baseball to name it after just one person. The fields themselves have
been named after Strange and Gibson who helped start the program and fields.
d. Name the complex Wlute River Baseball Complex until someone donates
substantial funding for the fields and program.
Other names have been submitted by the pubhc include Strange or Gibson Baseball Complex,
Combs Baseball Complex, and Sherman Lollar Baseball Complex. Mike Hawkins
recommended Sherman Lollar Baseball Complex and would like to make a presentation to
PRAB

4. Botanical Garden Society of the Ozarks, Inc. Board Member:
According to the City's lease agreement with the Botanical Garden, 25 percent of the
members must be appointed by the City Council. At least one must be a current member of
PRAB Lisa Paschal, Park Horticulturists will represent the Parks Division and Yolanda
Fields, Internal Auditor will represent City administration. PRAB needs one member to
volunteer to serve on the Botanical Garden Board Enclosed is a description of the
responsibilities of the Botanical Garden Society Board Members.

The meeting was called to order by Ms. Thiel at 5:30 p.m. in Room 326 of the City Administration Building,
Members Present: Ackerman, Colwell, Eads, Luttrell, Nickell, Shoulders, Thiel

I. Approval of PRAB February 7, 2000 Meeting Minutes.
MOTION:
Mr. Ackerman moved to approve the Parks and Recreation Advisory Board February 7, 2000
meeting minutes.
Ms. Nickell seconded the motion.
The motion was approved 6-0-0 (Ms. Eads arrived later).

Other names submitted by the public include Strange or Gibson Baseball Complex, Combs Baseball
Complex, and Sherman Lollar Baseball Complex.
Mr. Ken Nanney said an extensive listing of individuals having donated money and time over the years
had been compiled and discussed by the Fayetteville Baseball Association Board. The board determined
by naming the complex White River Baseball Complex there would be no slighting of anyone deserving
the facilities being named after him. This would also leave the option for future benefactors.
Ms. Edmonston informed the Parks and Recreation Advisory Board the two playing fields were currently
named after individuals who had contributed to the sport — Strange and Gibson fields.
Mr. Mike Hawkins nominated the complex be named after his uncle John Sherman Lollar, II. Mr. Lollar
was bom in Durham, Arkansas in 1924, played for the local American Legion Post No. 27, and began
his professional career with the Baltimore Orioles of the International League in 1943 where he led the
league with a .364 batting average. He stepped up to the major leagues in 1946 playing for the Cleveland
Indians. Mr. Lollar also played with the New York Yankees and St. Louis Browns before becoming
catcher for the Chicago White Sox. During his 18 year Major League career, he was a 6 -time Major
League All Star, 3 -time Golden Glove winner for being the best defensive catcher in the Major Leagues.
He played in two World Series and helped lead the White Sox to the American League Pennant.
Following his playing days, Mr. Lollar was the pitching coach for the Baltimore Orioles and later
managed the Oakland Athletics AAA Farm Club before retiring from the game. He was inducted into
the Arkansas Hall of Fame in 1973, the Southwest Missouri Sports Hall of Fame in 1990, and the
Chicago Hall of Fame in 1993.
Mr. Hawkins reminded the Parks and Recreation Advisory Board the local Little League was called the
Sherman Lollar Little League for a number of years before being changed due to a national affiliation
agreement. Ms. Edmonston said the fields at Walker Park were currently not named. She suggested the
possibility of naming the tournament field (#8) after Mr. Lollar. Mr. Hawkins said he wasn't in a
position to say yes or no. He said he was against individuals buying their names for facilities, and he
looked at what people did during their lives. Mr. Colwell suggested erecting a plague detailing the history
of the individual.
MOTION:
Mr. Luttrell moved to rename Babe Ruth Park White River Baseball Complex and pursue using
the name Sherman Lollar with the history as an attachment to either a field or other appropriate
facility within the City of Fayetteville parks system.

III. Botanical Garden Society of the Ozarks, Inc. Board Member:
According to the City's lease agreement with the Botanical Garden Society of the Ozarks, Inc., 25
percent of the members must be appointed by the City Council. At least one member must be a current
member of the Parks and Recreation Advisory Board. Lisa Paschal, Park Horticulturist, will represent
the Parks Division and Yolanda Fields, Internal Auditor, will represent City administration. PRAB needs
one member to volunteer to serve on the Botanical Garden Board which meets the second Tuesday of
each month at Razorback Pizza The meetings are approximately two hours.
Ms. Donna Porter said the Botanical Garden Society of the Ozarks would like to see an individual who
would be active and involved. She said one good member is better than four members who do not have
the time or interest. Mr. Colwell volunteered to serve on the board.
MOTION:
Mr. Luttrell moved to appoint Wade Colwell to the Botanical Garden Society of the Ozarks
Board.
Ms. Nickell seconded the motion.
The motion was approved 7-0-0.
IV. Park Land Dedication Ordinance:
Development: Quail Creek Subdivision Phase III

