HomeMy WebLinkAbout1998-08-24 - Minutes• • • PRAB SPECIAL MEETING AUGUST 24, 1998 A special meeting of the Parks and Recreation Advisory Board was held at 12:00 p.m, August 24, in Room 326 of the City Administration Building. Attending were advisory board members Bill Ackerman, Jan Judy, Brenda Thiel, Gail Eads, Rodney Staggs, 0 E Luttrell; staff members Connie Edmonston, Nancy Dugwyler, John Nelson, Lisa Paschal, Bob Braswell, Bryan Hobbs, Dudley Dawson; Budget Coordinator, Steve Davis; and from the media, Susan Porter of Fayetteville Free Weekly. A 1999 Proposed Budget packet was distributed to PRAB Ms Edmonston presented the materials and reviewed PRAB responsibilities, the ordinance creating the Parks and Recreation Advisory Board, 1998 programs and funding levels, the line items making up each program, target overruns and capital requests, current personnel and new personnel requests, and introduced proposed new programs for 1999. Target budget figures only increased approximately 3% for salaries. Budget Coordinator, Steve Davis, stated the City of Fayetteville has a revenue dnven budget. Due to current ballot initiatives, primarily the issue of property tax, there is currently $1 million dollars at risk, and a conservative approach to budget preparation has been taken. Mr. Ackerman questioned the Parks Maintenance Supervisor as to whether recommendations were being made regarding increasing equipment and personnel to keep up with the current demands of the parks system. Bob Braswell said the situation was improving. He cited the contracting of park manicuring as an example. The division has received better equipment and the request for additional personnel has been made. However, when new vehicles and equipment are acquired, motor pool and replacement charges increase. The additional fees are requested on a target overrun. Ms. Edmonston urged Parks and Recreation Advisory Board members to thoroughly review the proposed budget prior to the September 14, 1998 regular PRAB meeting. Parks staff would be available to answer any questions or provide clarification. The meeting adjourned at 1:15 p.m.
