Members Present: Ackerman, Bleidt, Charboneau, Luttrell, Staggs, Thiel Members Absent: Eads, Judy Staff Present: Dawson, Edmonston, Edwards Guests Present: Dale Clark, Director Fayetteville Youth Center Mark Paul, Asst. Director Fayetteville Youth Center Media Present: Jill Rohrback, Morning News A special meeting of the Parks & Recreation Advisory Board was held at 6:30 p.m., July 13, 1998. PRAB members met at the Fayetteville Youth Center to discuss a funding request from the Fayetteville Youth Center to assist in the cost for strategic planning, master facilities planning, and institutional development planning. The vital study is needed to present to the Don Reynold's Foundation. The Youth Center was a finalist last year for consideration of receiving a grant to renovate or replace their existing facilities. Without this study, the Foundation will not proceed in determining whether they will fund a new Youth • Center. Ms. Thiel questioned the source of the funds needed for the study. Ms. Edmonston stated that the CIP budget for 1997 had money allocated to relocate the Parks Division facility. It was decided to renovate the existing City Shop facility, and of that money $307,488 remains. The $79,800 needed for this study can be allocated from this fund. The significance of this plan for the Parks and Recreation Division was noted; the information can be utilized in the Parks Division's Master Plan. It was proposed that we no longer label this a plan just for the Fayetteville Youth Center but as a community recreation plan. Mr. Bleidt stressed the significance of communicating to the public that this will not just be a plan for the Youth Center in a way to justify the expense. In other attempts to Justify the cost of this study, Mr. Charboneau noted the possible returns for this small investment. There exists the potential to obtain a multi-million dollar facility; the only cost to the City will have been to obtain this study. MOTION: LUTTRELL/STAGGS Mr. Luttrell moved to fund the study for the Fayetteville Youth Center to submit to the Reynold's Foundation. The motion carried 6-0-0.