Location: South of Appleby Road and East of Gregg Street

located across the deep creek and a bridge would be expensive to
build in this floodway area. The extension of Drake Street in the
future will provide pedestrian access to the park.
Ms. Edmonston said the land dedication was located on the west side of the proposed development. A
deep creek bed would require a substantial bridge for access. Drake Street is also proposed to be
extended in the future. Mr. Schuldt said Sidewalk & Trails was interested in providing a trail along
Gregg Street which would tie into Gordon Long Park toward the center of the city, but they are looking
at the other side of the creek due to the topography and accessibility.
Mr. Ackerman said substantial park acreage existed in the northwest quadrant to sustain park needs.
Development expenditures will be great; money in lieu for this particular small development could be
better utilized developing existing parks in the quadrant.
MOTION:
Mr. Ackerman moved to recommend money in lieu of land dedication to satisfy the Park Land
Dedication Ordinance for the proposed Quail Creek Subdivision Phase III development.
Ms. Eads seconded the motion.
The motion was approved 7-0-0.
V. John Jablonski:
Mr. Jablonski wrote an editorial which appeared in the February 21, 2000 Moming News and raised
$250 in his neighborhood to assist with the reward for Gulley Park vandalism. Mr. Jablonski was
scheduled to present ideas for the control of vandalism in city parks. He may appear at a later date.
Mr. Colwell said an anonymous caller pledged $250 to increase the reward to $1000. Mr. Colwell also
recorded Public Service Announcements on Gulley Park vandalism and dogs on leashes/cleaning up after
pets in parks. The Board discussed the positive effects of the milk jugs containing plastic bags for
cleaning up after pets. Mr. Colwell said the Eagle Scouts could use leftover redwood to construct boxes
for holding plastic bags for this purpose. Ms. Thiel also favored adequate signage.

Gulley Park Cow Paddy Run Report:
Mr. Colwell reported a total of 373 runners participated in the event. Of the 226 children, 35 were fifth
and sixth graders; 51 were third and fourth graders; 72 were first and second graders; and 65 were
preschoolers. Mr. Colwell suggested a younger category with shorter course next year. One hundred
forty-seven people participated in the 4K run. Root School had 44 participants and received a check for
$100. St. Joseph was second with 33 participants. The event raised $2,956 distributed as follows: $300
Fayetteville Tri Sport Club; $100 Root School (most participants); $100 Linsey Tolleson (t -shirt
design); $100 Butterfield Art Teacher, Julie Feinstein; $2156 Boy Scouts; and $200 to replace the
Gulley Park weather vane.
Arctic Classic Softball Tournament Report:
Mr. Schuldt reported 49 teams participated in the 4th Annual Arctic Classic Softball Toumament held
February 26 and 27 at Gary Hampton Softball Complex and Lake Fayetteville Softball Complex. The
event brought teams from Arkansas, Missouri, Oklahoma, and Kansas. Parking is an issue which will
need to be addressed in the future for the Hampton Softball Complex.
Park Master Plan Update:
Mr. Schuldt said the Selection Committee met March 1 to review the twelve submitted Request for
Qualifications. The entries were narrowed to five firms which will submit Request for Proposals which
will be reviewed.
Gulley Park Tot Playground Update:
Ms. Nickell presented the design selected for the Gulley Park tot playground which will accommodate
several children at once. Ms. Edmonston said specifications are sent to vendors with a maximum budget,
and the vendor prepares proposals for review. The Parks Division would like to complete this project
before the Summer Concert Series begins at Gulley Park.
Skate Park Update:
Mr. Schuldt said the subcommittee would meet within the next couple of weeks and hopefully
recommend a site to the Parks and Recreation Advisory Board in April. Ms. Thiel encouraged public
input. Ms. Nickell said several mothers had expressed their concems of the park not meeting needs for
skateboarders.
VII. Other Business:
Mr. Shoulders mentioned the recent death of Robyn Benedict and proposed fording viable altematives
keeping motorists and exercisers from mixing. Kevin Mitchell hosted an awareness run Sunday morning.

Mr. Shoulders suggested cooperating with Mr. Mitchell on his awareness program to post signs in high
traffic areas warning of pedestrians.
Mr. Schuldt reported that the Trails Committee would meet Wednesday, March 8 at 4:00 p.m.
The Parks and Recreation Advisory Board recommended park maps be distributed to new residents as
a directory for reference. Park brochures are currently distributed at the Chamber of Commerce and City
Hall.
Mr. Colwell suggested a drivers' education program to raise awareness for young drivers could also help
prevent motorist/pedestrian accidents.
Mr. Luttrell said the Fayetteville Youth Center had selected a new director. A grant presentation to the
Reynolds Foundation is forthcoming.
