AGENDA
1. Approval of PRAB November 2, 1998 meeting minutes
2. Introduction of new staff: David Wright - Program Coordinator

3. Park Video: This week's video series will feature Sweetbriar, Happy Hollow, and Trammell
Parks.
4. Northwest Arkansas Horseshoe Pitching Association Request from Fred Hash,
President and Danny Bryan, P Vice:
The NW Arkansas Horseshoe Pitching Association requests approval to build a restroom by
the horseshoe pits in Walker Park. The Association is proposing to raise funds to build the
restroom if the Parks Division would assist by providing water and sewer to the site. Water
and sewer would cost $5,000 to $7,000. There are 40 to 50 members of the club. The club
sponsors tournaments and several other events to promote the hobby. The club maintains the
pits and surrounding area and are participating in the Adopt -A -Park program. Currently they
rent portable restrooms for their activities. This is a very active group that has been with the
Parks Division for some time. There are funds available in the Southeast Park District Green
Space Funds to assist with this project.

Informational Items: City Council approved the bid awards for Veterans Memorial Park restrooms
and parking lot, Wilson Park castle improvements, and Walker Park playground. The C1P was also
approved The proposed 1999 budget is on the December 15, 1998 City Council agenda for
approval.

DECEMBER 14, 1998
The meeting was called to order by Chairman Ackerman at 5:30 p.m. in Room 111 of the City
Administration Building.

1. Approval of PRAB November 2, 1998 meeting minutes
MOTION: LUTTRELL/EADS:
The minutes from the November 2, 1998 PRAB regular meeting were approved as presented,
5-0-0 (Judy arrived late).
2. Introduction of new staff: David Wright - Program Coordinator
Eric Schuldt - Parks Development Coordinator
Ms. Edmonston introduced David Wright as Program Coordinator. Eric Schuldt, Parks
Development Coordinator, will begin work with the Parks and Recreation Division
beginning December 28, 1998.

to promote the hobby. The club maintains the pits and surrounding area and are participating

Fred Hash, President of the Northwest Arkansas Horseshoe Pitching Club, presented a brief
history of the club to the Parks and Recreation Advisory Board (see following page).
Mr. Ackerman thanked the group for their contributions to Walker Park and the
improvements made to the quality of the parks system. The groups' usage and efforts have
made a positive impact.
Restroom plans will be approved by Parks staff and meet all city regulations Ms. Edmonston
said the current proposed site is probably located in the flood plain and additional permits
would most likely be required.
MOTION: JUDY/BLEIDT
The Parks & Recreation Advisory Board moved to allocate up to $7,000 from the Southeast
Park District Green Space Funds to assist in the water and sewer connections for a restroom
facility proposed by the Northwest Arkansas Horseshoe Pitching Association at Walker Park.
The motion was approved 6-0-0.
4. Park Video:
Sweetbriar Park: Sweetbriar Park is a nice park located in the northeast section of our city
on Sweetbriar Drive. On December 4, 1975, Mr. and Mrs. A.P. Eason, Jr. donated two acres
for a city neighborhood park. There has been two land additions to the park since its'
origination. In 1980, Al Eason and Jerry Sweetser donated an additional .21 acres adjacent
to the park. Again in 1992, there was a green space land dedication of .3 acres by the
Paradise View Estates. This brought the total acreage of Sweetbriar Park up to 4 acres.
Facilities in this neighborhood park include a mini basketball court, swing set, climbing
apparatus, picnic table and gnll. Throughout the years, Sweetbriar Park has well served its
residents.
Happy Hollow School Park: Happy Hollow Elementary School Park is one of ten
elementary school parks included in a twenty-five year agreement between the Fayetteville
School District and the City of Fayetteville The school land is open to the public for use
after school hours, on weekends, and during the summer months for recreational purposes
for the citizens' enjoyment. Happy Hollow School Park contains five acres and is located
north of Highway 16 East on Ray Avenue In 1992, the school maintenance, Happy Hollow

The Northwest Arkansas Horseshoe Pitching Club started in 1984 at Lake Fayetteville.
After two years, the club moved to Rock Creek -between West Fork and Greenland.
In 1994, the City of Fayetteville donated $2800.00 in order for us to build
horseshoe pits in Walker Park. The members provided the labor.
--We now have twenty "National Regulation" pits in Walker Park.
- -We have approximately thirty members in the Fayetteville club, and hope to
double this membership this next year. We do have "open" tournaments there,
for anyone to participate, but it is the members who keep the club going.
- -We will have four sanctioned tournaments in 1999, with approximately forty
to sixty pitchers participating in each tournament.
- -We plan to have three "open" tournaments in order to recruit new members
- -We host the State Tournament about every other year. This will bring to the
city anywhere from 100 to 120 pitchers plus their families.
--We have now "adopted" the park.
--Pitchers from other clubs come to our pits to pitch. This includes Arkansas
pitchers as well as pitchers from Oklahoma, Kansas and Missouri.
--Our pits are considered the best "horseshoe pits" in any club in Arkansas. We
are consistently working on them with improvements.
- -We are hoping to be able to sponsor one tournament a year with all proceeds
going to a charity.
THE THINGS WE HAVE ACCOMPLISHED SINCE WE MOVED TO WALKER PARK:
--We take care of the lawn (mowing, weed -eating, edging, etc.)
- -We have planted four trees
--The club raised the money through several "fund raisers" and "tournaments" to
build a 16x16 pavilion.
--We provided the labor to build the horseshoe pits.
- -We provided the remainder of the money to finish the fence and the pits.

PTA, and City Green Space Fund all participated in funding the wood $12,565 playground
equipment In 1996, the school cleared the east side of the school to be used as an additional
playground area. Once again the school and Parks Division shared cost in providing six
picnic tables ($3,334) and new playground facilities ($7,516). This was the City's first
venture in utilizing pour -in-place seamless rubberized fall safe material underneath the
playground equipment. School faculty, children, and maintenance have all responded
favorably to this type of fall safe surfacing. There are no immediate plans for Happy Hollow
School Park.
Trammell Parke On March 1, 1994, granting the appeals of the Planning Commission's
preliminary plat approval of the Barrington Parke Subdivision, by resolution the subdivision
would include a neighborhood park equipped and maintained by a property owners
association. The developer purchased a contiguous parcel of land approximately 0 6 acres
from Harley Brigham and deeded such land to the City of Fayetteville as park land.
Additionally, Mr. Brigham deeded to the City approximately 1,000 feet of nature trail on his
property commonly known as Red Wolf Park. At Mr. Brigham's request, the approximate
0.6 acres deeded to the City of Fayetteville was named Trammell Park after his wife's
maiden name. The nature trail Mr. Brigham dedicated was named "Grace Bird Spear Nature
Trail" at his request, and the Parks Division erected a sign commemorating this trail. The
area is currently an arboretum of various species of trees and plant life. There are currently
no immediate plans for further development of Trammell Park.
Lake Sequoyah Park: This park contains 1,284 acres of land and 495 acres of water.
Located on the White River, it is known as a Heaven for fishermen. In the late 1950's, Lake
Sequoyah was used for water and sewer development. In 1982, the lake became park of the
Parks and Recreation Division. Facilities include four boat dock sections equipped with 48
boat stalls and a spillway. Boat stalls are rented for $60 per year. A boat dock office houses
the boat dock operator, Frank Thorpe. Mr. Thorpe has been the contractor for Lake Sequoyah
for the past five years. The boat dock opens at sunrise and closes at sunset seven days a
week. By ordinance, Lake Sequoyah is closed Thanksgiving Day and December 24 through
January 14. The Arkansas Game and Fish Commission annually stocks the lake. To complete
the operations, a restroom was built in the summer of 1998. Mr. Thorpe estimates an average
of 600 people fish at Lake Sequoyah on weekends during the prime season.
5. Other Business:
Raising of the timber frames for the Davis Park pavilion scheduled for Saturday, December
12, 1998 was rained out and was held the following day. Parks maintenance will aid in
roofing the pavilion, and a sidewalk extension will be added. This has been a very
worthwhile community project, and the neighborhood has been very supportive.
Mr. Ackerman inquired about the status of the drafting of new school lease agreements. Ms.

Edmonston has met with school personnel to discuss shared responsibilities and additional
meetings are forthcoming.
Mr. Luttrell reported that the Nominating Committee had met and a partial slate of officers
have been nominated. Mr. Ackerman suggested that since it is incomplete, a full report
should be made at the next regular meeting.
The next regular Parks and Recreation Advisory Board meeting was scheduled for Tuesday,
January 12, 1998 at 5:30 p.m.
Appreciation was extended to Jan Judy, Rodney Staggs, and Aaron Bleidt for their service
and contributions to the Parks and Recreation Advisory Board.
Ms. Edmonston said staff would be providing orientation for new Parks and Recreation
Advisory Board members and existing members who are interested.

Nommations Committee Report
December 21, 1998
The Nominations Committee, composed of Aaron Bleidt (Chairman), Brenda Thiel, and
O.E. Luttrell met with Board Chairman, Bill Ackerman, over lunch on 12/21/98 to
finalize the proposed following slate of officers for the 1999 year:

Bill Ackerman, Facilities Committee Chairman
Gail Eads, PR Committee Chairman
Wade Caldwell, Budget Chairman
As a result of this meeting and two previous Nominations Committee meetings, the
Committee recommends full board approval at the January meeting.
